1 Call to Order The meeting of the WHPA Goal 3.3: HVAC in Whole Building Education Committee was called to order at 10:02 a.m. PDT by Chris Compton, Chair and representative of HVACRedu.net. The meeting was scheduled for 60 minutes. It lasted for 65 minutes. Roll Call Wendy Worrell (WHPA Staff) was announced as the note taker and WebEx facilitator. Wendy Worrell (WHPA Staff) took roll call by organization name, grouped by voting members, non-voting members, and guests. Based on the current voting panel of 16, a quorum would be 8. For this meeting, there was a quorum with 8 voting members in attendance (or by proxy) as indicated below. Overall 14 of the 51 invited members, guests, and staff were in attendance as follows. 3 Chris Compton (HVACRedu.net) wants our roadmap to make in impact on Whole Building Education in the state of California. This needs to have a timeline at some point, but it is not being set at this time. The first portion is information from the Long Terms Energy Efficiency Strategic Plan and the Action Plan. CLTEESP Goals, Strategies, and Milestones (taken from CLTEESP) California recognizes the need for and value of the educational process to achieve the energy efficiency levels sought State wide. The California Long-Term Energy Efficiency Strategic Plan (CLTEESP) includes educational process for the existing workforce and future workforce throughout the document. The awareness of the existing HVAC workforce is slowly transitioning to a whole building perspective however the workplace scene is predominantly conventional structures and HVAC systems. Buildings designed with the whole building concept have not yet made enough gains to be common place. Therefore the ability to familiarize and exercise the workforce with HVAC/ Whole Building concept is limited at best. The shift from decades of conventional construction practices to a whole building design approach will require long term engagement with the entire hierarchy of those involved; architects, engineers, State and local building officials, contractors, and technicians. For the quickest return and impact on energy efficiency the initial target for HVAC/Whole Building should be focused on the existing building stock. Working up the existing stock to a reasonable efficiency level will take years of effort. Transformation of what seems to be a reluctant workforce to a competency level adequate for this task will also take years of diligent effort. Initiating statewide HVAC/Whole Building outcomes for all of the HVAC educational and training programs will yield the quickest solution albeit years in the process. The HVAC industry has finally begun to turn to the Whole Building approach and is gaining momentum at the leadership levels of the industry. Historically that momentum will take a significant period of time to trickle down to the practitioners in the field. To ease/straighten the path forward the WHPA HVAC/Whole Building Education Committee has created a roadmap. This roadmap describes the barriers to achieving the CLTEESP 3-3 goals and resources that can be utilized to overcome them. Table 1: California Long Term Energy Efficiency Strategic Plan Vision, Goals, Strategies, and Milestones Related to HVAC Aspects of Whole Building Design in the Educational and Professional Communities. Big Bold Strategy 3: Heating, Ventilation and Air Conditioning (HVAC) will be transformed to ensure that its energy performance is optimal for California s climate. CLTEESP HVAC Vision: The residential and small commercial heating, ventilation, and air conditioning (HVAC) industry will be transformed to ensure that technology, equipment, installation, and maintenance are of the highest quality to promote energy efficiency and peak load reduction in California s climate. CLTEESP HVAC Goal 3: Building industry design and construction practices that fully integrate building performance to reduce cooling and heating loads. Strategy 3-3: Accelerate HVAC Related Aspects of Whole Building Design in the Educational and Professional Communities Short Term Milestones: Develop continuing education programs. Begin curriculum use. Mid Term Milestones: Expand statewide. Develop university degree level programs. Lack of a statewide HVAC educator connection a. Lack of state educator approachability, input or response added per Chris Compton (HVACRedu.net) Barbara Hernesman (CalCERTS) asked if Chris Compton (HVACRedu.net) has a goal in mind for the communications. Is it to build a list and maybe identify expertise and perhaps identify complimentary efforts? Chris Compton (HVACRedu.net) confirmed that we are building a categorized list of educational/training connections. (SEE discussion of SOLUTION to BARRIER 1 on page 6 below) Pepper Hunziker (Tre Laine) asked if workforce services should be added as another barrier. Chris Compton (HVACRedu.net) agreed that it should be suggested. Barbara Hernesman (CalCERTS) felt that it was a subcategory of Barrier #1 and that the rest should be kept under categories to consider for educational/training connections. Pepper Hunziker (Tre Laine) felt that one category would be workforce development services and that it is a different beast from HVAC educators. 2. General apathy of the existing workforce to enhance their business operations and career opportunities with credentials. a. Business development for contractors (added by Barbara Hernesman - CalCERTS) b. Energy awareness for facility managers (added by Chris Compton HVACRedu.net) Pepper Hunziker (Tre Laine) pointed out that there wasn t anything in Barrier 2 about the workforce being supported or directed by their employed contractors to pursue advanced careers or credentialing. Where the barrier says enhance THEIR, sometime it is directed by others rather than self-imposed. Chris Compton (HVACRedu.net) felt it could be clarified with a subtopic. General apathy would be the contractors, technicians and facilities people. Add wording to read to enhance their business operations and career opportunities Barbara Hernesman (CalCERTS) added subtopic 2a: Business development for contractors where business development means the needed support to enable success in an HVAC business. Pepper Hunziker (Tre Laine) suggested adding general apathy and lack of support for the existing workforce to enhance ) Chris Compton (HVACRedu.net) asked if lack of support is really the case. Barbara Hernesman (CalCERTS) clarified that owners do not necessarily see the value of training their staff. She felt it was more a lack of awareness of the value versus a lack of support. 