2 1.Fostering International Medical Professionals(1) Objective Medical Students (Capacity: 140) Establish a medical school complying with global standards. Conduct a model program of globalized medical education, and foster medical specialists who will play active roles in the contexts of international medical cooperation( ) as well as of community medicine, with comprehensive advanced treatment skills including management skills of infectious diseases. Mainly Southeast Asian countries(especially Cambodia, Thailand, Vietnam, Myanmar, Laos) and Arab countries. Select students carefully, who aspire to be involved in international medical cooperation or enhancement of community medicine through essays and interviews. Plans to admit international students including those from Southeast Asian countries. Provide even higher quality of medical education than specified by WFME standards, with emphasis on clinical clerkships. Arrange curriculum with global point of views, providing students with the opportunity to conduct investigations of local medical systems overseas. Offer highly globalized curriculum by, for example, making overseas training compulsory for the 20 students admitted through special international entrance exam. Set the tuition to be the lowest standard among private medical schools in Japan. Students with outstanding performances will be offered a large deduction in tuition. University prepares special scholarship system for international students. 3 1.Fostering International Medical Professionals(2) Educational Policy (Diplomacy) of School of Medicine Become a medical professional with a firm sense of professional ethics and vocation as a doctor, and able to practice patient-oriented medicine. Equipped with broader knowledge and sophisticated communication skills responding to the globalization of medicine, and become actively engaged in an international medical environment. Master Arts and Sciences necessary for medicine and health care contexts, and become able to practice high quality medical services based on ability to think scientifically. Able to play central roles in medical teams, with profound educational backgrounds and broad mind. 2
4 2.Globalized curriculum(1-1) 1 Medical education exceeding the level of WFME standards 1 Two years (eighty weeks) of clinical training (clinical clerkship). 2 Building on the concept of Integrated curriculum of basic and clinical medical sciences, students will always acquire basic medical knowledge along with clinical situations. 3 Cultivate medical professionalism through well-developed liberal arts program and six years of attending classes about Spirit of Medicine 2 Teaching method widely recognized in western countries 1 Many hours of teaching spent at one of the world s largest medical education simulation center 2 Introduction of 60 minutes classes, ICT teaching materials, keypad, TBL(Team Based Learning), and case method 3 Clinical education lead by foreign doctors as well as Japanese doctors with clinical experience abroad such as in the United States. 3 Intensive Language Education 1 Proactive introduction of lectures in English. 2 Provide medical English education for 6 years which will enable students to make a diagnose and provide treatments in English. 3 On top of English and other highly-used languages in the international community, Asian and Arabic languages will be offered as options for learning. 4 Special classes are held for those who wish to take USMLE which will enable students to pursue clinical training abroad. 3
5 2.Globalized curriculum(1-2 ) 4 International Medicine and Health Class - Research (local & international) /Report on health care situations overseas 1 Students admitted through special international entrance exam will choose one country among Southeast Asian countries or Arabian countries and will conduct research there related to medical environments and culture for 2~3 weeks every year from Year 1 to Year 5. 2 International Medicine and Health class where students learn health care situations in developing countries will also be compulsory for students admitted through general entrance exam for the first three years to experience training in Southeast Asian countries for about a month. 5 Special Clinical Training(Medicine Overseas) 1 In Year 6, students will have the opportunity to receive clinical training at medical facilities overseas for a few weeks as elective classes. 4

Medicine and Health (Local investigations) International Medicine and Health Medical English Foreign Languages (Elective) 5 Compulsory classes called International Medicine and Health will be offered, where students will learn the current trends in international health care, including those concerned with medical environments in Southeast Asian and Arabian countries, international health, concept of global health, tropical medicine, and education of international health and medicine (compulsory for both students admitted through Special International Entrance Exam and General Entrance Exam ). Students admitted through Special International Entrance Exam will choose a country from either developing Asian or Arabian countries, conduct investigations into medical environments and culture of that country (including two to three weeks on-site investigations), and give a presentation about the outcome of investigations in Year 5. In Year 6, elective classes called Special Clinical Training (Medicine Overseas) will be offered, where students will have training and learning opportunities at the medical facilities overseas for several weeks.

