22 Lessons learned for Pre-Data Conversion 1. The RM is responsible for validating the Account Assignment Table in GCSS-A (similar to the DOJOCON in FCM) but they must also ensure that the valid customer fund codes in this table are communicated to the Log users. Legacy defaults in SAMS and PBUSE must be reset to valid customer fund codes to include legacy codes for free issue. Logistics orders must use the correct customer fund codes that are in the Finance Account Assignment Table for the STAMIS orders to process. 2. Clean up multi-use DODAACs well in advance of conversion (i.e. asking for "new" log DODAACs) to separate log transactions from "other" transactions (such as contracts and fuel) early enough on so that GCSS-Army finance conversion can leave contract and fuel transactions behind in the losing accounting systems. 3. Identify all reimbursable activity early on and communicate it to the GCSS-A Finance deployment / conversion team. New WBSs need to be established in GFEBS and converted to GCSS-A. 4. Conduct Log DH reconciliation to close out all orders that have actually been received but not closed out in SARSS. 22
23 Lessons learned for Pre-Data Conversion (Continued) 5. Perform an "unliquidated obligations scrub" on all open obligations. There are thousands of open financial obligations with no corresponding SARSS records. 6. Work with DFAS to release all interfund bills before blackout so that interfund bills do not get routed to the losing accounting systems after blackout (which will cause UMTs after conversion). 7. Identify special DODAACs" supported by the SSA and RMs early on (Special forces, Other Services, "H" DODAACs, etc ) 8. Post conversion the posting date of all POs will be the date the POs go live in GCSS-A 9. Update the FCM DOJOCON during blackout to ensure that the GCSS-Army DODAACs are not used for non-logistics transactions post Go-Live (causing UMTs) More detailed lessons learned and Tips and Tricks will be added to the GCSS-A Webpage at 23
24 Lessons Learned for Unmatched Disbursements UMDs - Category and Cause Accessorial Charges Shipping, Handling, blocking, bracing etc.. Accessorial charge FMZ not being created properly - Help desk ticket submitted. E-Commerce Offline orders to GSA Advantage DoD emall - User using incorrect Regulatory Fund Code and GSA not providing status on Part Number Orders (status is used to create obligation) Fuel Fuel purchases with a GCSS-A DoDAAC Insufficient Obligation Interfund Bill greater than obligation caused by price increases that exceed matching tolerance Missing Obligation Interfund Bill can not find corresponding open obligation. Several causes - Walk-throughs - User not following documented walk through process. IDOC that creates obligation may have failed or bills sent to GCSS-A in error. Non-Catalog Purchase Non standard NIINs manual process (additional research required by GCSS-A team) PO Item is Free Issue Receiving bills for free issue items Problem Obligation Main Account, Fiscal Year, Material mismatch between obligation and bill. On 28 Mar 13, GCSS-Army provided NGB RMs training on how to handle UMD in GCSS-Army. The PMO also gave them new roles. On 29 Mar 13 SSG Domingo knocked out about 157 of these. The vast majority of these were the result of failed IDOCs. The sustainment team cleared these and USARC was informed on 9 Apr 13 to UMDs. As of 10 Apr 13 the UMDs have gone from 423 to
