1 Color Guard Advisory Board Meeting May 20-21, 2011 Las Vegas, Nevada PROPOSALS FOR CONSIDERATION WORLD CHAMPIONSHIPS Proposal #1 FAILS (5-21) Eliminate the current seeding process/reverse order for the World Classes at World Championships, and hold all recaps/scores over the weekend until finals competitions have completed. For Scholastic World, Prelims would be a random draw. Semi-Finals would be a random draw of the top 10 scores and the bottom 10 scores. (Depending on future numbers of course) Finals would be a random draw for 1-5, 6-10 and For Independent World, Prelims would be a random draw. Semi-Finals would be a random draw of 1-8, 9-16 and (Depending on future numbers of course) Finals would be a random draw for 1-5, 6-10 and Proposal #2 PASSES (22-10) Eliminate having the winner of elite regionals going on last in prelims at World Championships. Proposal #3 NO SECOND, FAILS For all contests (Prelims, Semi s, Finals) at Nationals, the units will perform in reverse order of their seeding within the round. The highest ranking unit will perform last in the round unless, in Prelims only, another unit in the round has won an Elite Event. Proposal #4 NO SECOND, FAILS For Preliminary contests at Nationals that require multiple sites, units will be seeded for Semi-Finals based on their Preliminary site ranking and their score. The highest scoring 1st place unit will be the highest seed in Semi-Finals. The 2nd highest 1st place unit will be the 2nd highest seed in Semi-Finals. This process will continue until all units have been seeded for Semi-Finals and then the units will be placed in rounds according to these seeds. Proposal #5 NO SECOND, FAILS For Open and A class semi-finals groups are placed in rounds based on their ranking after prelims. Then within each semi-finals round order of appearance will be a random draw of ALL groups in that round. Proposal #6 PASSES (32-1) The performance order for all Championship Finals Contests will be reverse order of scores from semi-finals, regardless of rounds or round winners, will advance to finals. This will be consistent in all classes. Proposal #7 FAILS (6-22) Both World classes will each have two performances in the UD arena Championship week as way to continue rotating the use of facilities and create consistency for performers in competing times throughout the season. Scholastic World would have the arena on Thursday evening and Saturday evening while moving to a separate site on Friday for semifinals, which would be later in the day. Independent World would have it on Friday evening and Saturday evening while using a separate site on Thursday evening like this past year. 1
2 Proposal #8 FAILS (11-18) Rotate which World Class goes first on Friday at World Championships. Proposal #9 PASSES (33-0) All World Class Guards compete in Finals location for all performances. Proposal #10 WITHDRAWN PENDING FURTHER INVESTIGATION At world championships, each interval time for body and equipment will be increased to 16 minutes for A Class, 18 minutes for Open Class and 20 minutes for World Class. Proposal #11 NO SECOND, FAILS Adjudicators that have units competing at World Championships will only be used for Regional events. Only nonaffiliated adjudicators will be used at World Championships. REGIONALS Proposal #12 PASSES (32-0) Shift the World Class Qualifying Scores for Regional Finals to: Week Week Week Week Week Week Week Create a qualifying score for Regional Finals for Open Class using the same numeric markers (above) as World Class. Proposal #13 FAILS (0-33) Reinstate the block score for the A classes at all February WGI Regionals. This score will be determined by working backwards from an 82.5 the last weekend of the Regional season and subtracting the progression scores for each week, just as was done with the previous block scoring system. Once a unit achieves a block score in February, that unit will be placed in the last grouping to perform in their respective round in Prelims at the WGI World Championships. Proposal #14 PASSES (28-0) At regionals, the Director of Color Guard will have the discretion, based on situations such as number of entries, judge rotation, or semi finals performance times, to have the independent class perform prior to the scholastic class in a prelims or finals competition. JUDGING & CLASSIFICATION Proposal # 15 AMENDED AND PASSES (32-0) Top three finalists in each of the A & Open classes at 2011 World Championships will be automatically promoted to the next highest class of competition for the next competitive season. Those color guards will be 2
3 able to appeal that promotion by submitting a letter of appeal. Promoted color guards will also be allowed to submit a DVD of a completed show by the end of January for review and consideration to return to the lower class of competition. Color guards who make finals in the same A or Open Class for three consecutive years at World Championships will also be automatically promoted. These color guards will have the same appeals process. In addition, the review committee will automatically review the top three SA & IA class finalists during the first five (5) weeks of regional competition. Reclassified color guards will be able to send a letter of appeal if moved to a higher class of competition. Color guards competing in weeks 6-8 in their first regional will also be reviewed for possible reclassification. The review committee will be made up of the Steering Committee instructors (5) and the Education Coordinator. The Director of Color Guard will break any tie votes. Any appeal will be reviewed by an appeal committee of three not on the review committee (Director of Color Guard, World Class Chief Judge and Executive Director) If the Director of Color Guard participated in the original vote, another judge administrator will take his place on the appeal committee. Proposal #16 REFERRED TO STEERING COMMITTEE Change to the current winter guard scoring as follows: 1. Each judge has a 100-point scale within each sub-caption in which to rank and rate the competitive groups. This allows the weighting system to determine the outcome through tabulation. 