Medicine and Health (Local investigations) International Medicine and Health Medical English Foreign Languages (Elective) 6 Medical English education program will be offered over six years in order to enable students to conduct medical interviews and examinations in English. All students will receive intensive English education, and their level of proficiency will be evaluated based on TOEIC. Second foreign language will be selected not only from the widely used languages such as Spanish and French, but also from Asian and Arabian languages. One of the largest simulation centers of medical education will be established and intensively used for medical education from introductory classes in Year 1 until clinical trainings in Year 4. At the same time, efficient methodology of medical education will be developed at this Center and delivered to the world.

Medicine and Health (Local investigations) International Medicine and Health Medical English Foreign Languages (Elective) 7 For international students Students will undergo intensive Japanese education program in order to prepare for clinical trainings and the national examination for medical practitioners in Japan. They will also learn Japanese style medical system such as the Japanese medical insurance system. Japanese language schools will be developed in Southeast Asian countries where preparatory educational programs will be offered to students to prepare for smooth and effective learning transition at IUHW.

Advanced medical education for qualified students at graduate-level Objective Provide advanced medical education program for qualified students in the medical fields such as medical doctors and nurses from overseas countries. Furthermore, IUHW graduate school will develop human resources who will play important roles in promoting export of Japanese style medical system and become a hub of information about international health and medicine. Steps to realize the objective Offer programs to teach know-how of Japanese outstanding medical technology and hospital management for doctors and medical staff from newly developing countries, mainly from Southeast Asian and Arabian countries so that they will take initiatives at hub hospitals in their home countries where Japanese style medical system will be introduced. Provide doctorate, master and short-term training programs to educate several hundreds of scholars. International Medical Cooperation Center (tentative name) will be established in order to gather and accumulate an extensive amount of information ranging from medical systems to local culture in different countries and will become an information source in case of international medical cooperation. Research Theme 1 Medical system overseas Research Theme 2 Infection Control Offer courses on medical system overseas, such as Medical System Overseas and International Medical Assistance. Establish International Medical Cooperation Center (tentative name), with the aim of collecting and accumulating an extensive amount of information ranging from medical systems to local culture in different countries. International Research Center of Infectious Disease (tentative name) will be established to train professionals who specialize in preventing infectious diseases and play active roles overseas. 8
10 4.Joint establishment of a hospital with international quality (1) Objective Hospitals such as Bangkok Hospital and Bumrungrad Hospital in Thailand, and Raffles Hospital in Singapore, provide high quality medical services to foreign nationals as hub hospitals. The IUHW Hospital in Narita with 600 beds will provide medical services at an even more sophisticated level. Steps to realize the objective 1 Establish a hospital capable of handling the upcoming Olympic Paralympic Games in Tokyo with a great potential for continuously developing as an international hospital afterwards Medical doctors and staff members who are fluent in foreign languages such as English. Special international counter which handles approximately 10 foreign languages. High quality customer service(world-wide selection of cuisines, hotel-like atmosphere with gyms and pools, etc) Religious facilities(churches, temples, mosques, etc) Cooperation with Sanno and IUHW Mita Hospitals (Minato-ku, Tokyo) experienced in treating international patients 9

Steps to realize the objective 2 Provide highly advanced medical services Realize world-class highly advanced medical services (latest medical equipment, world-class well-known foreign doctors) Expand mixed billing treatments (combination of insured and uninsured treatments) and introduce medical technologies widely approved in foreign countries Advance research and development of latest medical services by collaborating with our medical school and graduate school 3 Improve the level of medical service in Southeast Asian countries as well as export our outstanding Japanese medical technology by coordinating with medical institutions overseas Establish International Remote Diagnosis Center (tentative name) as a key institution for coordinating medical institutions overseas, making connections with medical institutions in Vietnam and Myanmar, and conducting pathological diagnosis and radiodiagnosis. Promoting export of Japanese medical equipment through R&D of medical equipment based on university-industry collaboration and establishment of a large-scale