2 Presentation Purpose This presentation will examine the significant benefits realized by Army Project Management Offices (PMOs) in using a COTS Program Control System (PCS) as a framework for their customized Program Management Portal. The focus is to provide an example of building a PM system and insight into the relationship of government, contractual, and technical constraints on the design of the portal. October 15, Page 2

4 Key Issues Facing Project Managers Too much effort spent trying to chase down and verify data rather than analyzing the Critical Information Required to Make Decisions Excessive time expended in preparing briefings and the content is often dated by the time it is presented Data resides in many locations and is often duplicated, but rarely synchronized, resulting in different answers to the same question Difficult to see important relationships between data from different performance areas of the organization No way to fix responsibility and visibility within the organization in regard to Data validity October 15, Page 4
