2 Dear Contractor, APRIL 2015 Welcome to the latest Surrey LPC newsletter.
3 CEO REPORT ETP R2 is now being started in all Surrey CCGs with most GP surgeries planning to go live during NHS England is writing out to pharmacies informing them of each surgery go live date and the LPC keeps the contractors aware of the current Surrey progress of future live dates with regular updates from the CSU and HSCIC. Each live surgery holds a business change meeting with local GPs and CPs to discuss the plan and help improve the local relationships ready for the launches (usually about 3 or 4 weeks before the go live date). You are requested to send at least one member of staff to these local meetings to discuss the launch day, nominations, contingency plans and to develop your relationship locally. Inside this issue: CEO report Page: 1 Flu Vaccinations Page: 4 Committee Page: 4 You need to get your new system in place and operational with all staff trained by your system supplier as they are the people who can solve operational issues for you. You need to order Tokens and the necessary Smartcards for all staff. The LPC website has details in its Links section about the EPS websites and Tracker that you may need. More details will be sent out to you as the LPC receives the information from NHS England and the CCGs, but all contactors need to act NOW!! There have been limited reports of contractors requiring help and most issues need to be directed to their system supplier. The LPC website has a useful link for contractors to the HSCIC websites where most questions will be answered. The Prescription Tracker is particularly useful and helps the contractor to see where a prescription is in the system (who dispensed it), what has happened to it and if payment has been claimed. One area of concern has been the collection of Nominations for ETP R2. There have been instances of patients getting increasingly confused and upset by the process. Some GPs have also expressed their dismay at the rush from pharmacies to sign patients and the subsequent squabbling of pharmacies in some places for nominations already set. The LPC urges all contractors to look at the DH Nomination guideline document. Look at the policy part and adhere to the principles of fairness and transparency. Put the patient nomination on the spine straight away (get a signed and dated confirmation from the patient if you can for your records). Be warned that getting this wrong or upsetting patients or their continued supply may have a detrimental effect on your relationship with your local GPs. Try to resolve issues quickly by communicating with the relevant people and treat others as you would wish to be treated. The LPC is intending to hold a EPS contractor evening event(s) in May/June where all pharmacy staff will be invited to come along and meet Gary Mortimer and the CCG IT support team. It will be an opportunity to get an update on the proposed EPS R2 roll out in your area and to ask questions and get explanations for all those burning issues affecting us all. We are all in this together and need to share our good practices and our bad experiences. Details of this event will be sent to you all once the arrangements have been finalized. Once you have completed the two week audit remember to collate the information and then upload it using the online reporting tool. Further information is available in the guidance at: You all need to compile your annual complaints report for submission to NHS England, as we understand from our meetings with the Area team that a copy of the complaints report will be requested. The NHS England Area Team is changing on 1 st April 2015 to become NHS England South East (NESE) and will cover the areas of Kent, Surrey and Sussex in future. Most of the personnel that you know have been retained in post with Mike Hedley still acting as Pharmacy Contract Manager, Sue Carter as CD Accountable Officer and the PCSS is continuing in their functions until further notice. The LPC will keep you informed of all relevant contact information that you might need and update you when any changes occur. The LPC wishes to remind all those pharmacies selected by their respective CCGs to deliver the Palliative Care service that they must fulfil their commitments to the service. They should keep the required quantity of in date stock as detailed on the list (check this regularly) and ensure that all staff understand the service and check carefully when requests are made by
5 prescribers. If you do not have the stock then refer to the signposting list provided to you and help direct them to a pharmacy that does have the stock. Especially check that any locum pharmacists at weekends or Bank Holidays understand this. You have been paid for this service and any failure will reflect poorly not only on your pharmacy but on Community Pharmacy in general. It will make it more difficult for the LPC to get Commissioners to offer us new services in the future if we do not provide what we have been paid for already. If you have been sent new documents, PGDs and SLAs for both existing and new services then you need to check them, sign them and send them back if you intend to deliver those services and get paid as well. If you have any issues with any commissioner or the Area team then please copy the LPC in to any correspondence so that we will be in a position to assist you should the need arise. Please do not forget that it is part of your NHS Contractual role to display a Rota notice on all Banks Holidays signposting patients to a pharmacy locally that is open if you are not (information has been provided to all pharmacies). Any complaints from the public to the Area Team may result in a Breach notice. The LPC also wishes to draw your attention to Boxing Day this year which is on Saturday 26 th December 2015; this day is not designated as a bank holiday and therefore pharmacies may have to open on Saturday 26 th December. Monday 28 th December is the substitute bank holiday and therefore pharmacies will be entitled to close on this day. If contractors would like to amend their supplementary hours on Saturday 26 th December they have to notify their Area Team, at least 90 days before the intended change. If they have core hours that they would like to amend on this day they must apply to their Area Team, but start the process early and note that NHS England may refuse an application to amend core hours. You should all register at to pledge your support for pharmacy in the upcoming General Election and have you say. Surrey LPC will be holding its Annual General Meeting on Wednesday 20 th May at 9.30am immediately before the LPC meeting on that day. All contractors will receive an official invitation nearer the time. All LPC Meetings in 2015 are at the Tyrrells Wood Golf Club, Leatherhead. 6 The Flu vaccination pilot (32 pharmacies in total) in Surrey and Sussex delivered about 900 NHS vaccinations in Oct, Nov and Dec. Opening it up to all contractors on 1 st Dec with the extra 58 pharmacies did not make any significant difference as it was obviously too little too late. The lessons learned from this such as Protracted Sonar system, late offer to contractors and complicated/slow processing of applications will form part of the discussions that we will have with the Area Team for this year s service. The intention is to sit down with PHE area team in the next few weeks to agree an agenda to put this service in all pharmacies this year with a sensible timescale. The LPC will ask for greater contractor motivation and engagement as these will be key to making our contribution to the overall service a success. The LPC CEO has now met with some of the pharmacies that were successful in recruiting patients last year and with their help has produced a draft NHS Flu vaccination Hints and Tips guide together with some useful feedback information from patients. This will be distributed to the contractors later in the year. You should all be considering what your training requirements will be for this coming year. Some may need new training and some re-validation. You will need a valid PGD and make provision for stock ordering.
