4 INTRODUCTION Foreign Direct Investments (FDI) into ASEAN reached US$ 38 billion in 2005, representing a 48% year-on-year increase from the previous year. Reinforcing the region s attractiveness as an investment destination, the increase notably supersedes ASEAN FDI flow in 1997, putting ASEAN back on track on its growth path prior to the ASEAN financial crisis. Preliminary Balance of Payments (BOP) FDI data for the first quarter of 2006 indicated a substantial increase of 90% to US$14 billion from US$7.4 billion in the same period last year. The top five investors into ASEAN in 2005 were the United States, the United Kingdom, Japan, France and Finland. Together, these sources accounted for 48% of total FDI inflows into ASEAN. Financial intermediation and related services, including insurance; manufacturing; trade/commerce; and services were the top recipients of FDI (accounting for 79% of total FDI) in Remarkable growth in FDI were also observed in the mining and quarrying sector, which increased from US$388 million to US$3.2 billion and in services, which increased from US$1.8 billion to US$5.9 billion. Consistent with the notable increase in BOP FDI is the continuous growth in Approved Manufacturing FDI, which increased by 22% to US$25.4 billion from US$20.8 billion in The top five sectors with substantial FDI interest were radio, television and communication equipment; chemicals and chemicals products; motor vehicles; machinery and equipment; and food products. The above statistics are presented in great detail in this publication, which seeks to provide investors, policy makers, economists, research institutions and other users with accurate, reliable and timely ASEAN FDI data. It is the result of the work of the ASEAN Working Group on Foreign Direct Investment Statistics (WGFDIS), which is tasked with improving the quality, coverage and harmonisation of FDI statistics. The Statistics of Foreign Direct Investment in ASEAN: Eighth Edition, 2006 consists of six sections: Section 1: Section 2: Highlights of International Investment Position (IIP) data in 6 ASEAN Member Countries. BOP FDI statistics reported by the ASEAN Central Banks and Central Statistical Offices, which cover the period 1995 to first-quarter of Disaggregated level data are presented by host and by source countries. Top 10 major source countries of FDI flows into ASEAN, FDI flows to ASEAN from ASEAN Dialogue Partners and data based on different sources of FDI finance (FDI components), as well as by major economic sectors are also presented. iv STATISTICS OF FOREIGN DIRECT INVESTMENT IN ASEAN
5 Section 3: Statistics based on approval on the manufacturing sector. The statistics cover approved investment projects in ASEAN, by source country and by industry classification for the period 1999 to the first-half of This administrative data set is based on apportionment basis. Section 4: Inward and outward intra-asean direct investment flows for the period and statistics on intra-asean investment flows to the manufacturing sector based on approval and apportionment basis for the period 1999 to the first-half 2006, classified based on the International Standard of Industrial Classification (ISIC) code Section 5: Section 6: Statistics presented by industry classification and by regional blocs for the period Statistics of approved manufacturing investment projects with foreign interest in the various ASEAN sub-regional growth areas based on approval and total project cost for the period These include the East ASEAN Growth Area (BIMP- EAGA), Northern ASEAN Growth Area (IMT-GT) and Southern ASEAN Growth Area (IMS-GT). While steps have been taken to ensure the provision of comparable FDI statistics with minimum footnotes in this edition, it must be emphasised that any interpretation of FDI data should be treated with care. Users are encouraged not to consider data flows in isolation of other variables that influence FDI. Nonetheless, FDI statistics in this publication provide a useful guide and indication of the prevailing investment climate and economic development in the region.
