Provide the nearest office location in proximity to Florence, Arizona. (2) Must the three references be government agencies? Yes, the three references must be government agencies. (3) May we include the names of a couple of key personnel for this project? Yes, provide their background information/resumes. (4) May we submit our own price sheet? No, you may not submit your own price sheet. However, you may submit additional fees on a separate attachment. The separate attachment must be clearly referenced on the Price Sheet. (5) Will 10 hours of training satisfy the training requirements in the RFP? Submit your training information, and the Evaluation Team will decide if it meets the training requirements in the RFP.

A convenience fee of 2.45% is charged to the client for paying by credit card. (8) If awarded the contract for these services, may we provide insurance compliance at that time? Yes, the awarded Contractor must provide proof of insurance once the contract is awarded. (9) How many transactions were performed for the $5,300,000 collected? Approximately 1300 batches were processed; however, Pinal County cannot break it down further due to how the payment is imported from the current Contractor. (10) What is the average transaction size? The average batch size is $3,600. (11) What is the current echeck fee for tax payments? does not currently accept echecks.
3 PAGE 3 OF 7 (12) Must the Addendum Acknowledgement Form be signed by the authorized signatory like the other forms? Yes, all forms must be signed by the authorized signatory. (13) Does this RFP only pertain to the Treasurer s Office or is it intended to include other departments? If so, identify those other departments. Currently those departments accepting payments via credit card are the Courts, the Treasurer s Office, Animal Control, and the Hearing Office. All departments that would like to process credit card payments under the convenience fee model (no cost to Pinal County) would be included under the awarded contract for this RFP. (14) Are any of the other departments currently offering credit/debit card services? If so, identify the payment channel being offered (IVR, web, POS). Not applicable to this RFP. (15) How are payments accepted for property taxes and court fees/fines? Property tax payments are accepted via the current Web and current IVR; Court fees/fines are accepted via the current Web. (16) Clarify the meaning of zero floor limit. A zero floor limit is defined as all transactions that must be authorized against the credit cards outstanding balance due and/or any warnings.

A physical terminal is not necessary but can be run over a web application. (18) On page 14, section 3.7, clarify the following sentence: Contractor must provide equipment and software on a lease or rental basis for Departments to implement a pilot project to determine the feasibility of full implementation of electronic revenue services. This would pertain to departments that do not have computer access for the Public to make payments; a terminal might be the way that they can participate and begin accepting credit cards for payments. (19) Does have a local preference policy. No, does not have a Local Preference Policy. (20) Who is the County s current credit card processing Contractor? Official Payments is the County s current Contractor for these services. (21) How many POS units are currently in service and what type of equipment is being utilized? No POS units are currently utilized.

No, the County does not own or lease equipment for these services, and there are no additional fees at this time. (23) Pertaining to checks, what is the non-sufficient percentage annually? Not applicable to this RFP. (24) Are payments blind or validated? Not applicable to this RFP. (25) Confirm that the County is only accepting VISA and MasterCard? Yes, only accepts VISA and MasterCard. (26) Will the County accept an original version of the statement and allow each department to pull an electronic version rather than a duplicate hard copy? Yes, the County would accept the original version and the electronic version. (27) Does provide Official Payments with a biller file or is the client authenticated on the County s website? The Treasurer s Office provides a parcel file for tax payments. (28) Does the County accept payments for other departments through third party payment gateways (PayPal, Authorize.Net, Verisign, etc.)?

Payment information is filled out on County websites and then transferred to the Contractor s website at the time of entering credit card information. The County does NOT collect or store credit card information. (35) How many departments/merchant numbers does Pinal County have currently?
