2 part 1 _ design goals: When we were given the task of designing a new elementary school in the Talbot Village area, we quickly noticed that we were going to be building a within a unique context and special care was needed. Perhaps the most important aspect of designing a civic institution as integral to any community such as an elementary school is to recognize and respect your context. Schools play a vital role within our neighbourhoods and must be designed with the utmost care; providing cookie cutter solutions is never an option. When exploring the Talbot Village community, it quickly became clear that this development was inspired by the fundamentals of new urbanism and the result is a neighbourhood that feels more like a traditional village than a run-of-the-mill subdivision. eviewing the Talbot Village Urban Design Guidelines and familiarizing ourselves with the vision for the neighbourhood we set out to design a new school to effectively serve both those who reside within the neighbourhood and from across the city. Our goal is to build a facility that will serve as a landmark within the community and contribute to the high standard of public spaces already present throughout this neighbourhood. part 1 _ design response: The Official Plan s Urban Design Policy provided us with a good overview of what is expected for this development. Item ii directs designers to provide accommodation for the placement of street trees. The importance of a continual line of streets is too often considered superficial. Street trees contribute to the beauty, walkability and safety of a community and for that reason continuing the line of street trees was an absolute priority for our design. Item v directs the importance of architectural continuity. Given the high level of care used when planning the Talbot Village community, respecting our adjacencies was taken seriously, particularly when we set the building location. It was critical that the building be setback from the street at a similar distance to adjacent homes and that the height be respectful of the community s typical 2 storey development pattern. Item viii provides direction for pedestrian traffic areas. Although this guideline may have been intended for denser commercial areas the concepts also apply for this community node. Because the pedestrian s connection between the public realm and the building is critical, care was taken to provide an uninterrupted pedestrian connection between the primary entrance and the municipal sidewalk. This connection will act as a gathering space, before and after the school day, as well as providing safe passage for pedestrians and cyclists into and around the building. Item xiii explains the need efficiently to handle vehicular traffic, parking and loading. Because this school will attract students from across the city, the need to bus queuing, staff parking, and vehicular drop-off is in high demand. Designing a school within a neighbourhood context while providing for the reality of modern day traffic can be challenging.
3 Because vehicular movement and parking, pedestrian and cyclist access, as well as bus queuing and loading activities are so vital to the operation an elementary school, we had to evaluate a multitude of options to best determine the most appropriate manner to handle this traffic, and all while maintaining the village concept. Bringing the building close to the street allowed us to hide bus queuing and parking away from the street while at the same time separating these uses from pedestrian and cyclist movements into the site. The need to juggle effective traffic movement, public safety and good urban design can be challenging but we feel was well accomplished in the proposed design. The Talbot Village Urban Design Guidelines are additive to the aforementioned concepts outlined in the Official Plan. Item 9.0a + f notes that the site selected for an elementary school was done so because it was both visually and socially prominent. The school building will a strong visual element, creating a terminating vista for those travelling in both directions on Settlement Trail. When locating the building on the site we made sure to take this into consideration and minimized any interruption in front of the school by keeping parking and bus loading activities to the rear of the site. As a result the new school will be complementary to the village style streetscape and both the adjacent community commons and neighbourhood park. Item 9.0b + d directs that when possible the building massing should be positioned close to the street. especting this criteria the school was sited to respect both Old Garrison and Settlement Trail frontages. Additionally we paid special attention to the front entrance and the intersection of these two streets as the connection of the building and the street was of particular importance in these locations. Item 9.0c + e directed us to look at the adjacent homes being constructed for material inspiration. The use of warm earth tones will be important when the final brick and stone colours are selected. The use glazed masonry in selected areas will add a respectful touch of colour to the façade while large canopies and curtain-wall glazing at entrances will create an open and inviting entrance feature.

6 part 2 _ concept design: site design refer to appendix - sheet a1 site plan streetscape elevations refer to appendix - sheet a3 elevations part 2 _ streetscape plan: The proposed design is intended to formally address Settlement Trail while maintaining a strong connection to Old Garrison. The diagram below shows the suggested building position in relation to Settlement Trail. Maintaining a strong connection between the building and the street was our priority when we developed this plan. efer to (item c), the primary entrance and note the uninterrupted pedestrian access from the municipal sidewalk. The vehicular dropoff (item d) is intentionally offset to permit this pedestrian path leading to the building, while at the same time maintaining proximity and easy access to the adjacent parking lot (item e). The parking lot was located within the side yard not only hide parking activates from the streetscape but to permit use of this parking area for after-hours users of the neighbourhood park. Finally, a formal row of street trees will front both Settlement Trail and Old Garrison (item b), both providing shade and protecting pedestrians from moving vehicles.