5 Chris Compton (HVACRedu.net) suggested rephrasing the barrier as to enhance their business operations and careers with credentials. There was some consensus on the suggestion. Rick Hatlen (JJATC) offered to enhance their career development through credentials or career opportunities. Pepper Hunziker (Tre Laine Associates) suggested starting with a value proposition of career enhancement with credentialing Barbara Hernesman (CalCERTS) liked the idea of using the terms value added awareness. We are dealing with the general apathy, but maybe we are really talking about trying to communicate value added awareness that if businesses and the workforce address the advantages of workforce development then we will enhance the market growth and the career and credentialing of the workforce. Chris Compton (HVACRedu.net) felt that sounded like a solution, which is good, but that we need to turn it into a barrier. The real problem is that generally speaking employers are not working to encourage their workforce to excel. In corporate training, if the boss doesn t care, the employee doesn t care. If the boss is not pushing them to enhance their career, employees are not pushing to enhance their careers. A significant barrier is that employers are not asking their workforce to step up. Barbara Hernesman (CalCERTS) Do employers not encourage their workforce to get more credentials because they then have to pay them more? (Tom Morton, PIPE Trust Fund, confirmed that to be the issue.) Chris Compton (HVACRedu.net) pointed out that is probably a subtopic barrier. The solution would be the business operations point. Tom Morton (PIPE Trust Fund): Contractors want union members to get extra certification, but the technician has to do it on their own time and take the exam so they want to know what they get in return (financial gains, job security, etc.). Renee Tomlinson (HVAC Excellence) pointed out that employers are also afraid that employees will take the provided education and leave. Tom Morton (PIPE Trust Fund) countered that the other side is if you do not train and the employees stay. 3. Difficulty in creating customer interest to invest in their own energy efficiency Rick Hatlen (JJATC) felt this was a good one but asked how we do that. What do we educate the customer with to ensure their understanding of what is at stake? Chris Compton (HVACRedu.net) commented that as a participant in WHPA Committees, creating customer interest is a barrier in most all working groups and committees out there. This was taken from the FDD roadmap. 4. Contractors unable or unwilling to push energy efficiency to their customers There was no discussion on Barrier #4. 5. Technicians typically do not belong to an industry group that would enhance communications There was no discussion on Barrier #5. 6. Lack of involvement by the State educational community in the California plan There was no discussion on Barrier #6. 7. Traditionally curriculum is protected as a non-shared asset viewed as proprietary property There was no discussion on Barrier #7. 8. Assessing curriculum is not a viable approach Page 5 of 9

Lack of workforce development services and HVAC Whole Building (added by Chris Compton HVACRedu.net) Chris Compton (HVACRedu.net) wants this as a separate barrier since he sees it as separate. Barbara Hernesman (CalCERTS) was a bit confused on what was being asked. Is it workforce funding opportunity and different that Barrier 2 s general apathy of the existing workforce to enhance the careers and credentials. Workforce Development, community colleges, private industry all work toward the enhancement of career and credentials. Asked for clarification on what is being added as an additional barrier. Chris Compton (HVACRedu.net) clarified that the discussions focused on the difference between the HVAC educator connection on Barrier 1 versus the organizations that do the awareness and intake who are a funding source. In looking at this project, we have so far talked about competencies instead of curriculum. Those issues are very much in the educations process, which is educator connection. The other barrier would be marketing and educational outreach (MEO s). The Workforce Education Boards (WIBs) are not educators. The other groups that might provide awareness of the HVAC Whole Building industry are not educators, but should be noted as a barrier. Once noted as a barrier, they can be included in the solutions. The following SOLUTIONS to the above Barriers were discussed and added as follows: Solution to Barrier 1. Chris Compton (HVACRedu.net) feels that we should have an index of the educators in the State and then do an outreach to bring them all to the table to see what is needed for HVAC Whole Building Performance Education. Pepper Hunziker (Tre Laine) would add connecting with the EEC s. They have a lot of efforts going forward. It would be helpful to tie them to work industry is already doing. Chris Compton (HVACRedu.net) HVAC Educator Connection goes across the board regardless of the agency public, private, utility, etc. Pepper Hunziker (Tre Laine) asked if we should articulate the different pieces (distributorships, energy centers, etc.) Chris Compton (HVACRedu.net) agrees that we should categorize. Barbara Hernesman (CalCERTS) pointed out that we should include community colleges, aside from the apprenticeship program, those that at are prepped for STEM development. In K-12 we should look at STEM to direct them toward