For each goal, provide significant progress made during the reporting period. If you have a SIP related goals, please report progress of them in the SIP Workplan Report. DO NOT re-list SIP goals in this document. Education 1. AC Education Goal A: Evaluate and promulgate "Best Practices" on articulation mechanisms between academic institutions o Both the Education and Practice Committee and the PA Coalition for Advancing Nursing Education met this quarter to discuss the need and to develop an action plan to gather information to develop a report of Best Practices. 2. Has your AC enrolled students via one of the four identified promising models of education progression? Yes No 3. Through efforts of your AC, has the state community college association agreed to help inform/recruit ADNs to advance their education? Yes No If yes, briefly explain: We are currently looking into the best way to approach the state community college association. We hope to have an outcome for the next quarterly report. Leadership 1. AC Leadership Goal A: Facilitate leadership skills of Chief Co-Conveners of the Coalition s nine Regional Action Coalitions o The Operational Council is comprised of one leader from the each of the nine Regional Action Coalition s co-conveners. It is scheduled to hold a meeting in Harrisburg on As of 1/2014 Page 3

4 March 12, We are currently planning a leadership training session for those that attend. An agenda will be provided once it is confirmed. 2. Has your AC implemented new selected and proven successful leadership program to prepare nurses to lead change to advance health? Yes No If yes, check all that apply: Preparation and process in place for getting nurses on state or local boards State-wide Leadership Institute 40 Under 40 or an emerging/young leaders recognition program Mentorship Program Collaboration with state or national leadership program (i.e. PONL) Methods to educate the public on the Affordable Care Act Other: 3. What is the number of nurses appointed to a board in your state as a result of the AC from November 2013 to January 2014 (e.g. hospital board, task force, commission, committee)? We are currently trying to identify this number. PSNA Leadership is acquiring this information.) Practice & Care 1. AC Practice & Care Goal A: Enhance gender, racial, and ethnic diversity of the PA nursing workforce o We have identified two state leaders to chair the Nursing Diversity Council from opposing sides of the state. Dr. Rita Adenrian, Director, Office of Diversity and Inclusion, Hospital of the University of Pennsylvania, RWJF Senior Nurse Executive Fellow and Dawndra Jones, Senior Director of Strategic Initiatives, University of Pittsburgh Medical Center. The Chairs are aggressively pursuing the deliverables and additional strategies to increase diversity within Pennsylvania. AC Practice & Care Goal B: Disseminate information on establishment of Nurse Residency Programs in Pennsylvania Progress made toward goal B, this quarter: o We have continued our efforts in planning the Nurse Residency Program conference. Two are scheduled, April 17, 2014 and May 15, Is your AC working on removing barriers to RN level of care? Yes No 3. Has your AC advanced favorable state policy to remove barriers to care provided by APRNs? Yes No If yes to 2 or 3, briefly explain: The following are currently in the legislative process: As of 1/2014 Page 4

5 CNS Removal of Barriers to Practice (HB 1457) Allows a registered nurse who is licensed and certified by the board as a clinical nurse specialist in a particular clinical specialty area to use the title advanced practice registered nurse-clinical nurse specialist and the letters A.P.R.N.-C.N.S. Makes changes in the qualifications for clinical nurse specialists. Recognition of Certified Registered Nurse Anesthetists (SB 959) Provides a definition of certified registered nurse anesthetist and allows those that meet the qualifications outlined in the legislation for certified registered nurse anesthetists to use the title and the abbreviation CRNA Certified Registered Nurse Practitioners Removal of Barriers to Practice (SB 1063) Amends the Professional Nursing Law to provide for the licensure of certified nurse practitioners by the Medical Board and detailing the scope of practice of licensed certified nurse practitioners including practice areas and the ability to prescribe certain drugs. The legislation details the licensure of current certified nurse practitioners and continuing education requirements. The legislation also makes substantial editorial changes to the Act. Community-Based Health Care Act: Act 10 of 2013 (SB 5) PSNA will monitor and advocate for continued funding in the FY State Budget. Signed into law May 21, 2013: Provides for the establishment of the Community-Based Health Care Program within the Department of Health to provide grants to community-based health care. Includes the categories of Nurse Anesthetists, Nurse Practitioners, Nurse Midwives and Clinical Nurse Specialist as able to receive grant funding to open, run and maintain community based health clinics. Interprofessional Care 1. AC Interprofessional Goal A: o As part of our annual statewide conference, we will have two speakers on this topic. Dr. Glenn D. Steele, Jr. is scheduled to discuss healthcare reform, the team approach (partnership) to healthcare and the role of nursing in the healthcare system with emphasis on increase need of education. Dr. Steven Larson will discuss interprofessional practice and mentorship models and how he sees the future of healthcare. 2. Does your AC have a strategy on Interprofessional Care? Yes No If yes, briefly explain: Currently developing a strategy with Hospital Association of Pennsylvania to conduct a meeting with the Nurse Practitioners Association and PA Medical Society. Diversity 1. AC Diversity Goal A: Establish a Nursing Diversity Council to assist the PA Action Coalition to enhance the diversity of Pennsylvania s nursing workforce As of 1/2014 Page 5