2. Change the rating scores within the current criteria boxes which are pre-determined to be learning steps toward educational progress. a. Box 1 (from experience: Weak ) should be moved from 0 6 to 0 49 b. Box 2 (from discovers: Fair ) should be moved from 7 29 to c. Box 3 (from knows: "Good ) should be moved from to d. Box 4 (from understands: Excellent ) should be moved from to e. Box 5 (from applies: Superior ) should be moved from POLICIES AND PROCEDURES Proposal #17 FAILS (0-25) Expense Reimbursement be reduced over a two-year period. Starting in 2012 they would be reduced to 12%, 2013 they would be reduced to 9%. Proposal #18- NO SECOND, FAILS Eliminate the current structure for Expense Reimbursement Credits using the following method: Budget year Pay 75% of the Credits using the qualifications currently in place Budget year Pay 50% of the Credits using the qualifications currently in place Budget year Pay 25% of the Credits using the qualifications currently in place Budget year and beyond: -All World Class CAB members that have served 3 years on the CAB will receive a credit with WGI. -All World Class CAB members that have served 9 years on the CAB will receive a credit with WGI. -All World Class CAB members that have served 15 years on the CAB will receive complimentary registrations to all WGI Events entered and 2 Premium tickets to World Class Finals. Proposal #19 - WITHDRAWN Provide units with a detailed performance area specs for all venues at the same time as WGI releases the dates and venues for the upcoming season s regionals and finals. 3
4 Proposal #20 SENT TO COMMITTEE Standardize audio playback at all WGI color guard events. Proposal #21 SENT TO COMMITTEE Standardize the sound system requirements for all WGI color guard events. Proposal #22 SENT TO COMMITTEE Standardize the sound booth for all WGI color guard events so that they are elevated toward the middle and higher of the house. Proposal #23 FAILS (1-22) For discussion for Advisory Board If a member of the Board of Directors ceases their affiliation with the Primary Advisory Board member from which they were elected during their term as a member of the Board of Directors, their participation on the Board of Directors will end. Proposal #24 NO SECOND, FAILS Eliminate the use of Primary and Secondary with regards to membership on the Color Guard Advisory Board Proposal #25 PASSES (28-2) Change Article 3.2.b.i i. Directors-at-large shall be drawn from those whose experience, skills or knowledge are an addition to those members of the Board who are elected by the Advisory Boards. Proposal #26 FAILS (5-19) Add Article 3.2.b.iii Directors-at-large can serve a maximum of two consecutive terms. Proposal #27 NO SECOND, FAILS Amendment to the By Laws of Winter Guard International Article Only "Unit Representatives" currently serving as directors on the Board of Directors may serve as principal officers of the Corporation Proposal #28 - WITHDRAWN Create a mid-season "summit" with judges and instructors to discuss/debate the trends the activity has moved toward in the current season. Proposal #29 FAILS (2-24) Allow current judges (contractors) to represent their affiliated units on the advisory boards. Contractors with the corporation would still be excluded from election to the Executive Board or Steering Committee. 4
5 RULES Proposal #30 FAILS (12-17) The current Independent Open Class age limit should be changed to accommodate performers through age 24 Proposal #31 PASSES (33-0) Make permanent the 2011 World Class trial concerning the use of electrics as follows: World Class color guards will have access to two electrical 115/120-volt power sources at the front and back centerline to use any electrical device within their program deemed safe by the Contest Administrator. The Contest Administrator has the ultimate decision regarding safety of any device in consultation with the Director of Color Guard and/or Executive Director. Color guard will assume any liability for issues arising out of the use of said electrical devices. A & Open Class color guards may only use the electrical power sources provided as defined in Rule 4.4 (Use of amplification). Proposal #32 PASSES (33-0) A World Class unit will be allowed to use music as part of their set up process through the house/show sound system after 1 minute of the color guard s interval time. If a color guard chooses to use music they must designate (in person) to the T&P judge when the color guard announcement is made so the performance time can begin. The T&P judge determines the beginning of the color guard s interval time. The color guard is responsible for any music direction required at the sound table, which must be given in person. Proposal #33 PASSES (32-0) Reword Rules 8.1 and 8.2 as follows: Rule 8.1: Timing and Penalty judges will assess all penalties for infractions that take place in the competition area. Contest Administrators may not waive competition area penalties. A color guard has a right to challenge any penalty in consultation with the Chief Judge but any final decision regarding penalties will remain with the Timing and Penalty judge. Rule 8.2: Any color guard violating any rule or part of a rule, breaching standard contest etiquette, or failing to comply with directions from contest personnel for which no specific penalty is provided, shall be penalized for each such violation, not less than 0.1 point up to disqualification at the discretion of the Chief Judge, Contest Administrator, Director of Color Guard or Executive Director. 5