training center Objective Conduct R&D of medical equipment through university-industry collaboration. Foster specialists who will take charge of managing new hospitals constructed overseas, in cooperation with other universities, medical industries, Toshiba Medical Systems, Hamamatsu Photonics, Sakura Global Holdings, Panasonic, and venture companies. Steps to realize the objective Conduct collaborative research with medical equipment companies in order to develop high standard medical equipment, and organize R&D center for medical and nursing robot technology. Establish Medical Education Simulation Center, and Training Center (tentative name) jointly run by other companies and develop professionals in countries where medical equipment are imported from Japan in order to support continuous application of medical technology in hospitals in those countries. The Center will be located right beside the hospital in Narita so that doctors, nurses, and medical staff will have easy access to receive training. We will provide an environment where different medicine-related professionals from around the world are able to receive advanced training opportunities regardless of their nationalities and specialties. Various courses (spanning from one month to two years) will be offered to accommodate different needs of participants. 11
13 International Activities of IUHW(1) [International exchange of students] IUHW has admitted more than 300 international students. At the same time, we have sent many Japanese students overseas, to develop as medical professionals with an international perspective. Since its foundation, IUHW has accepted approximately 350 international students. Currently, 77 students (34 undergraduate and 43 graduate students) are studying at our university. We have been promoting overseas training for IUHW students. By 2013, approx. 1,766 students have participated by taking a general academic course called Current state of international health and welfare. 526 students received training overseas in IUHW has collaborative partnerships with 19 universities and institutions spanning 9 countries (regions) and plans to expand the number of partner institutions furthermore. 14 International Activities of IUHW(2) [IUHW Scholarship Students] We have been accepting and fostering international students with full scholarships from countries such as Myanmar, Vietnam, Cambodia, who will become leaders in their respective medical fields. IUHW scholarship is a full scholarship program which supports outstanding and highly ambitious students with full tuition, expenses of studying material, transportation, and housing to enable them to concentrate on their studies in Japan. Based on collaboration with embassies, governmental agencies (such as Ministry of Health) of different countries and Asia-Pacific Ladies Friendship Society, IUHW has admitted 25 students (10 undergraduates, 15 graduates) since In recent years, IUHW have accepted 4 graduate students (3 Myanmarese, 1 Cambodian) in 2013, 5 graduate students (4 Myanmarese, 1 Thai) in 2014, and 5 graduate students (5 Myanmarese). 15 International Activities of IUHW(3) International Cooperation Activities in Vietnam 1 Cho Ray Hospital, a core hospital in the southern regions of Vietnam, was built by grant assistance from the Japanese government in Since the foundation of IUHW in 1995, we have dispatched our professors to improve health care services at the hospital and have concluded a cooperative agreement in June In addition to the support we provided regarding hospital s clinical management so far, the project of establishing the Rehabilitation Center at Cho Ray Hospital has been highly evaluated by Vietnamese government and has received the People s Health Award from the Minister of Health, Vietnam. In 2011, as a part of a commissioned project of Ministry of Economy, Trade and industry in Japan, IUHW group members with Professor Osamura (Former director of the Japanese Society of Pathology) as the head, have succeeded in implementing the empirical research of remote diagnosis system by a leased line between Cho Ray Hospital and IUHW Mita Hospital. Furthermore, in January 2015, verification experiment was performed to establish networks between domestic hospitals in Vietnam. 16 International Activities of IUHW(3) International Cooperation Activities in Vietnam 1 In 2013, we accepted young medical doctors from Cho Ray Hospital as medical interns for a three-month training to study advanced technology of pathological diagnosis at IUHW Mita Hospital. Currently, the project of establishing Second Cho Ray Hospital is underway. We have been involved in the project as a research member of the project. In January 2014, eleven study mission delegates, including Vice Minister of the Ministry of Health, director of Cho Ray Hospital and others, were invited to study the Japanese health care system through lectures at IUHW graduate school and site visits at affiliated hospitals. In October 2014, members from IUHW paid a courtesy call on Minister of Health, Vietnam and exchanged views about future cooperation between IUHW and Vietnam. The Minister also mentioned that they were prepared to provide full support to projects in the field of preventive medicine suggested by Cho Ray Hospital. IUHW will further strengthen cooperation activities in these fields. 