Washington, DC Re: Columbia Gas Transmission, LLC, Docket No. RP Operational Transactions Adjustment Filing Pursuant to Section 4 of the Natural Gas Act ( NGA ), and Part 154 of the Federal Energy Regulatory Commission s ( Commission ) regulations, 1 Columbia Gas Transmission, LLC ( Columbia ) hereby submits for filing the following revised tariff sections of its FERC Gas Tariff, Fourth Revised Volume No. 1 ( Tariff ), with a proposed effective date of May 1, 2015: Part Version Title V FTS V FTS-APX V NTS and NTS-S V ITS V GTS V OPT V TPS V SST V FTS-GC Statement of Nature, Basis and Reasons On June 1, 2012, Columbia implemented the Operational Transaction Adjustment ( OTRA ) surcharge to recover the costs of certain operational purchases and sales required to ensure a sufficient amount of flowing supply into Columbia s system in northern Ohio. 2 Columbia implemented the OTRA because it would result in lower costs for its customers than rerouting gas supplies from the southwest part of its system to northern Ohio on other pipelines or requiring customers to deliver gas to northern Ohio receipt points through the use of Operational Flow Orders (OFOs). 3 On December 16, 2013, in Docket RP14-287, Columbia proposed to extend the OTRA mechanism through March 31, 2016, while it continues to follow the market and work collaboratively with its shippers in identifying a long-term solution to 1 18 C.F.R. The OTRA mechanism is set forth in Section 49.4 of Columbia s Tariff and provides for Columbia to make filings to adjust its OTRA rates twice annually for a summer season (April 1 to October 31) and a winter season (November 1 to March 1). These semiannual filings address both prospective changes in the OTRA rate and prior over or under recoveries. Columbia proposes, in the instant filing, to collect costs associated with the summer OTRA period (April 2015 October 2015) in the amount of $11,114,4504. Consistent with GTC Section 49.4(c), Columbia is utilizing demand billing determinants projected to be in effect on May 1, The calculation of the OTRA rate associated with the April October time period, along with the derivation of costs, is set forth on Appendix A. The derivation of the billing determinants included in the OTRA mechanism is set forth on Appendix C. As noted in its initial filing, the OTRA mechanism was created to provide a lower cost solution to third-party transport. Generally, Columbia includes an Appendix D in its biannual OTRA filings, which compares OTRA costs to hypothetical TCRA costs. Columbia evaluated the historical transport paths utilized to get gas into Northern Ohio but these were sold out and not available on a firm basis. Therefore, due to the lack of practical and available TCRA capacity, Appendix D is not included in the instant filing. A summary of the OTRA Costs and the OTRA Revenues, along with the calculation of the OTRA True-Up Surcharge is set forth on Appendix B. Columbia over-recovered approximately $1.4 million of OTRA costs from the previous OTRA period. Motion Pursuant to Section 154.7(a)(9) of the Commission s regulations, Columbia moves to place the proposed tariff sections into effect at the requested effective date. Material Submitted Herewith In accordance with Section 154.7(a)(1) of the Commission s regulations, the following material is submitted herewith: (1) The proposed revised tariff sections being filed; (2) Marked version of the revised tariff sections in accordance with Section (a) of the Commission s regulations; and (3) Workpapers and other documents supporting Columbia s filing.
