1 University of Wisconsin-Milwaukee School of Freshwater Sciences Call for Proposals December 23, 2013 The UWM School of Freshwater Sciences is pleased to announce a call for proposals in the Water Catalyst Grants Program. This new call is funded by UW System Incentive Grant funds for water related technologies. The funds were awarded to the School of Freshwater Sciences and submissions are sought from all eligible UWM and UWW faculty and researchers. This program is coordinated through the UWM Research Foundation using the Catalyst Grant Program framework. The UWMRF Catalyst Grant Program has awarded more than $3.3 million in grants thanks to support from the Lynde and Harry Bradley Foundation, the Rockwell Automation Charitable Corporation, the Richard and Ethel Herzfeld Foundation and GE Healthcare. 2 Call for Proposals UWM School of Freshwater Sciences Overview: The UWM Research Foundation is pleased to announce the latest call for proposals in the Catalyst Grant Program. This call is supported by the UW System Incentive Grant Program awarded to UWM School of Freshwater Sciences for new technologies in water. These awards will be made to seed promising research and development in areas where UWM and UWW have the greatest potential to impact local economy through commercialization activities. These funds must be expended by June 1, 2015 and no extensions or carry overs are possible. The proposals are required to identify milestones and deliverables at June 30, 2014, December 31, 2014 and June 30, Reporting is required 2 weeks prior to the deliverable deadlines. Identification and adherence to milestones is a condition of the awards and funding may be withdrawn if these conditions are not met. Focus Areas: Projects will focus on one of six core technology areas specific to the IP needs of Wisconsin s water industry: Novel Treatment Materials; Modeling and Forecasting; Intensive Aquaculture and Recirculating Systems; Water Treatment, Probiotics, and Biofilms; Fluid Mechanics in Manufactured Technologies; and Mechatronics, Sensors, and Automation. Commercialization and Intellectual Property: One of the goals of the program is to foster the development of intellectual property and the commercialization of UWM and UWW technologies. Investigators are strongly encouraged to submit an invention disclosure on their ideas if they have not already done so. Program success will be measured in part by the generation of intellectual property and patents, so preference may be given to applications with identified intellectual property. New invention disclosures should be submitted through the UWMRF Inventor Portal at: In exceptional circumstances this condition may be waived where proprietary knowledge and industry support are demonstrated and industry indicates its support for this method of IP protection. Process: Investigators are asked to submit a short proposal of up to 5 pages. Awards will be based on assessment criteria as described below. Proposals will be reviewed by a committee of internal and external reviewers including industry representatives. Qualification Criteria: Qualifying proposals must meet the following criteria: Focus Areas as described above; UWM or UWW researchers project is for UWM- or UWW-based research; Funding Period funding period shall be for up to one year; Amount of funding project funding will typically be in the range of $50,000 to $100,000 with the potential for exceptional case up to $125,000; For each grant, 5% of the budget must be directed to a policy and economics assessment to be conducted by the Center for Water Policy at UWM, while 10% must be dedicated toward marketing and commercialization efforts undertaken by faculty and students in the Institute for Water Business, in partnership with the UWM Research Foundation. 3 Programmatic Criteria: Qualifying grants will be reviewed by the UWM Research Foundation based on programmatic and commercial criteria. In keeping with the program s goal of fostering economic development, award recommendations will be made based on the following criteria: Intellectual Property existing intellectual property (disclosure, copyright matter or patent application), potential for future patents, freedom to operate, strength of potential intellectual property claims; Market Assessment total market size, addressable market, other market dynamics including a welldefined path to market; Licensing Potential potential licensees, assessment of license revenue potential; Industry Partnerships strength of industry partnerships, level of commitment by industry partner including direct support, in-kind support, providing critical data, or clearly demonstrated industry-driven need;. Program Deliverables quality of program deliverables identified for June 30, 2014, December 31, 2014 and June 30, Scientific Evaluation Criteria for Catalyst Grant Applications: In addition, proposals will also be judged for overall quality, risk and return as described below. Quality Excellence and novelty of concept, approach, and methodology; clarity and appropriateness of project plans; desirability and impact of potential results on the national and international scholarly community Return Return on investment (ROI) through extramural funding or commercialization [expectation: 3X requested seed funding from external sources, potential for intellectual property, licensing revenue, corporate partnerships, startup companies and other commercial return measures] Risk Availability of necessary skills and experience, likelihood of achieving the intended outcomes; probability of securing extramural funding or engaging in commercialization; and potential for selfsustainability after the seed investment phase Timeline: 12/23/13: Call for proposals 1/31/14: Deadline for submission of proposals February 2014: Review of proposals; Notification of awards 3/1/14: Target for notification of all awards Award period: Target beginning 03/01/14 Application Process: Application materials are available online at the UWM Research Foundation website, Submissions should be submitted as a single PDF document form to: water-catalystgrant@uwmfdn.org. This should follow the template available on the UWMRF site and should not exceed five total pages (references may be extra). Budget is required see separate instructions for guidance on completing a budget using the Graduate School budget tool. A WISPER record is not required. Researchers may request access to the Global Water Center Water Technology Accelerator laboratories (WaTA@GWC) and building as part of their submission. 