4 ProPath System Development Life Cycle (SDLC) Map Description This slide depicts key process activities as a typical project progresses through six defined software development phases (Concept Definition, Concept Planning, Development, Implementation, Operations & Maintenance, Closeout), that have tie-ins to seven defined Program Management Accountability System (PMAS) states (New Start, Planning, Provisioning, Active, Paused Unfunded, Paused Planning, Closed), through six defined Project Milestone (MS) Reviews. Concept Definition Phase ProPath Processes: o Change Management begins at the start of this phase and continues past the end of it o Configuration Management begins at the start of this phase and continues past the end of it o Project Initiation begins after Change Management and completes at the end of it PMAS States: o New Start begins shortly after the beginning of this phase and ends with Milestone 0 (MS0) o New Start can move to Paused Unfunded state if circumstances dictate. o Paused Unfunded can feed Planning phase provided Milestone 0 (MS0) requirements are met Milestone 0 is performed at the end of this phase Planning Phase ProPath Processes: o Change Management spans this phase and continues past the end the phase o Configuration Management spans this phase and continues past the end the phase o Project Monitoring and Control begins at the start of this phase and continues past the end of it o Project Planning begins at the start of this phase (follows Project Initiation) and completes at the end of it o Requirements Elaboration begins after Project Planning begins and continues past the end of this phase o Product Design begins shortly after Requirements Elaboration, and at the same time as Product Architecture, and continues past the end the phase o Product Architecture begins shortly after Requirements Elaboration, and at the same time as Product Design, and continues past the end the phase o Assessment and Authorization begins mid-way through this phase and continues past the end of it 2
5 o AERB Compliance begins shortly after Product Architecture and continues past the end of this phase o Test Preparation begins near the end of the phase and continues past the end of this phase o Product Documentation begins near the end of this phase and continues past the end of this phase PMAS States: o Planning spans this phase from start to end o Planning can move to Paused Planning of circumstances warrant. They can move back to Planning if circumstances are correct o Milestone 1 (MS1) is performed at the end of this phase Development Phase ProPath Processes: o Change Management spans this phase and continues past the end of it o Configuration Management spans this phase and continues past the end of it o Project Monitoring and Control spans this phase and continues past the end of it o Project Launch begins at the start of this phase and completes one-third of the way through it o Requirements Elaboration continues in this phase and ends three-quarters of the way through it o Product Design continues into this phase and ends one third of the way through the phase o Product Architecture continues into this phase and ends one third of the way through the phase o Assessment and Authorization spans this phase and continues past the end of it o AERB Compliance spans this this phase and completes at the end of it. o Test Preparation continues into this phase and completes one-third of the way through it o Independent Test and Evaluation begins in this phase (following Test Preparation) and completes at the end of it o Product Documentation spans this phase and continues past the end of this phase o Product Build continues into this phase and completes at the end of it o User Acceptance Test occurs mid-way through Product Build o Release Management begins one third of the way into this phase and continues past the end of it If Initial Operating Capability occurs within Release Management, it starts after Milestone 1 IOC (MS1 IOC) and completes before Milestone 2 (MS2) at the end of this phase. 3
6 If Initial Operating Capability does not occur, Milestone 1 IOC (MS1 IOC) is skipped and the next Milestone is Milestone 2 (MS2) at the end of this phase. o Product Support begins one third of the way into this phase and continues past the end of the phase If Initial Operating Capability occurs within Product Support, it starts after Milestone 1 IOC (MS1 IOC) and completes before Milestone 2 (MS2) at the end of this phase. If Initial Operating Capability does not occur, Milestone 1 IOC (MS1 IOC) is skipped and the next Milestone is Milestone 2 (MS2) at the end of this phase. PMAS States: o Provisioning begins after Milestone 1 (MS1) at the beginning this phase and completes one third of the way through the phase o Active (with IOC) begins after Milestone 1 (MS1) at the beginning of this phase and continues through the next phase Delivery (Development) Incremental Development events occur after Milestone 1 (MS1) and end at Milestone (MS1 IOC) IOC increments occur between Milestone 1 IOC (MS1 IOC) and end at Milestone 2 (MS2) Active Development (Incremental Development events) occur in within Active and end with Milestone 2 (MS2) o Active (without IOC) begins after Milestone 1 (MS1) at the beginning of this phase and continues through the next phase Delivery (Development) Incremental Development events occur after Milestone 1 (MS1) and end at Milestone (MS2) o Milestone 2 (MS2) is performed at the end of this phase Note: Some enterprise-wide projects perform MS1 and MS2 Reviews concurrently Implementation Phase ProPath Processes o Change Management spans this phase and continues past the end of it o Configuration Management spans this phase and continues past the end of it o Project Monitoring and Control spans this phase and ends at the end of the phase o Assessment and Authorization spans this phase and continues past the end the phase o Implementation Management begins in this phase (following Product Build) and completes at the end the phase o Product Documentation continues into this phase and completes at the end of it o Release Management spans this phase and completes at the end of it Full Operating Capability occurs within Release Management and completes before Milestone 3 (MS3) at the end of this phase 4
7 o Product Support spans this phase and continues past the end of it Implement Solution occurs within Product Support and completes before Milestone 3 (MS3) near the end of this phase PMAS States o Active (with IOC) Deployment (Incremental Deployment events) continues in this phase (after Milestone 2 (MS2)) and completes at the end of the phase before Milestone 3 (MS3) o Active (without IOC) Deployment (Incremental Deployment events) continues in this phase (after Milestone 2 (MS2)) and completes at the end of the phase before Milestone 3 (MS3) o Milestone 3 (MS3) is performed at the end of this phase Operations & Maintenance Phase ProPath Processes o Change Management continues in this phase and completes at the end it o Configuration Management continues in this phase and completes at the end it o Project Closure begins with Milestone 3 (MS3) and continues into Closeout o Assessment and Authorization continues in this phase and ends one third of the way through it o Product Support spans this phase and continues through the life of the product PMAS States o Closed begins at the start of this phase (after Milestone 3 (MS3)) and continues through Closeout.
