2 STRENGTHENING THE SOCIAL WELFARE SECTOR: A FRAMEWORK FOR CAPACITY ASSESSMENT Consultants Roster November, 2010
3 This roster provides a list of possible individuals and institutions that could be used to undertake capacity gap analyses of the social welfare sector. It proved very difficult to find specific individuals who have all the necessary skills required to undertake a capacity gap analysis on their own. For this reason we have categorised individuals according to five different areas of technical expertise (capacity gap analysis, child protection, institutional and organizational strengthening and child sector review and human resources) so that teams with all the required skills could be formed when required. A separate category for specialised institutions that have a track record of undertaking capacity gap analyses of social welfare sectors or similar is also listed. Our approach to finding individuals involved contacting individuals within the study teams immediate networks. Efforts were made to contact known institutions and individuals that were identified during the review process, although the response rate was low. The study team also put an advertisement and notices on Relief Web, a United Nations site providing information to the humanitarian relief and international development community, as well as Eldis, a global development information site on international development issues. Although this generated a large level of response, not all biographic data and CVs submitted were suitable. Additionally, OPM has no means of checking or verifying any of the information provided. We would like to emphasise that OPM can only vouch for the quality of its staff none of the other individuals or institutions mentioned here have been quality checked in any way. November,
