1 UNIVERSITY OF SOUTH AFRICA UNISA S NEW APPLICATION AND REGISTRATION PHASES APPLICATION PHASE First-time students at UNISA must apply for admission on the prescribed form which is to be submitted together with the correct application fees, as well as the documents required for registration. Apply on-line: Cmd=ViewContent&ContentID=16832 or contact the UNISA Contact Centre at / Once the data has been recorded the system will allocate a student number which will be confirmed via , sms or mail depending on the contact details indicated on your application form. A registration package containing the relevant information brochure(s) and registration form will be mailed to you. Students who already have a UNISA student number proceed directly to the registration phase. REGISTRATION PHASE Once a student number has been allocated to an individual, this student number will remain his/her student number at UNISA for all formal qualifications Honours students may apply on-line for registration after the registration period for the particular academic year has opened. However, master s and doctoral students cannot apply on-line and are advised to submit their applications directly to UNISA Sunnyside Campus, Senior Qualifications Counter. When mailing the application, please use: P O Box 392, UNISA, Regional offices can only forward master s and doctoral applications to the Muckleneuk Campus.
2 The registration form together with the minimum instalment required for registration must be submitted before the relevant closing date. Students must please take note that certain degrees are by selection and have earlier closing dates than the normal registration closing dates. Any documents required for registration submitted must be included here, if not previously submitted. Kindly note that only certified copies academic records issued by the Registrar of the University/Institution concerned are accepted for registration purposes. Degree certificates should not be submitted. All applications for master s and doctoral degrees will be referred to the Section: Postgraduate Qualifications where they will be assessed before being referred to the relevant academic department where the Executive Committee will rule on admission. If approved, students who have submitted their complete application (i.e. all required documents and minimum fees) will automatically be registered after admission has been approved. Other students will be informed of any remaining conditions to be complied with in order to finalise their registration. All other students will be informed of the outcome of their applications and, where applicable, the minimum study fees paid will be refunded. The process outlined above may be time consuming in some cases, especially when we approach the various closing dates when most applications are invariably submitted. It is, therefore, essential that prospective students apply well in advance, especially where deadlines set by employers and sponsors have to be met
3 DEPARTMENT OF PUBLIC ADMINISTRATION AND MANAGEMENT INFORMATION REGARDING THE HONOURS BA, HONOURS BCom AND HONOURS BAdmin DEGREES IN PUBLIC ADMINISTRATION Consult regarding the general rules for admission to postgraduate studies, documents which must accompany an application for admission, number of papers for which students must register, re-registration, duration of study, applications for cancellation etc. and the Brochure for the closing dates for registration and fees. Concurrent registration for an undergraduate course/ module(s) for non-degree purposes Students may only with the special permission of Senate register for not more than one undergraduate course or the corresponding number of modules on the same level for non-degree purposes (NDP) concurrently with an honours course, provided that the NDP course/module(s) has a bearing on their honours studies, or they submit a written justification which is acceptable to the University. Please note that students must apply before the closing date for registration for the undergraduate course/module(s) for permission for concurrent registration
4 Offering of an honours paper in another subject Students may replace one of the papers of their honours degree by an honours paper in another subject, if the chairs of the departments concerned are of the opinion that the students have sufficient background knowledge to be able to offer that paper and it is in the best interest of the students. 1. REQUIREMENTS FOR ADMISSION (a) To be admitted to the studies for the Honours BAdmin degree in Public Administration, students must - hold a BAdmin degree and have passed either Public Administration or Municipal Government and Administration as a major subject. (b) To be admitted to the studies for the Honours BA degree in Public Administration students must - hold a BA degree and have passed either Public Administration or Municipal Government and Administration as a major subject. (c) To be admitted to the studies for the Honours BCom degree in Public Administration, students must - hold a BCom degree and have passed Administration as a major subject. Public NB: A student who has not passed the three courses in Public Administration as a major subject (Public Administration I, II and III) but who holds a degree may, with the approval of the Senate, offer the three courses in one year, January to December in which case the student will write examination in the first and second course (PUB1006 and PUB200A 4
5 respectively) at the May/June examination and in the third course (PUB300D) at the October/November examination. As far as the second course (PUB200A) is concerned, such students should take note that they only need to register for two modules, namely PUB201B which is compulsory and one of PUB202C, PUB203D, PUB204E, PUB205F or PUB206G. (Students who have enquiries in this regard may contact the Department at (012) or (012) ) The Chair of the Department must make a recommendation on the admission of students to the mentioned degrees and one of the factors taken into consideration is performance in subjects at the undergraduate level. Sometimes students may be asked to meet special requirements before they can be admitted. 2. NUMBER OF PAPERS FOR WHICH STUDENTS MAY REGISTER IN THEIR FIRST YEAR OF STUDY In addition to the formal admission requirements which appear in myrules@unisa and in this brochure, the following stipulations also apply: Students who obtained 60% or more on average in Public Administration III and passed the course not more than five years ago, may register for not more than three papers in their first year of study. Students are strongly advised not to register for more than three papers. In highly exceptional circumstances the Chair of the Department will consider an application to register for more papers, provided that a written justification accompanies the application for registration. In order not to delay their studies, such students must indicate for which three papers they wish to register should their application be unsuccessful. 5
6 Students who obtained between 50-59% on average in Public Administration III, register for a maximum of two papers. 3. METHOD OF TUITION (a) (b) (c) Tuition is given by means of study guides, tutorial letters and additional study material which a lecturer may decide upon and are therefore also the study material for the examination. It is expected of students to submit at least two assignments on prescribed topics for each examination paper. Students may, however, be requested to submit more than two assignments. Where applicable a case study must also be submitted. Students are requested to consult their tutors as often as possible with a view to personal guidance in connection with the writing of assignments and other study problems. 4. COMMENCEMENT OF STUDY Students who register early must start straight away with their studies and submit assignments as soon as possible, i.e. even before the closing dates which are indicated in the tutorial letter containing information on assignment topics and closing dates. 5. CURRICULUM The honours curriculum consists of five separate papers. With the approval of the chairs of the departments concerned, one of the papers may be replaced with an honours paper from a related subject in which the student has sufficient background knowledge. 6
7 Tuition is offered in the following eight papers: Paper 1: Theory of Science and Public Administration (HFILPAK) (A student who passed the paper Theory of Science (PBL311K) may not register for HFILPAK.) (HFILPAK is recommended for those students who wish to proceed with master s and/or doctor s degrees in future). Paper 2: Public and municipal personnel administration and management (HPERSAK) Paper 3: Management of public and municipal finance (HRFINSE) Paper 4: Planning and policy analysis in the public sector (HBEBEP3) Paper 5: Study of organisations and the public sector (HORSTEH) Paper 6: Management and the public sector (HOPBESV) Paper 7: Politics in the public sector (HPOLPSQ) Paper 8: Labour relations and the public sector (HARBVHK) Transitional arrangements Students who have passed a paper(s) under the old curriculum, retain credit for the paper(s) passed and must choose the outstanding paper(s) from the papers listed above, provided that students who have passed a paper appearing under list A below may not register for the paper opposite it in list B. 7
