4 OIL CONTAINMENT AND SPILL MITIGATION Page: 4 of 8 1 PURPOSE To recognise the potential environmental hazards associated with oil filled equipment and the setting up of mitigation practices to be used to minimise the hazards and to activate a contingency plan in the event of a spillage. 2 SCOPE This procedure shall apply to all WEL Networks Staff and details the following: 2.1 Facilities for containment and clean up of minor and major oil spills arising from equipment damage, failure or mal-operation. 2.2 Minimizing the effects of oil spills arising from rare catastrophic events. 2.3 Removing any non-contained oil and oil soaked materials so that there is no residual environmental hazard. 2.4 Maintaining oil filled equipment so that oil leaks are minimised. 2.5 Managing construction and maintenance works so that oil spills or leaks are minimised and contained and any residue oil arising from spills or leaks is immediately removed. 2.6 Establishing mitigation procedures to minimise the possibility of oil spills and for dealing with oil spills. 3 REFERENCES Resource Management Act DEFINITIONS AND ABBREVIATIONS Major oil spill the quantity of oil spilled in excess of 20 litres. Minor oil spill the quantity of oil spilled in less than 20 litres. Spill mitigation the reduction of the severity of a spillage via the application of various methods. 5 RESPONSIBILITIES 5.1 All contractors and WEL staff involved with oil filled equipment on the WEL Network have a responsibility under the Resource Management Act 1991 to protect the environment by ensuring that such equipment is transported, off loaded, installed and maintained in a manner that will reduce the potential for ground contamination to an absolute minimum. 5.2 Contractors working with oil shall have available for use on site oil spill kits. 5.3 Equipment containing large quantities of oil such as Zone Substation Transformers and Circuit Breakers are regularly inspected and maintained by the contractor and any oil spillage s are to be contained and immediately cleaned up. Constant vigilance is to be maintained by maintenance contractors on the state of other oil filled equipment such as distribution transformers and any leaks or spillage s from that equipment is to be contained and cleaned up as soon as possible. 5.4 WEL Networks provides 250 litre wheely bin reponse packs at each Zone Substation located as follows: Avalon Drive Bryce Street Chartwell Substation Claudelands Road Glasgow Street Gordonton Horotiu Kent Street Kimihia Latham Court Peacocks Road Sandwich Road Te Kauwhata Te Uku Wallace Road Weavers Crossing WEL Networks Depot, Peachgrove Road.

6 OIL CONTAINMENT AND SPILL MITIGATION Page: 6 of 8 6 OIL SPILLAGE KITS 6.1 The oil spillage kits provided by WEL contain instructions, a list of contents, two oil absorbing socks, five pillows, two packs of pads, one drain or cess pit cover, twenty disposable plastic bags and one small can of leak seal putty (plug and dyke). 6.2 The oil absorbing pads may, if the oil is fairly clean, be thoroughly wrung out and reused. Once completion of mopping up the spilt oil the pads and other oilcontaminated materials are to be stored in plastic bags designated USED OIL ABSORBING MATERIALS. The materials from the kit may, in addition to transformer oil, be used to mop up hydraulic oil, hydrocarbon fuels, solvents, paints and non-aqueous chemicals. 7 OILY WASTE DISPOSAL 7.1 The oil, oily wastes and other contaminated materials are to be disposed using approved waste disposal methods and in accordance with the requirements of the Local and Territorial Authorities hour Waste Disposal Companies are as follows: Nuplex Medismart Oil and Solvents only Hamilton (07) Disposal only at this stage Nuplex Medismart Oil and Solvents Contaminated Soils Hamilton (07) Clean up service Richard N Wymer Ltd Oil and Solvents Contaminated Hamilton (07) Soils Environmental Liquid Waste Ltd Liquid and Hazardous Hamilton (07) Waste Treatment Each company requires details of the material spilt or the liquid absorbed. 8 DETERGENTS Detergents used in washing down oil filled equipment must be of the Quick Break type and approved by WEL.

7 OIL CONTAINMENT AND SPILL MITIGATION Page: 7 of 8 All contractors shall prevent detergent from entering drainage systems by the use of stop valves and all other methods of containment prior to mop up. 9 OIL SPILL PROCEDURES 9.1 In the event of any spill any Contractor engaged by WEL shall immediately use all and any other available resources to contain and clean up the oil. This may involve the temporary construction of bunds, blocking drains, installing socks or booms across streams and pumping or mopping up the oil with oil absorbing materials. The Contractors shall ensure all their employees involved in cleaning up major oil spills are wearing suitable protective clothing. 9.2 The Contractor shall immediately notify the WEL Networks Duty Manager of any spill or leak and indicate whether it endangers power subtransmission, distribution, in service electrical equipment, personnel, members of the public and/or their personal property. 9.3 Under the guidance of the WEL Networks Duty Manager, suitably qualified personnel shall remove from service the affected electrical equipment. If the oil spill is likely to, or has entered the ground, adjacent properties, waterway or storm water drainage systems, the WEL Networks Duty Manager shall advise the appropriate Local and Territorial Authorities listed under Appendix A INCIDENT REPORT PROCEDURES Major oil spills must be treated as a serious incident. A report shall be produced by the WEL Networks Duty Manager for the WEL Networks GM Operations and, where oil enters waterways, the appropriate Local and Territorial Authority listed in Appendix A CONTRACTORS PRACTICES 11.1 All approved Contractors handling oil shall, prior to commencing work on oil filled equipment, ensure they are familiar with oil spill procedures and have the training and materials for containing and mopping up minor oil spills Where a Contractor is carrying out work involving pumping or treatment of large quantities of oil the equipment shall be manned at all times by staff competent in the running of the equipment. During this work the pumps, oil treatment equipment, couplings and hoses are to be regularly inspected for leaks. 12 NOTICES 12.1 Contingency Plan this notice sets out procedures to be followed after a spillage is shown as Appendix A.

8 OIL CONTAINMENT AND SPILL MITIGATION Page: 8 of 8 APPENDIX A OIL SPILLAGE CONTINGENCY PLAN In the event of any major oil or other chemical spill occurring on a site, carry out the following procedure: 1.0 IDENTIFY The oil or chemical and spill source. 2.0 STOP SPILL If possible, by closing appropriate valve and catching spill and containing. Apply Plug n Dyke where necessary. 3.0 CALL OUT WEL Networks Duty Manager, Duty Manager to advise GM Operations as soon as possible the location and size of the spill. 4.0 CONTAIN First person on scene contains spill Within confines of bund or perimeter wall On ground using storm water grate mats, socks, booms or pillow Plug any storm water drain outlets Place socks or pillows by outlets Check that oil has not entered adjacent storm water system, water courses or streams. 5.0 IF OIL HAS ENTERED WATERWAYS ALERT All Areas within the WEL Network: Local and Territorial Authority, 24hours FOLLOW UP Plan for clean up and prevention of reoccurrence Report to WEL Networks GM Operations Where spill enters waterways report to Local and Territorial Authority.
