Items for all Practices Cold Calling Advice for Patients Recently in the South West, NHS England South SW has received a number of reports from GP Practices regarding patients who have been cold called by representatives of various companies. These callers (both by phone and in person), seem to know the patient s medical history and sometimes say that this information has been obtained from the GP Practice. Please see the attached documents with advice for patients and about reporting the incidents in Primary Care. If you receive such a call please report it to: ActionFraud either via the online fraud reporting form or make your report by calling Keeping patients safe (and yourself out of trouble) Avoiding Pitfalls, understanding regulation and accessing local support Hosted by NHS England and the South West LMCs, this interactive study day will provide GPs with the skills and knowledge to identify when things might be starting to go wrong, access support and understand what should be reported, to whom and when. CQRS automated collection problems with EMIS, InPS and Microtest We have received a message from the CQRS team to say that there have been development problems with CQRS and a number of clinical system suppliers. So if you use EMIS, InPS and MicroTest, the following three services will require manual entry from September until further notice. This only impacts EMIS, InPS and MicroTest practices. pneumococcal polysaccharide vaccination programme seasonal influenza vaccination programme meningococcal ACWY (MenACWY) vaccination programme However for EMIS practices only, automated collection for the following services will not be taking place for the time being: Page 2
3 pertussis (pregnant women) vaccination programme shingles (routine) vaccination programme shingles (catch-up) vaccination programme In order to receive payment, EMIS practices will need to manually input data for the above services until further notice. As soon as revised dates for automated information collections on these services are available, we will let you know. Flu Vaccination in Pharmacies You will have seen that the specification for the Advanced Service has been published for pharmacies to offer flu vaccinations to all eligible patients over the age of 18. We expect the service to start imminently. In recent years, we have seen new groups be included for annual flu vaccination, and with population growth as well, this has meant that last year, in spite of an increase in the number of flu vaccinations given across the whole of our area, we saw percentage uptake fall in most eligible groups. We welcome the news that additional providers will increase capacity and patient choice and we anticipate this will improve uptake. In particular, we hope this will improve uptake amongst our most high priority groups including people with long term conditions and pregnant women. In order to ensure the least disruption and most effective delivery of the programme, we hope the information below will be of use to GP practices: - Pharmacies do not have access to the medical record; therefore they will identify eligible patients, opportunistically, and will carry out face to face triage to confirm eligibility. Occasionally they will exclude patients and will advise them to contact their GP surgery. Examples may include patients who think they have already had the vaccine this season or because the pharmacist cannot be certain of the eligibility criteria from their conversation with the patient. - Occasionally you may think they have given vaccination to someone you would not have identified as eligible. In the first instance we would encourage you to discuss this with the pharmacist. For example, in the case of carers the pharmacy may be in a position to identify people you did not know had carer responsibilities and you may be able to update your register. - In the south west, pharmacies will use PharmOutcomes to capture patient details and to transmit them to the patient s registered GP surgery, immediately. Where we hold an nhs.net address for the practice that we know is checked regularly, we have passed this to the pharmacies to transmit the data securely by and this will happen automatically from their IT system. In order for your flu programme to run smoothly, you will need to check the and update your system so that you don t continue to invite that person, and so that they don t unwittingly get vaccinated more than once. Where we don t hold a NHS.net address for your practice, pharmacies will transmit a fax to you. If you think this is not working, please contact the pharmacy directly in the first instance. Page 3
4 - All pharmacies can offer the Advanced Service. We will circulate lists of pharmacies that are definitely participating in the scheme via the GP bulletin; this may be iterative as more pharmacies start to offer the service. - The service runs until the end of March. For pregnant women in particular, flu vaccination is beneficial early in pregnancy, right up until the end of March. We will be circulating the list to midwives who will be able to direct their clients to pharmacies as well as their GP practice throughout the season. - Vaccination of individuals who are housebound or in a care home is included in the Advance Service specification however pharmacies are expected to seek approval from NHS England prior to proceeding. This is partly to ensure they have the correct DBS checks etc. in place. Locally we are also emphasising to pharmacies that we would expect them to work in partnership with the GP practice to deliver this service. In some areas offering vaccinations to the housebound is a real challenge to GP practices, whereas in others there is a system already in place that works very well. If you are in the latter please bear with your local pharmacy, we are not in a position to give them a full appraisal of where this service is more or less needed. - It is important that GP practices use the correct READ codes to code the vaccination as being given by a pharmacist as this will be important for monitoring the impact of the new scheme and for correct payments. - The programme will be monitored via the seasonal flu groups which are run by NHS England/PHE Screening & Immunisations Team and attended by primary care and LMC reps, CCGs, local authorities. We always do a flu report in the bulletin at the end of the season and you will see details of the pharmacy programme and activity at that point. - To participate in the scheme pharmacists must have completed vaccination training and anaphylaxis training / facilities and must sign the PGD. For further information contact england.bnsssg.imms@nhs.net PHE Vaccine Update Issue 233 Please see attached a special edition of Vaccine Update about the availability of the BCG vaccine, the efficient administration and prioritisation of the BCG vaccine. Childhood Flu Programme Update FAQs and a summary table regarding the childhood flu programme for this year are included in the bulletin this week. These documents detail the arrangements in place for each cohort of children in every local authority area in the South West area. 5 Items for Bristol, North Somerset, Somerset and South Gloucestershire Practices only Cervical Sample Taker Training for Somerset Practice Nurses only Please see the attached flyer about an additional training half day on the 14 th of January 2016 at Taunton. Items for Devon, Cornwall and Isles of Scilly Practices only Enhanced Services Claim Forms - Quarter 2 and September 2015 Please see attached a new Enhanced Services Claim Form for Devon and Cornwall practices only to use for September onwards. The form has been updated to take account of a number of changes happening at the moment. Forms should be returned by 9 th October. Firstly because of the new Childhood Flu LES for children aged 5 & 6 years, as this will not be a school based programme in Cornwall and Devon, apart from Torbay. Secondly for Cornwall practices only there is a now a means of claiming for the Call and Recall Failsafe LES that has had to be set up because of the problems with the Child Health Information System in Cornwall. The third and final change for all Devon and Cornwall practices is that you can now report you extended hours monitoring information on this claim form rather reporting this information separately to us. We would ask Bristol, North Somerset, Somerset and South Gloucestershire practices to complete their Enhanced Services Monitoring Form and return to us by 14 th October. Copies of the forms you need can be found on our webpage. They were published on 3 rd July 2015 in GP Bulletin 116. Practice Agreements will be coming out to GP Practices soon - NEW Devon CCG Practices only All CCGs and GP Practices need to agree and sign an updated IT Practice Agreement. These will outline the basis on which a CCG will provide IT services to Practices and each Practice s responsibilities in respect of the receipt of their IT services. There is more information available on the NHS England website as well as the Practice Agreement template (that NEW Devon CCG will be basing ours on): Page 5
6 As you ll know, the CCG contracts Delt Shared Services to provide most IT services to Practices. We will also be asking Delt to administer the process for getting signed Practice Agreements in place with all practices so please look out for the from them, with your Practice Agreement, during October.