17 International Activities of IUHW(4) International Cooperation Activities in Vietnam 2 Period Project Name Details Cho Ray Hospital Project To improve comprehensive management systems and information network systems of the Hospital, IUHW Professor Toshiro Takahashi was dispatched as a long-term full-time staff. In collaboration with the National International Medical Center (at the time), IUHW fully supported the medical management of Cho Ray Hospital JICA Partnership Program Project to support people with disability through regional rehabilitation and empowerment of the disabled JICA Technical Cooperation Project Rehabilitation enforcement project at Southern Medical institutions Established Rehabilitation Center within Cho Ray Hospital. Services for day care rehabilitation, visiting rehabilitation and empowerment of handicapped people, especially for people with strokes and head injuries were provided to encourage their social involvement. IUHW has sent 29 instructors over both long and short-terms, including Mrs. Yumiko Hayashi, PTs, OTs, and STs to instruct at medical settings. This project has received the People s Health Award from the Minister of Health, Vietnam. With the objective of conducting research on rehabilitation standard of Cho Ray Hospital and improving quality of rehabilitation for patients with cerebrovascular diseases or head injuries in medical institutions in southern Vietnam, IUHW dispatched faculty members to provide short-term training and education. 16
18 International Activities of IUHW(4) International Cooperation Activities in Vietnam 2 Period Project Name Details Telepathology & Diagnostic radiography service project (Commissioned project of Ministry of Economy, Trade, and Labor) As an investigation project of exporting Japanese medical service overseas, a team led by IUHW Professor Yoshiyuki Osamura succeeded in connecting Cho Ray and IUHW Mita Hospitals by a leased line to realize empirical research of remote diagnosis IUHW Scholarship Program In order to contribute to fostering leaders in Asian countries, IUHW established a scholarship program in 2001 to cover tuition, housing and other necessary expenses to fully support international students. Through this scholarship program, IUHW has accepted students from Cho Ray Hospital to study at the School of Nursing Accepting medical interns from Cho Ray Hospital IUHW Mita Hospital had accepted young pathology medical doctors from Cho Ray Hospital as interns for three months and had them experience advanced skills of pathological diagnosis in Japan. 17
19 International Activities of IUHW(4) International Cooperation Activities in Vietnam 2 Period Project Name Details Cooperation in establishing Second Cho Ray Hospital Operation research project of Remote Image Diagnosis & Construction of Training Center (Commissioned project of Ministry of Economy, Trade, and Labor) As a part of the preparatory investigation for Second Cho Ray Hospital, eleven delegates including the Vice Minister of Health and the president of Cho Ray Hospital visited IUHW affiliated hospitals and received lectures regarding Japanese health care system at IUHW graduate schools. We further developed the project of remote image diagnosis which proved to be successful at the operation research in 2011 and conducted operation experiments by connecting three locations (Bach Mai Hospital in Hanoi, Cho Ray Hospital, and IUHW Mita Hospital) to establish networks between hospitals in Vietnam. 18
20 International Activities of IUHW(5) International Cooperation Activities in Myanmar 1 IUHW has been actively engaged in the cooperation activities in Myanmar, which is regarded as one of the most important countries by Japanese government in terms of international medical cooperation activities. From July 2008 to March 2013, under the Rehabilitation Enforcement Project entrusted by JICA, we dispatched professors (OTs) as specialists over long term. At the same time, we accepted trainees in order to improve rehabilitation services at National Rehabilitation Hospital. In collaboration with Asian embassies and the Asia-Pacific Ladies Friendship Society, we established IUHW Scholarship Program, which fully supports tuition and living expense in order to contribute to fostering medical professionals who will be leaders in their respective home countries in the future. We have so far accepted 15 international students from different countries in Asia so far. 21 International Activities of IUHW(5) International Cooperation Activities in Myanmar 1 Among the students receiving IUHW Scholarship, there were three students from Myanmar studying in the field of medicine, pharmacy, and physical therapy in In 2014, we accepted 4 international students (2 medical doctors and 2 physical therapists) as graduate students. They are expected to become leaders in respective medical fields in their own countries after graduation. Signing agreement with University of Medical Technology, Yangon ( ) In April 2013, we invited the president and director of the University of Nursing, Yangon to Japan in order to visit our affiliated hospitals and to attend lectures regarding health care system in Japan. In 2013, in order to advance further the mutual exchange activities between Myanmar and Japan, we concluded academic exchange agreements with the University of Medicine 1, Yangon, University of Medical Technology, Yangon, and University of Nursing, Yangon. In August 2014, IUHW dispatched 11 students and 2 staff members to provide training and strengthened interactions with local students, faculty members, and administrative staff. 