2 Introduction The Commonwealth Scholarship and Fellowship Plan is one of the largest and most prestigious scholarship schemes for international study in the world. Since it was established in 1959, around 30,000 individuals have benefited 24,000 of them have held awards funded by the United Kingdom, managed by the Commonwealth Scholarship Commission in the United Kingdom (CSC). This prospectus describes the Commonwealth Shared Scholarships offered by the CSC for citizens of developing Commonwealth countries in Separate prospectuses exist for the CSC s other programmes, including Scholarships for Master s and PhD study, Split-site Scholarships, Distance Learning Scholarships, Academic Fellowships, Medical Fellowships, and Professional Fellowships. Please visit the CSC website at for details of these programmes. For information on Commonwealth Scholarships offered by other Commonwealth countries, please visit the Commonwealth Scholarship and Fellowship Plan (CSFP) website at The Commonwealth Scholarship Commission s Secretariat is provided by the Association of Commonwealth Universities (ACU), which is responsible for all matters concerning selection, academic studies, and evaluation. The British Council is responsible for supporting award holders in their home countries before and after their awards. About Commonwealth Shared Scholarships Commonwealth Shared Scholarships are offered by the CSC in partnership with UK universities. These scholarships are intended for students from developing countries who would not otherwise be able to afford to undertake Master s level study in the UK, to gain skills and knowledge which will allow them to contribute to the development of their home countries. In , over 70 UK universities are jointly funding Shared Scholarships with the CSC. The CSC extends its thanks to these host universities; while the scheme is managed by the CSC, its success depends critically on their support. Key features Shared Scholarships are for taught Masters courses only; awards will not be made for undergraduate or PhD study, and will not cover any pre-sessional English language teaching. Candidates can apply to study subjects related to the development of their home country at participating UK universities only (a full list of eligible universities and courses is available on pages 5-13). Shared Scholarships are usually tenable for one-year Master s courses only. Eligibility To apply for a Commonwealth Shared Scholarship, candidates must: Be Commonwealth citizens, refugees, or British protected persons Be permanently resident in a developing Commonwealth country (a full list is available on page 4) Be available to commence their academic studies in the UK by the start of the UK academic year in September/October 2015 Hold, by October 2015, a first degree of at least upper second class Honours standard Not have undertaken studies lasting one year or more in a developed country Be unable themselves, or through their families, to pay to study in the UK The CSC wishes to promote equal opportunity, gender equity and cultural exchange. Applications are encouraged from a diverse range of candidates. Value of awards The CSC and host UK universities jointly meet the full costs of Commonwealth Shared Scholarships. Each Scholarship provides: Student concessionary or other approved airfare to the United Kingdom and return on expiry of the Scholarship (arranged by the host university; funded by the CSC) Approved tuition and examination fees (funded by the CSC) A personal maintenance allowance at the rate of 977 per month ( 1,208 per month for those studying at institutions in the London Metropolitan area) rates quoted at levels (paid and funded by the host university) A grant of 225 towards the expenses of preparing a dissertation, where applicable (claimed from the host university; funded by the CSC) An initial arrival allowance, including visa reimbursement where applicable (funded by the host university) A grant of 200 for expenses for approved study travel within the UK or overseas (claimed from the host university; funded by the CSC) Excess baggage allowance for up to 10 kilograms of books only, when returning home (funded by the CSC) No additional allowances are available for spouses or other dependants. 2

3 How can I apply? All applications must be made through your host UK university. You must check with them in the first instance for specific advice on how to make an application and for their own closing date. All Commonwealth Shared Scholarship candidates must be selected and put forward to the CSC by their host UK university, and must submit their application to the CSC using our Electronic Application System (EAS). Candidates must apply for a Commonwealth Shared Scholarship using one of two methods, as instructed by the university: 1. Via university: Applying to the university in the first instance using the university s own application form. If selected, candidates will then be asked to submit an application to the CSC using the EAS. Any applications made via the EAS only and not directly to the university first will not be considered. 2. EAS only: Applying to both the university and the CSC at the same time using the EAS. Each university has its own closing date for applications. Any applications received after this date will be deemed ineligible. The table on pages 5-6 indicates the method of application and closing date for each university. Candidates may apply to more than one university, but only one offer of a Shared Scholarship may be accepted. The EAS will close to applicants on 16 April 2015 and no further applications can be submitted after that date. Candidates should note that most university closing dates fall before 16 April and you must submit your application by the date advised by the university to which you are applying. The selection process Candidates are recruited and selected by UK host universities in the first instance. Selection criteria include: the academic merit of the candidate, as well as the likely impact of their work on the development of their home country. Host UK universities must forward details of their selected candidates to the CSC by 30 April Universities will inform candidates of their results by July General conditions of award Applicants should be aware of the following general conditions: The CSC reserves the right to publish the names of candidates selected for awards on the CSC website. By applying for an award, the candidate gives consent for such publication in the event that his/her application is successful. Candidates will be notified of their provisional selection for a Shared Scholarship by their host university, after the CSC has checked that they meet the eligibility requirements of the scheme. A formal confirmation of the award will be issued when all conditions set by the host UK university have been met and when all documentation issued by the CSC has been returned. The CSC requires a medical report to be completed and submitted before an award can be confirmed. Scholars are expected to take up the award from the date stated by the CSC when the award is confirmed. Candidates are required to sign a declaration confirming that they are nationals of a Commonwealth developing country, and not at present living or studying in a developed country; have not undertaken studies lasting one year or more in a developed country; are themselves, or through their families, unable to pay to study in the United Kingdom; and will return to their home country as soon as their award comes to an end. Any false declarations will cause at least the CSC s share of the award to be terminated, even if the course of study has started. In such circumstances, the candidate will be required to refund any payments made by the CSC in connection with the award. A Commonwealth Shared Scholarship covers fees, fares and personal maintenance. Similar awards may not be held concurrently. Scholars are expected to reside in the UK throughout their award, and to seek prior approval for any proposed visits abroad. Scholars may not undertake paid employment during their award without prior consent. The CSC will only consider requests to extend leave to remain in the UK after the end of a Scholarship for those wishing to move from Master s to PhD study. Strict conditions apply. The CSC is therefore be unable to provide any letter of support which might be required by a Scholar to stay on to work or undertake postdoctoral study in the UK. All terms and conditions of award are subject to UK local law and practices, and are subject to change by the CSC. All regulations concerning immigration and visas are set by the UK immigration authority, and are subject to change. The CSC has no control over these. Candidates from Commonwealth countries which require a Tier 4 visa to come to the UK for study may be required to take an approved English language test and/or be screened for tuberculosis in order to obtain their visa. The regulations on this could change at any point. Candidates should check the UK Visas and Immigration website at for updates. Candidates studying certain subjects may need to apply for an Academic Technology Approval Scheme (ATAS) certificate before applying for a UK visa. UK host universities will advise candidates who require an ATAS certificate on how to apply. For more information and to check which courses require clearance, visit 3

4 In line with the UK Bribery Act which came into effect on 1 July 2011, it is CSC policy that any candidate convicted of bribery will be banned from reapplying for a Commonwealth Scholarship for a period of up to five years. A Scholarship may be terminated at any time for reasons of unsatisfactory conduct, progress, or attendance. Eligible Commonwealth countries Further information All enquiries about eligibility criteria and applying for a Commonwealth Shared Scholarship should be addressed to the university to which you wish to apply.
