10 Conclusion I In U.S. Universities & Colleges 96% (~$48 billion) of total R&D funding is related to S&E; only 4% (~$1.8 billion) of R&D funding is related to non-s&e disciplines (mostly in education & business) 63% (~$30 billion) of total S&E-related R&D funding emanates from the Federal sources In FY 2006 DHHS (including NIH) contributed 57% ($17.1 billion) of the total Federal funding primarily in support of medical and biological sciences
11 Conclusion II In U.S. Universities & Colleges NSF was the second largest (12%; ~$3.5 billion) source of Federal funding for S&Erelated R&D particularly in the areas of computer, environmental, mathematical, and physical (natural) sciences As in the past, funding for the Life Sciences accounted for 61% (~$18.3 billion) of Federal S&E-related R&D funding
12 Conclusion III In U.S. Universities & Colleges Biomedical Engineering/Bioengineering R&D has been the fastest growing field over the past five years; funding more than doubled since FY 2001 ($213 million) to $476 million in FY 2006

16 Conclusion Extramural Awards SUS and Ohio State Universities In terms of source of funding, the extramural award portfolio of UF, FSU and OSU relatively closely mirror the national trend While all four universities studied have a lower than expected proportional NIH funding, FSU and UCF are particularly vulnerable in this particular area arguably due to lack of an academic health science center

21 Conclusions/Suggestions - I Extramural Funding Portfolio Relatively low Expenditure:Award ratio As compared to National trend, USF s extramural award portfolio is: Relatively low in Federal funding Extremely high (~5X) in State and Local funding Satisfactory in Private and Industry funding
22 Conclusions/Suggestions - II Extramural Funding Portfolio The level of NSF funding (~8% of Federal) is congruent with National trend While the level of NIH funding (as a percentage of total Federal funding) appears to closely mirror National trend, the actual amount is nevertheless very low ($36 million) for an institution with an academic health sciences center
23 Recommendations - I Facilitate (and reward) enhanced expenditures on grants and contracts Enhance Federal (particularly NIH/NSF) funding: Encourage (and reward) existing faculty to obtain NIH/NSF funding Recruit faculty with proven track-record of NIH/NSF grants in focused area of funding Undertake cluster recruitment in strategic areas of national importance identified by Federal agencies, such as biomedical engineering, neurosciences, etc.
24 Recommendations - II Enhance Federal (particularly NIH/NSF) funding (continued): Continue to develop strong graduate programs to enhance research base Establish critical core facilities Continue to enhance investigator-initiated interdisciplinary research by seed funding
