1 Attachment 5 Helen Bader School of Social Welfare RECOMMENDATION OF THE DEPARTMENT OF CRIMINAL JUSTICE AND THE HELEN BADER SCHOOL OF SOCIAL WELFARE TO ESTABLISH A CERTIFICATE IN CRIME ANALYSIS I. Program Identification 1.1 Title of Program: Certificate in Crime Analysis 1.2 Department or Functional Equivalent: This is an interdisciplinary certificate through the Department of Criminal Justice and the School of Information Studies. The Department of Criminal Justice will be responsible for advising students in the certificate program and for record-keeping. 1.3 School, College, or Functional Equivalent: This certificate is awarded jointly by the Helen Bader School of Social Welfare and the School of Information Studies 1.4 Timetable for Initiation: Fall, 2014 II. Program Description Students entering the Certificate in Crime Analysis program will be placed in one of the two tracks (A or B) at the discretion of the Criminal Justice Department Chair. Track A Students with significant work experience in the field of criminal justice may, at the discretion of the Criminal Justice Department Chair, have the Field Experience Practicum (CJ 311) waived. Students seeking placement in this track will need to meet with the Criminal Justice Department Chair to discuss this possibility and will be required to provide documentation of work experience. Track B Students without criminal justice work experience are required to successfully complete the Field Experience Practicum (CJ 311) in Criminal Justice. The certificate in Crime Analysis consists of credits (27 for Track A and 30 for Track B), with the following courses (or equivalents) required: Criminal Justice 110, Introduction to Criminal Justice, 3 credits INFOST 110, Introduction to Information Science and Technology OR INFOST 120, Information Technology Ethics, 3 credits Criminal Justice 271, Police Process, 3 credits Criminal Justice 295, Crime and Criminal Justice Policy, 3 credits
2 Criminal Justice 662, Methods of Social Welfare Research, 3 credits Criminal Justice 480, Criminal Evidence and Investigation, 3 credits Criminal Justice 510, Introduction to Crime Analysis, 3 credits Criminal Justice 520, Analysis Oriented Technology: Spatial Data Analyses; Crime Mapping; ArcGIS, 3 credits Criminal Justice 530, Data Driven Policing, 3 credits Criminal Justice 311, Field Experience Practicum, 3 credits The certificate will be available to all students enrolled in a bachelor s degree program and to students who have already received a bachelor s degree from any accredited university. Students enrolled in a baccalaureate program who successfully complete the requirements of the program will be awarded the certificate at the time of graduation. Students who already have a bachelor s degree will receive the certificate upon completion of the program requirements. III. Rationale Over the past decade, progressive law enforcement leaders have committed their agencies to data-driven policing. Collection, analysis, and aggregation of data are linked to both strategic and tactical planning for resource deployment and specific tactics for crime reduction. The use of timely and accurate localized data to drive law enforcement operations toward more efficient and effective resource deployment is the benchmark for 21st-century policing. The cornerstone of initiatives designed to achieve this benchmark is the use of mapping technologies that allow unbiased evaluation of crime and hot spots, as well as the ability to deploy resources both spatially and temporally to increase effectiveness (James Burch II, U.S. Bureau Of Justice Assistance ). The increasing national attention to geospatial policing intelligence is creating a demand for crime analysts and criminal intelligence analysts at local, state, and federal levels. Locally, for example, the Milwaukee Police Department Intelligence Fusion Center has the expectation of moving from a single crime analyst to employ as many as forty crime analysts, with three positions to be filled immediately. Agencies across the state and the nation are seeing persons with specialized preparation. Federal agencies are creating numerous positions. There are few programs in higher education geared toward preparation of persons with the skills and education necessary to fill a burgeoning number of positions. The Department of Criminal Justice, HBSSW, has worked with a steering committee of federal and local law enforcement officials, including supervisory crime analysts, to develop this Post-baccalaureate in Crime Analysis to prepare interested students for positions in this growing area. The members of the steering committee will serve in an ongoing collaboration to guide this effort, to maintain and expand connections with agencies across the region and the nation, and to assist in providing a network of field placement and career opportunities for students in this certificate program.
3 The Department of Criminal Justice (CJ) and the School of Information Sciences (SOIS) have created a partnership to grow the crime analysis programs. Students who pursue a crime analysis position will benefit from this partnership, as crime analysis positions require analysts to manage and organize large amounts of information and collect information from a variety of sources. SOIS currently offers courses that teach these skills. This partnership, therefore, is ideal to ensure that our crime analysis students complete the certificate with all the skills and education necessary to handle information, as will be required of them in their careers. The Department of Criminal Justice has hired two new faculty members with skills in GIS and spatial analysis/spatial statistics to support this certificate. In addition, the Department has developed affiliations with crime analysts who are willing and will be available to teach in and support this certificate. IV. RELATION TO INSTITUTIONAL MISSION, STRATEGIC PLAN, GOALS AND OBJECTIVES Given the developing need for crime analysts across the nation, at all levels of law enforcement, there is no question that producing individuals with a certificate in crime analysis is timely and important. The establishment of a certificate in crime analysis will fulfill the campus s mission to provide educational leadership in meeting future social, cultural, and technological challenges as well the Helen Bader School of Social Welfare s mission: improving lives and strengthening communities through research, education and community partnerships. Crime analysts are becoming the most soughtafter persons at all levels of law enforcement. V. LEARNING OUTCOMES AND ASSESSMENT The goal of the program is to educate students with a multidisciplinary understanding of data management and the use of data to facilitate resource allocation in criminal justice agencies. The following outcomes have been identified to reach this goal: Students will apply appropriate research methods and criminological theories to crime problems. Students will understand crime patterns and crime mapping. Students will possess the knowledge base necessary to collect, manage, and analyze crime data. Students will evaluate crime data to determine patterns and create appropriate responses. The Department of Criminal Justice will review the performance of students enrolled in the certificate program at the conclusion of each academic year to determine whether
4 students are achieving the outcomes above. For those in Track B, an assessment of their performance during their internships will also be used to assess their knowledge base. V. RELATION TO OTHER ACADEMIC PROGRAMS IN THE UW SYSTEM, THE REGION, AND, IF APPROPRIATE, THE NATION Criminal justice coursework and degrees are offered at several System campuses: UW- Green Bay; UW-Parkside; UW-Eau Claire: UW LaCrosse; UW-Oshkosh; UW- Whitewater; UW-Madison. Currently none of the UW-System campuses offer a certificate in crime analysis. VI. PROJECTED SOURCE OF RESOURCES The Criminal Justice Department has hired two new faculty members to support this certificate. The first began in August, 2012, and the second began in August, The Department currently also has two faculty members in law enforcement who will support the certificate. The Department has developed affiliations with practicing professionals who have the requisite preparation and are willing to support the certificate longterm. No additional resources are required to initiate and implement the new certificate. VII. SPECIAL COMMENTS The following is the description that will be placed in the UWM Undergraduate Catalog: Crime Analysis The Department of Criminal Justice offers a Certificate in Crime Analysis. A sequence of courses will lead to a certificate in this growing area. Preparation includes a foundation in criminal justice and research methods; specialized coursework in crime analysis, analysis-oriented technology, and data drive policing; and field placement in an agency setting with practicing professionals.
