No Approved February 23, 2009 RECOMMENDATION OF THE SUBCOMMITTEE ON GRADUATE COURSE AND CURRICULUM AND THE FACULTY OF THE COLLEGE OF ENGINEERING AND APPLIED SCIENCE TO ESTABLISH A GRADUATE CERTIFICATE IN ENERGY ENGINEERING I. Program Identification 1.1 Title of Proposed Graduate Certificate Certificate in Energy Engineering 1.2 Department(s) or Functional Equivalent(s) Sponsoring the Certificate Departments of Electrical Engineering and Mechanical Engineering 1.3 College(s), School(s) or Functional Equivalent(s) College of Engineering & Applied Science 1.4 Timetable for Initiation Spring 2009 II. Rationale With the rapid dwindling of energy resources, there is a great demand for workers in various fields to keep themselves abreast of the latest technology in solving and planning for the energy shortage and efficient use of energy. This interdisciplinary Energy Certificate Program is open to individuals in science or engineering majors as well as to individuals who are interested in continuing education for career development and gaining experience in the energy area. In particular, the Program will provide basic knowledge on the design of electrical and mechanical devices and systems and yet has adequate flexibility for students to focus on certain areas in energy according to their own discretion in advanced courses. III. Institutional Context 3.1 Relationship to Mission of Institution The proposed Energy Certificate Program will assist in the fulfillment of UWM s mission to develop and maintain high quality graduate programs appropriate to a major urban doctoral university. It will also assist in providing educational leadership in meeting future technological challenges. 3.2 Relationship to/impact on Other UWM Programs Currently, this proposed certificate will only cover the energy related topics in Electrical and Mechanical Engineering. However, we plan to expand the contents first to include the Industrial and Manufacturing Engineering, Materials, and Computer Science, and then seek collaborations with units outside CEAS such as the School of Business and School of Architecture and Urban Planning.

Need The Program addresses issues in the efficient generation, transmission, distribution, conversion and utilization of energy. Students in the Program will not only deal with challenging problems in designing future power devices and systems to deliver or consume energy in a reliable and economical manner but will also need to consider various means to reduce environmental impacts, e.g. planning for renewal energy sources. The problem solving skills acquired by students in the Program will be a great asset to energy-related companies at South East Wisconsin, e.g. Johnson Control, We Energies and American Transmission Company etc. With the looming of energy crisis, workers in energy-related areas will be in short supply. We estimate the initial enrollment of the Program will be around students who will be mostly workers in energy-related companies. Currently, there is no comparable certificate program in South East Wisconsin. University of Wisconsin- Madison currently has an Energy Certificate Program and is developing a Certificate in Engineering for Energy Sustainability. However, these programs target for undergraduate students. At technical college level, Milwaukee Area Technical College is planning for the Center for Energy Conservation and Advanced Manufacturing at its Oak Creek Campus. The Fox Valley Technical College also features the use of renewable energy technology at its Waupaca Regional Center. In Madison, the Madison Area Technical College has a Renewable Energy Certificate that is designed to provide students with the practical knowledge necessary for a career in energy management and renewable energy technology. Students acquire hands-on skills in troubleshooting, maintenance, installation, operation and repair and replacement of related equipment. V. Program Description and Evaluation 5.1 Description The Energy Certificate Program is a Post-Baccalaureate program. It is open to all students who previously received a bachelor s degree from UWM or any other accredited college or university and who do not plan to pursue a college or university degree (non-degree students) but have a strong interest in the subject area. To be admitted to the university as non-degree students, individuals must meet regular university requirements. To enroll in any course in the program, the student must meet the prerequisites or receive the consent of the instructor. If a student in the certificate program decides to pursue a graduate degree, no more than 6 credits may count toward meeting degree requirements. Students in the program will study in a multidisciplinary area across EE and ME. They will focus on engineering efficient generation, management and utilization of energy. Particularly, students will be proficient in the following areas: Energy generation using renewable energy resources (such as solar and wind, etc.) Sustainable energy storage and transmission. Design of energy efficient devices and systems (such as motor drives, power systems and air conditioning systems, etc.) 5.2 Curriculum - Courses and Credits To obtain the certificate, students are required to complete a minimum of 15 credits from the lists of Groups A and B courses of which at least 12 credits must be taken at UWM. Students must complete at least two courses from Group A to obtain an Energy Certificate. Additional electives can be chosen from Group B. At least 6 credits must be 700-level or above. A maximum of 3 credits of Independent Study (e.g. ElecEng 999) may be applied toward the certificate.

A minimum 2.75 cumulative undergraduate grade point average is required. 5.4 Continuation and exit requirements A minimum cumulative 3.0 grade point average is required in certificate courses taken at UWM. The program must be completed within three years time from initial enrollment. 5.5 Allowance for transfer credit No more than 3 credits can be transferred from energy-related graduate level course work taken at other institutions. These credits must meet standard transfer credit policy to qualify. 5.6 Certificate conferral The certificate will be awarded upon completion of certificate requirements. The Associate Dean of Graduate Programs & Research in CEAS will inform the Graduate School when a student has completed the certificate program and provide a program of study for each student certifying that the courses meet the certificate requirements.

No p. 4 Approved February 23, Program Administration The Electrical Engineering (EE) and Mechanical Engineering (ME) faculties propose to establish an Energy Certificate Program. The EE and ME faculties (particularly the EE and ME chairs) and the College of Engineering & Applied Sciences (CEAS) Office of Graduate Studies and Research will render necessary advice to students in the Program. Since most courses in the Program will be taught by the EE and ME faculties, an advisory board that will be responsible for the curricular and programmatic oversight of the Program will be formed by the EE and ME faculties in energy related area and will report directly to the program director. Each member of the advisory board will be recommended by the Chairs of EE and ME and be appointed by the program director for a 3-year term. 5.8 Participating Faculty Professor David Yu (Associate Dean of Graduate Programs) Professor Ryoichi Amano (ME faculty) Professor Tien-Chien Jen (ME faculty) Professor Yaoyu Li (ME faculty) Professor John Reisel (ME faculty) Professor Adel Nasiri (EE faculty) Two new faculty members in the energy area (cluster hire) VI. Resources Since most courses in the Program are drawn from existing courses that are currently taught by EE and ME faculties, we do not envision any additional cost associated with the creation of the Program. The two new faculty members in the energy area are required to expand the research scope and maintain steady course offerings as CEAS departments further develop an energy concentration and certificate in their programs. VII.