mechanical trades. Chris Compton (HVACRedu.net) confirmed that we should include ROPs, CETs, community colleges, private schools, energy colleges, universities. Pepper Hunziker (Tre Laine) asked about veteran training, like the Veterans Administration (VA). Chris Compton (HVACRedu.net) felt the VA was a source of students but not education. Barbara Hernesman (CalCERTS) asked if workforce development could be a solution as a funding source. Pepper Hunziker (Tre Laine) felt it would be as a funding source and as a cultivator of job opportunities. If we could connect them to the HVAC educators and create a relationship there we would hit both economic and workforce development. Barbara Hernesman (CalCERTS) clarified it would be through market awareness, education and outreach. Chris Compton (HVACRedu.net) thought that sounded good. Rick Hatlen suggested that HVAC Excellence can help us identify the HVAC educators in the California area. Renee Tomlinson (HVAC Excellence) asked if the HVAC Educator Connection is specifically for this group or to keep connected with what is going on. Page 6 of 9

7 The group clarified that it would be used for identification purposes. Rick Hatlen (JJATC) noted that once a year there is a networking session where all of the technical schools meet to share information and talk about this subject while they are all in the same room. The next one is November 1 st. Tom Morton (PIPE Trust Fund) orchestrates it for them. He gets participation from trade schools. HVAC Excellence attended a few years ago. ACTION: Tom Morton (PIPE Trust Fund) to send notification of the November 1st HVACR Training Summit technical school meeting to the Whole Building Education roster. Tom Morton (PIPE Trust Fund) added that it is a good forum and right on track. They get more participation out of the educators they invite over the contractors, etc. In terms of reaching out to HVAC Excellence, Howard Weiss does have a running list of HVAC Educators by State. Chris Compton (HVACRedu.net) agrees that HVAC Excellence is the best resource for information. ACTION: Renee Tomlinson (HVAC Excellence) to get the HVAC Excellence list of HVAC Educators by State from Howard Weiss. Pepper Hunziker (Tre Laine) asked if November 6 th is another event. Tom Morton (PIPE Trust Fund) clarified that November 1 st is the HVACR Training Summit meeting of educators. November 6 th is the ARCA Association meeting will include United Association, International Local and contractors, etc. They are two different events. Solution to Barrier 2. Use contractor success stories as a motivating factor. (Based on Rick Hatlen s (JJATC) input.) Rick Hatlen (JJATC): In their industry in the service and repair sector, they see that the companies that survived the tough economy embraced energy efficiency and did the due diligence of learning what the actual true cost was to the customer and then educated the customer. They weren t all successful, but a good portion was. Success stories might get other contractors to see the benefit of putting in that extra effort. Chris Compton (HVACRedu.net): When the industry goes through difficult times those who are successful in modifying their game plan to differentiate themselves to stay in business are most successful. It is Survival of the fittest. It should be that way for the open free market, but we need to leverage that concept across the State. 20% of contractors in the State will engage with that process, but 80% will not. It would be a win for WHPA and the CPUC if we can get 25% to engage in the process. Chris Compton (HVACRedu.net): The solution is a professional business operation that can compensate those exceling without going broke. You also need motivated employees who want to move up the ladder. IN reality, some do and some don t. Only about 10% of the workforce in general are motivated enough to move up. The rest are sitting on the fence or entrenched in not moving up. It is the difference between a job and a career. Solution to Barrier 3. Barbara Hernesman (CalCERTS) suggested that a solution may be the AB758 team that is doing marketing education and outreach. One of populations they are focused on is driving the consumer to understand what their benefits would be and the opportunity for energy efficiency in the build environment. It is not clear currently if that will be solely residential or also nonresidential but there is money being allocated toward that effort. We should figure out how to get that information and see if there is a way to capitalize on getting that opportunity involved in our workforce development efforts. Solution to Barrier 6. Pepper Hunziker (Tre Laine) is working with Jim Caldwell who is working with the Chancellors for colleges throughout California. He has quite a bit of interest in barrier 6 so he should be brought in to address that. ACTION: Pepper Hunziker (Tre Laine) to connect Jim Caldwell to Barrier 6 discussions. Barbara Hernesman (CalCERTS) said that Jim Caldwell is more Northern California. Peter Davis is more for Southern California. They are part of the Sector Navigator efforts with the community colleges and utilities. Focused on Barrier 6, there are also some current efforts to create a model that will be inclusive of private industry and community college efforts to meet clean energy Page 7 of 9

8 workforce education and training. It is not total public information, but it should be rolling along in the next couple of months. There is a lot of support from the Workforce Investment Board, the community colleges and private industry. ACTION: Barbara Hernesman (CalCERTS) to connect Peter Davis to Barrier 6 discussions. Rick Hatlen (JJATC) felt this could be addressed with John Dunn, Head of State Education K-12 and the Adult Education Superintendent, at the next CAC meeting as a sideline conversation. ACTION: Rick Hatlen (JJATC) will talk with John Dunn when he sees him at the next CAC meeting about the lack of involvement by the State educational community in the California plan.