6 o We have fully established a Nursing Diversity Council (NDC) for the PA-AC. We have selected two co-chairs, one from each side of the state. We are working closely to address the action plan that was developed with a focus of diversity. The co-chairs attend bi-weekly conference calls to provide updates on the status of the action plans. The NDC is currently planning a in person meeting on February 24, 2014 to continue the progress made and to look at new ideas for the council. AC Diversity Goal B: Progress made toward goal B, this quarter: o A request has been made by a local school district to assist in providing career guidance to those who are looking at a career in healthcare, but more particularly in nursing. The NDC is preparing a school toolkit, once complete will be disseminated to the RACs with training so that the RACs can assist at a local level providing guidance to future nurses. 2. Does your AC have a diversity Plan? Yes No If yes, briefly explain: Complete gap analysis between state demographics and nursing database in regard to diversity; Profile demographics of student populations in 2 and 4 year public and private institutions to include gender and racial/ethnic status; Evaluate Best Practices for seamless articulation to identify any specific action or strategy to enhance diversity; Partner with minority and underrepresented nursing organizations through the state and within the Regional Action Coalitions to determine Best Practices for seamless articulation likely to be successful in each region; Partner with academic programs to increase enrollment of Targeted Underrepresented Groups (TUG) in BSN, masters and doctoral nursing programs; Identify source(s) of scholarship funding to support TUG in BSN programs; Identify source(s) of scholarship funding for TUG in PhD nursing programs; and Publish outcomes of the Coalition s marketing campaign to the Center to Champion Nursing in America website as well as the PA-AC website, with an emphasis on diversity outcomes. Data 1. AC Data Goal A: Develop workforce database to facilitate achievement of goals o We assimilated a statewide snapshot and the county breakdown of the nurse educational institutions throughout the state. We are currently utilize the snapshot in attempts to gather funding from non-nursing organizations. Capacity Building (strategic planning, organizational structure, funding, etc.) Reminder: Please update your AC s attached funding chart with specific instances of cash grants or donations. 1. Capacity Building Goal A: Increase financial sustainability of the PA Action Coalition As of 1/2014 Page 6

7 o Three members of the PA-AC (Victoria Rich, William White and Sylvia Hill) attended the Capacity Building Conference in Washington DC, January 27 and 28. We are currently using the information that was provided to develop a strategic plan to further fund the coalition. 2. Capacity Building Goal B: Efforts to identify a non-nursing co-lead have been made in this second quarter Progress made toward goal B, this quarter: o The PA-AC and the PSNA co-leads met with Andrew Carter, President of the Hospital Association of Pennsylvania on January 10, He was receptive to our proposal, but stated that he would have to send the request to the board. The board is meeting mid-february and Mr. Carter stated that we should expect a response by the end of February. Most Significant Success this Quarter Dr. Victoria Rich replaced Dr. Julie Fairman as Chair of the State Steering Committee. Dr. Fairman stepped down due to the other professional opportunities. Dr. Rich has transitioned into the roll with enthusiasm and is providing a clear direction and future of the PA Action Coalition. Most Significant Challenge this Quarter Acute awareness of lack of the PA Center for Health Careers Data. The PA Action Coalition felt the impact of the closing of the PA Center for Health Careers. We have to address the impacts on our deliverables and how to gather profession specific data. Obtaining a non-nursing Co-Lead. We have reached out to the Hospital Association of Pennsylvania for this opportunity, but the identification of a Co-Lead is vital for the sustainability of the Coalition. Lack of information flow to the State Steering Committee members. It has become apparent that there is a lack of communication within the State Steering Committee. This has led to a sense of disenfranchisement or lack of participation with the members. Technical Assistance Requests What additional technical assistance does your AC need to advance its goals and objectives? Consultation with a webmaster, we would like to introduce more telecommunication options for not only regional but state wide meetings but we do not have the knowledge to relay the request to our current webhost and to ensure fair pricing.
