1 Graduate Faculty Committee Document 108 Approved May 12, 2014 RECOMMENDATION OF THE SUBCOMMITTEE ON GRADUATE COURSE AND CURRICULUM AND THE FACULTIES OF THE DEPARTMENT OF CRIMINAL JUSTICE, THE PUBLIC & NONPROFIT ADMINISTRATION DLB, AND THE L&S ACADEMIC POLICIES AND CURRICULUM COMMITTEE TO ESTABLISH A COORDINATED DEGREE PROGRAM LEADING TO THE MASTER OF SCIENCE IN CRIMINAL JUSTICE AND THE MASTER OF PUBLIC ADMINISTRATION I. 1.1 Exact Description Coordinated degree program leading to the Master of Science in Criminal Justice and the Master of Public Administration. 1.2 Department or Functional Equivalent Departments of Criminal Justice and Public & Nonprofit Administration. 1. School, College or Functional Equivalent Helen Bader School of Social Welfare and College of Letters & Science/Lubar School of Business Administration. II. Program Objectives 2.1 Statement of Program Objectives The proposed program is designed to develop a broad foundation for understanding criminal justice policy, and the conceptual and analytical skills critical to the effective management of public agencies and programs. Contemporary public officials are required to make complex choices and implement programs and policies within difficult financial, legal, political, and organizational constraints. More than ever, it is important that administrators be able to work with a variety of people, both within and outside the public sector. Professional education in public administration thus encompasses fiscal control, quantitative analysis, organization management, decision analysis, and a working understanding of government institutions and legal procedures. 2.2 Benefits to Students It is anticipated that this coordinated degree program will provide students with tangible competencies, including the ability to: 1. Develop critical thinking skills that will enable the analysis of competing perspectives and integrate various bodies of knowledge across traditional academic boundaries, paying particular attention to race and gender-based assumptions and their consequences on individuals and social and cultural groups. 2. Demonstrate a critical and analytical understanding of the following key content areas of criminal justice studies and public administration: a. The nature and causes of crime b. The justification and means of social control c. The administration of the justice system i. fiscal control ii. quantitative analysis iii. organization management iv. decision analysis, and

The evaluation of criminal justice programs The Master of Public Administration (MPA) program is designed to provide theoretical and practical preparation for careers in public and non-profit administration with three areas of concentration municipal management, general public administration, and nonprofit management. Students entering the MPA program will be placed, at the discretion of the MPA Director in one of two tracks (A or B) within the core. Track A Students with significant public or nonprofit sector work experience may, at the discretion of the MPA Director, have the Government/Nonprofit Administrative Internship course (Pub Adm 921) waived. Students seeking placement in this track will need to meet with the MPA Director to discuss this possibility and will be required to provide documentation of current public or nonprofit sector work experience. Track B Students with no significant public or nonprofit sector work experience are required to enroll in and successfully complete the Government/Nonprofit Administrative Internship course (Pub Adm 921). As part of the requirements for this course, Track B students are required to obtain, with the assistance of the MPA Director, one or more internships in either the public or nonprofit sector while enrolled in the MPA program. The Master of Science in Criminal Justice component of the coordinated program includes required courses (9 credits), 12 credits of Criminal Justice electives to be selected in consultation with the faculty advisor, and 9 additional elective credits that may be fulfilled by courses taken for the MPA. Concentration 2. Description of course of study Students completing the coordinated program will take credits for the M.A. in Criminal Justice and a minimum of 9 credits for the MPA. Twelve of the credits completed for the MPA may count toward the MS in Criminal Justice; twelve of the credits completed for the MS in Criminal Justice may count toward the MPA, comprising a concentration in criminal justice. Specific requirements are outlined in the following table:

Relationship to existing UWM mission and academic plan Through this program, affiliated instructional faculty will contribute to the academic and workforce development mission of the University and provide support for a growing and evolving community of well-educated professionals in Wisconsin and throughout the country. 2.4 Closely related UWM programs and area of strength This coordinated degree program combines the strengths of two existing graduate programs, both of which are independently healthy. The collaborative approach provides opportunities for cross-fertilization in research and teaching and allows for the programs to offer a more comprehensive degree program in an efficient way and without additional faculty. Library resources The UWM library already holds or offers access to the resources unique to the combination of these two programs. IV. Justification for Proposal See Section II. V. Proposed Graduate School Bulletin Copy Master of Science in Criminal Justice/Master of Public Administration Both departments collaboratively offer a program designed to provide students with theoretical and practical exposure to evolving professional practice in the field of criminal justice.

