1 Introduction to the Tucson Nonprofit Loan Fund Presented by Helaine Levy & Tony Penn
2 Introduction A group of community stakeholders, led by The Diamond Foundation, Community Foundation for Southern Arizona, United Way of Tucson and Southern Arizona held a series of three meetings Chaired by Jim Click in late 2011 to: Establish the purpose of the proposed loan fund Define the target market Establish the operating model
3 Background The past few years economy had taken a toll on our local nonprofits. A 2010 study by the Nonprofit Foundation Fund found that: 50% of nonprofits had 90 days or less of cash 80% expected an increase in the demand for services Many nonprofits are at risk of going out of business due to decreased public funds and the prospect of more cuts
4 Purpose TNLF will fill a need that is not currently served by any other local private sector or governmental source by providing short term operating capital loans to qualified nonprofits.
5 Core Values The organization s mission to build capacity in the nonprofit community is driven by its core values: Collaboration/partnering to achieve results Leveraging outcomes with key strategic partners Rewarding innovation Maintaining flexibility Establishing a big vision executed via successful incremental steps
6 Operating Model TNLF will initially focus on providing affordable, market rate loans to Pima County based nonprofits. TNLF expects to attract capital, in the form of both grants and loans from a wide range of funding sources. As a new organization, operating costs will initially be funded from a combination of: In kind donations of staffing and systems Operating cost charitable donations Program income (loan fees and interest). Upon achieving stabilization, operating costs will be funded from program income.
7 Services Phase 1 Loan terms and conditions will include: $10,000 $50,000 loans Term up to 12 months Market interest rate Rolling application deadline Loan decision within days of completed application receipt 2 years audited statements & tax returns may be required, interim for most recent quarter $50 application fee Loan origination fee equal to 1% of the loan amount Verifiable source of funds for repayment (contract, grant, etc.)
8 Services Phase 2 Loan terms and conditions will include: Fixed asset term loans, including: Direct loans Subordinated gap loans Loan participations with other community based and private lenders Technical Assistance Initial intake/assessment designed to benchmark the nonprofit s current state capacity across a range of variables. Opportunity for consultation with a business counselor. Direct assistance reviewing financial statements and other loan request documents
9 Market Overview Tucson/Pima County: 3,600 nonprofits $5.4 billion total income $7.3 billion total assets Of this total: Less than 1,400 have any meaningful income 62% report income of less than $250,000
10 Target Market Strategy Initial focus on nonprofits with annual income greater than $250,000 Additional target market nonprofit metrics include: Assets $500m $1mm (organization) Operating history > 3 years Minimum 3 independent board members No prior loan defaults Verifiable source of funds for repayment

12 Milestones & Goals Year 1 Organizational Tasks Application submitted to IRS by March 31, 2012 TNLF organizational meeting, election of officers by April 15, 2012 Initial IRS Response by May 30, 2012 Initial capitalization of $250,000 by May 30, 2012 CFSA account opened, funds transferred from donors/pris MOU between CFSA, TNLF and BDFC by May 15, 2012 Begin NPO marketing and outreach by May 30, 2012 Open for business (ability to receive loan application) by June 1 Year 1 capitalization of $1 million complete by March 1, 2013

14 Administration TNLF will contract with Business Development Finance Corporation (BDFC) for administrative services necessary to manage day to day operations. BDFC is a 30 year old Tucson based nonprofit corporation whose economic development mission includes providing affordable financing for business expansion and community development. Gary Molenda will serve as the Senior Project Manager and Karen Valdez will serve as Project Manager.
