8 FINDE - Objectives Develop uniform nomenclature that could be adopted across federal agencies & private industry. Indentify data currently gathered and managed by number of federal agencies. Reduce redundant data collection. Standardize navigation related data across agencies. Establish inter agency data transfer agreements. Leverage data collection efforts between agencies to make data more complete and accurate. Assign individual federal agencies as stewards of specific datasets based on their interest, experience and expertise.

9 FINDE Action Item(s) Identify commonly housed data and assign individual agencies the responsibility of acquiring data and managing data for specific databases. Consolidate data acquired from different agencies to provide a baseline setup for data tables within each database. Prototype approach undertaken to streamline current data housed among the participating federal agencies (USACE, USCG, IRS, and CBP) by using AIS data to verify and enhance existing data sets. Newyork New Jersey region was chosen. AIS data is used to identify new dock location, new vessel, vessel activity and other events.

11 Federal Industry Logistics Standardization FILS was initiated in 2007 with the understanding that the sharing of relevant and accurate data between owner/operators would present potential savings among all parties and would be operationally efficient and effective. USACE coordinates this collaborative effort between federal agencies and the industry to design and implement a standardized taxonomy for navigational point of interest, vessels, waterway names, mile makers, and commodities. The industry voluntarily agreed to help leverage disparate data sources with more current and accurate information relating to navigation and waterborne commerce.

12 F I L S FILS provided the federal agencies to implement the standardize nomenclature within the industry. FILS also provided opportunity to identify data gaps within federal agencies data. Industry's knowledge base helped in leveraging federal agencies database by providing more current and accurate information. Provides a platform for the industry to address certain critical issues in relation to reporting and operations. Data exchange between the industry and federal agencies by using XML standards through a web portal.

14 Automatic Identification System AIS is an automated vessel tracking system (VTS) that uses transponders installed on vessels to broadcast radio signals containing a variety of data including the vessel's name, call sign, MMSI number, IMO number, vessel type, vessel cargo, draft, speed, and latitude/longitude position. AIS signal collected on shore is currently used to avoid vessel collisions, track vessel movements and vessel traffic volumes, track vessel traffic at navigation facilities such as locks and navigation channels, and to detect vessel calls at docks and terminals.

15 AIS Data Processing The main task undertaken in the initial phase of the project was to assign AIS stop-event data to NPI within the prototype region. Stop-event were defined for vessels whose speed did not exceed.1 knot. AIS Stop-event data is used to determine whether the stop event was a dock call, an anchorage point, a lightering point, or other type of stop.

16 Assigning AIS to NPI Methodology: First, aerial photographs for all NPI locations were acquired from Google Map and then geo-rectified using ArcMap (GIS Software) to create Dock polygons. Second, AIS Stop-event data were distilled down to only commercial vessel. Third, estimating AIS distance to a NPI (dock).

25 Work In Progress AIS data is being used to verify VOR. USCG has issued VIN identification to more than 1000 barges. Base line for each database is being worked on. ISA amongst agencies is being worked on. Data in relation to river segments is being worked on between Federal agency and industry. Invitation to join this collaborative efforts is being extended to other federal agencies. New AIS receivers being installed for better coverage. Work of incorporating more relevant information within the AIS message is under discussion.