4 Water Technology Accelerator Program Background Program Overview. The global water technology market currently worth at $483 billion is the world s fastest growing market. Experts predict it could double in value by Southeast Wisconsin already owns 4% of this market share, and through the collaborative efforts of the UWM School of Freshwater Sciences, The Water Council, and the Global Water Center, Wisconsin is quickly becoming an international hub for water technology development. To support this, UW-Milwaukee, UW-Whitewater, and water industry partners will launch a Water Technology Accelerator (WaTA). Based on growth opportunities identified by Wisconsin water companies, this program will develop new intellectual property and technologies with direct commercial application. The program will consist of the following: Catalyst Grants in Water Technology to develop new IP and technologies. Labs and Equipment supporting the accelerator program, UWM s water technology research, and the Global Water Center. Outcomes over the next five years will include 1) 8 novel technologies and/or intellectual properties, with two having the potential to reach $100 million of revenue for industry and UWM/UWW; 2) new Wisconsinbased startups in the water sector; 3) skilled graduates entering the water industry; and 4) additional investment in Wisconsin s water industry worth at least $50 million. Program Description. The goal of WaTA is to establish a portfolio of water technology intellectual property (IP) with commercial potential and to accelerate their entry into the marketplace. This will be accomplished through an IP development and Acceleration research initiative with university researchers and students working side-by-side with industry collaborators. The WaTA will also include equipment and an additional laboratory space to support early and late-stage research. The UWW Institute for Water Business (IWB) will provide commercialization and marketing support, and the UWM Center for Water Policy will provide economic assessment of technology implementation. Catalyst Grants in Water Technology Development About ten internal grants averaging $100k each will be awarded to build a portfolio of water technology IP. Each technology will have real-world applications and the potential for commercialization. Research proposals should include an industry partner. Projects will focus on one of five core technology areas specific to the IP needs of Wisconsin s water industry: Novel Treatment Materials; Modeling and Forecasting; Aquaculture and Recirculating Systems; Water Treatment, Probiotics, and Biofilms; Fluid Mechanics in Manufactured Technologies; Mechatronics, Sensors, and Automation. The review process will be based on the UWM Research Foundation s current Catalyst Grant Program. Proposals can also include requests for space in the Global Water Center, a water research and business accelerator center in Milwaukee, or in the water engineering labs in UWM s School of Freshwater Sciences. The licensing process for each technology/ip will occur during the research stage in order to improve time-to-market and to tailor the research project to the needs of the licensee. For each grant, 5% of the budget will be directed to a policy and economics assessment to be conducted by the Center for Water Policy at UWM, while 10% will be dedicated toward marketing and commercialization efforts undertaken by faculty and students in the Institute for Water Business, in partnership with the UWM Research Foundation. Developed IP will be initially held in the UWM Research Foundation prior to licensing or sale. Prototypes will be developed at the Water Council s Global Water Center. Graduate students who work on the project will be encouraged to pursue careers in the private sector in the research and development divisions of industry collaborators. 5 Equipment and Lab Build-Out to Support the WaTA In addition to the Catalyst Grant Program, UW-System Support includes equipment in the Global Water Center and the School of Freshwater Sciences and a state-of-the-art computing cluster for the UWM campus. 6 Catalyst Grant Program Overview UWM School of Freshwater Sciences The UWM Research Foundation s Catalyst Grant Program is designed to seed promising early-stage research and foster commercialization in key areas. Supporters of this important program include the Rockwell Automation Charitable Corporation, the Lynde and Harry Bradley Foundation, the Richard and Ethel Herzfeld Foundation and GE Healthcare. Within the framework of the Catalyst Grant Program, the UWM Research Foundation has tailored the program to meet the desires of each supporting organization, while employing a proven model to identify the best opportunities and measure success of the program. To date, the program has awarded over $3.4 million in grants while demonstrating important successes. This program supplements and augments the other Catalyst Grant Program with UW System funds through the School of Freshwater Sciences. Catalyst Grants Emphasize Strong Science and Commercial Potential The Catalyst Grant Program uses a competitive process to select the projects with the highest potential for results based on strong science and commercial potential. Awards are made to researchers working at the University of Wisconsin-Milwaukee. Catalyst Grant Outcomes The success of the Catalyst Grant Program is measured in four areas: research and scholarship, intellectual property, corporate partnerships and startup companies. These areas provide both leading indicators and final outcome measures related to economic development. Research and Scholarship measures include peer-reviewed publications and the ability to attract follow on funding. These measures demonstrate the basic strength of UWM s research program which is important to attracting partner companies as well as the best and brightest faculty and students. Intellectual Property Intellectual property measures (including invention disclosures, patent applications and issued patents) provide a measure of the generation of ideas which are a key driver for economic development. Corporate Partnerships measured through partner meetings and corporate sponsored research contracts that are fostered by catalyst grants. Startups measures include business plans, option agreements, license agreements and small business innovative research (SBIR) grant applications. 7 Intellectual Property Management UWM School of Freshwater Sciences Intellectual property management, including protecting intellectual property through patents and copyrights, marketing technology and licensing technology is intended to be linked with the Catalyst Grant Program. UWMRF IP Management Process now includes a new online Inventor Portal and detailed process documents. Process and Infrastructure The UWM Research Foundation has created an inventor portal to allow researchers to submit invention disclosures and interact with the Research Foundation on management of their intellectual property. The inventor portal couples with UWMRF s Inteum tools for marketing activities and portfolio management. Preference for Intellectual Property One of the goals of the program is to foster the development of intellectual property and the commercialization of UWM technologies in the water area. Investigators are strongly encouraged to submit an invention disclosure at the start of the project and/or new invention disclosures as appropriate as their project progresses. Intellectual property assessment is part of the selection criteria used by the selection committee.