22 International Activities of IUHW(6) International Cooperation Activities in Myanmar 2 IUHW held the Myanmar International Healthcare Symposium entitled, The Future Development of International Healthcare Cooperation between Myanmar and Japan, in Tokyo on 6 th July, The objective was to deepen our understanding about the current status and problems of health and welfare in Myanmar and develop an atmosphere conducive to international medical cooperation initiated by our country. On the same day, we invited Dr. Thein Thein Htay, Deputy Minister for Health and Dr. Nwe Nwe Oo, the Director General of the Department of Health Planning, who gave us keynote speeches. We also invited presidents from University of Medicine 1, Yangon, University of Medical Technology, Yangon, and University of Nursing, Yangon, who participated as panelists. From the Japanese side, we had lecturers and panelists who represent public, private and academic sectors respectively regarding the health and welfare resulting in fruitful discussion with the presence of about 370 attendants. 23 International Activities of IUHW(6) International Cooperation Activities in Myanmar 2 In October 2014, members from IUHW paid a courtesy visit to the Myanmarese Minister of Health and exchanged opinions on future cooperation between IUHW and Myanmar. The Minister relayed a request to provide know-hows on rebuilding the National Rehabilitation Hospital and assistance in training personnel in the field of rehabilitation. IUHW has further advanced in discussions on more concrete cooperation activities and has since accepted long and shortterm trainees which will continue in the future. Meeting with Dr. Than Aung, Minister of Health ( ) In November 2014, as a commissioned project of the Ministry of Economy, Trade, and Industry of Japan, we have made tremendous success in the empirical research of remote diagnosis by utilizing internet connection between University of Medicine 1, Yangon, and IUHW Mita Hospital. Based on this achievement, we will further proceed to consider building a training center with remote diagnosing functions. Operation research of remote diagnosis ( ) 22
24 International Activities of IUHW(7) International Cooperation Activities in China Period Project Name Details 1996~ ~ 2006 Research and Development Project regarding remote rehabilitation system using satellites in Asian region Development of Chinese rehabilitation professions project We established Nasu Remote Rehabilitation Research Center within the Ohtawara Campus and started the world s first rehabilitation education by satellite communication with the Chinese Rehabilitation Research Center. Professor Sugihara, Professor Yatani, and Professor Hatsuyama (first Dean of IUHW Graduate School) had played central roles in this project. We assisted the establishment of the Capital Medical University, School of Rehabilitation Medicine, a 4-year university, to educate PTs and OTs, as well as contributed to setup of the educational curriculum until the graduation of their first students. We have accepted a total of 24 students from China, some receiving IUHW Scholarships. They have received National PT/OT qualifications in Japan, and are now taking initiative in China as leaders in rehabilitation. 40 instructors from IUHW have been dispatched to China. Their efforts include developing curriculums, supporting operation of lectures, and giving mock lessons. 23
25 International Activities of IUHW(7) International Cooperation Activities in China Period Project Name Details 2008~ 2013 Development of rehabilitation specialists in Midwest China We built new model systems for fostering rehabilitation specialists in 3 regions (Shaanxi, Chongqing Provinces, Zhuang Autonomous Region) with China Rehabilitation Research Center as the core institution. We have provided active support by educating faculty members at our Graduate School, dispatching instructors from IUHW, and building a remote system. A model system based on IUHW remote teaching classes started in As part of an international medical exchange project promoted by the Ministry of Economy, Trade and Labor, IUHW has conducted Telepathology & Image diagnosis project through ~ 2012 Telepathololgy & Image diagnosis project By combining Japanese high quality diagnosis skills, technologically advanced examination equipment and information & communication technology, we have introduced this remote diagnosis system in Asian countries where shortage of medical specialists in pathology and image diagnosing are crucial. We have succeeded in conducting remote diagnosing operation research by connecting IUHW Mita Hospital with China Rehabilitation Research Center (national center in China) as well as with National Cho Ray Hospital (largest core hospital in southern Vietnam) by leased lines. 24
26 International Activities of IUHW(8) International Cooperation Activities in Other Countries Kenya Project:Medical Technology Education Project Period:March,1998~February, 2003 Summary: IUHW supported JICA project with the aim of improving educational level of Kenya Medical Training College (KMTC), dispatched faculty members including team leader, and accepted trainees.