Credit and Courses Students accepted into this MS/MPA program complete the following courses: Criminal Justice CRM JST 77 Perspectives on Crime & the Criminal Justice System cr. G An in-depth analysis of the etiology of criminal behavior; processes of becoming a criminal; patterns of criminal behavior; and policy and individual consequences of decriminalization. Not open to students who have cr. in Soc Wrk 77, which is identical to Crm Jst 77. CRM JST 74 Proseminar: Administration of Criminal Justice Systems. cr. G An examination of criminal justice organizations from a public administration focus, integrating organizational theory and political theory for the analysis of criminal justice administration. Prereq: grad st.. CRM JST 756 Proseminar: Analysis of Criminal Justice Research. cr. G. A study of the application of social science research methods to criminal justice issues. Prereq: grad st. 12 additional credit hours of courses must be taken within the criminal justice program 12 credit hours of courses successfully completed for the MPA, selected with the consent of the student s advisor. 8 Graduate Faculty Committee Document 108 p. 8 Approved May 12, 2014 Capstone Seminar ( Credits) Every student will be required to take the capstone seminar, Pub Adm(Pol Sci) 959: Capstone Seminar in Public Administration. The course requirements will include the completion and written and oral presentation of a project on a topic selected with the assistance of the instructor. This course will also be devoted to coverage of special issues and problems of the public administration profession, including administrative ethics. General Public Administration (9 Credits) Select any three of the following courses: BusMgmt 724 Accounting for Nonprofit Organizations Pub Adm Ethics and Responsibility in Public Administration ( cr) Pub Adm/Urb Plan 60 Budgeting and Finance in the Public Sector ( cr) Pub Adm Public Administration Risk and Analysis ( cr) Pub Adm/Pol Sci Seminar in Intergovernmental Relations ( cr) Pub Adm Seminar in Public Administration ( cr) Pub Adm Municipal Management ( cr) Concentration (12 Credits) Satisfied by 12 credits taken in Crm Jst courses. Internship (0- Credits) Pub Adm Government/Non-profit Administrative Internship ( cr) (An internship is mandatory for students with no public sector work experience.) Total Degree Credits for Master of Public Administration: cr The total credits for the coordinated program would typically be completed in both programs at the same time, rather than one program after the other. A student not completing the requirements for the coordinated degree program would need to complete all requirements for an individual program in order to receive a degree. Time Limit Students in the coordinated MS/MPA degree program must complete all degree requirements within seven years of the first enrollment semester as a degree student.

AGREEMENT BETWEEN THE DEPARTMENT OF CRIMINAL JUSTICE AND THE DEPARTMENT-LIKE BODY OF PUBLIC & NONPROFIT ADMINISTRATION This agreement is in support of the creation of a coordinated degree program leading to the Master of Science in Criminal Justice and the Master of Public Administration as a graduate program to be jointly offered by the Departments of Criminal Justice and Public & Nonprofit Administration The intent is to create a coordinated degree program organized, taught, operated and governed by program faculty of both colleges to provide a high quality educational experience in criminal justice and public administration. Leadership and Faculty Involvement The coordinated program s administrative structure will incorporate faculty input through the program faculty and the relevant departmental curriculum committees, and their executive committees. One representative appointed annually from each of the two academic units will serve as student advisor, and monitor and administer changes in the coordinated program in consultation with program faculty. Both representatives will promote the program to potential and current students, with the support of relevant academic staff, and oversee the daily administrative operations of the program. Degree Award The Master of Science in Criminal Justice/Master of Public Administration will be jointly offered by the faculties of the Departments of Criminal Justice and Public & Nonprofit Administration. The coordinated degree will be conferred by the UWM through the Graduate School. VII. Recommendations for Action 1. The Master of Science in Criminal Justice/Master of Public Administration coordinated degree program is approved as described above. 2. Following appropriate administrative approval, the program will become effective as of Fall 2014.
