Under the control of the French Ministry of Agriculture, livestock farmers organisations have thus been given responsibility to design, adapt and implement a structure that will enable French then European regulations to be respected for each of the species of ruminants (cattle, sheep, goats and horses). It is now compliant with ISO 9001 norms. Many elements of the French system have, in fact, been adopted by European regulation and by different member countries. The French national database, managed by the French Ministry of Agriculture, is the 2nd largest AI&T database in the world in terms of number of data. It has registered 80 million animals over the 10 past years (all live animals or animals already slaughtered are registered), and over 220 million notifications

4 (identifications, movements, slaughters ). It concerns 215,000 farmers, traders, 77 markets and 251 slaughter houses. This system is both web-based and decentralized. This comprehensive system enables a complete traceability of value chain operations from farm to consumer. It is one of the main tools for the French sanitary and genetic improvement monitoring system. At national level, the French Livestock Institute, through its function of permanent technical assistance to the French Ministry of Agriculture, is responsible for the overall engineering of the AI&T systems and for the coordination of its different players. It employs a team of 13 experts, mostly agronomists specialised in animal science and in particular in animal identification systems engineering applied to cattle, sheep and goat industries, as well as in the different facets of their actual implementation and use (traceability and commercialisation, performance testing and genetic improvement ). At regional and local level, the French Livestock Institute coordinates the implementation of the animal identification and traceability system by farmers organisations, under the control of the French Ministry of Agriculture: - around 70 «EDE» (livestock establishments owned by the Chambers of Agriculture) manage the application of the structure at grass roots level: reception and control of notifications, registration of all the data; publication of official documents (cattle passport); ordering and distribution of ear tags; training and technical support for livestock farmers, cattle transporters and abattoirs, etc. - 7 «ARSOE» (regional associations supplyin IT services to livestock bodies) manage the data bases and the regional information systems, collating all the information associated with animal identification and animal production data (performance testing, artificial insemination) and the health inspection of livestock farms. They are also in charge of the use and controlled accessibility of data (remote consultation via internet, production and processing of files for other information systems, etc.). The French Livestock Institute ensures the following services : Design of the national architecture of the web-based database: notified events and type of data registered, functions and responsibilities of the players, relation with other information systems Design and adaptation of official documents, design of working procedures for all the actors and staff (about 660 persons concerned) in charge of identification procedures: Land Operation Manuals, computer application specifications Organisation and evolution of the national web-based information system: regional databases, flows and exchanges of information, integration of new players, computer applications Design and implementation of animal identification and traceability through RFID (electronic identification) Characteristics, tests and procedures for the official approval of ear-tags used in France; experimentation (electronic identification). Training, communication and technical support for all the players in the national structure. Quality control of the system, ISO 9001 compliant. Description of the services provided: The French Livestock Institute provides a permanent technical assistance and guidance to the French public bodies, livestock farmers organisations and to all the actors of the supply chain from farm to consumer, for the implementation of ruminants identification and traceability, including project management and organisation, management of information systems, advising and technical assistance, training, on the following fields : 1- Design and writing of methodologies, documentations, procedures, guidelines, terms of reference required for AI&T system implementation and management and operational organisation of all the users of the AI&T system (around 660 staff), along the supply chain : farms, fattening farms, collecting centers, markets, slaughterhouses, rendering plants Design of the general architecture and terms of reference of all the national AI&T information systems by species, of all the softwares used by all the stakeholders, specifications, project management. For example, design of the software enabling the attribution of an ID and generating an eartag request. 3- Technical support and guidance providing to all the French AI&T stakeholders, such as the livestock establishments (belonging to the Chambers of agriculture EdE) in charge of the implementation of within the livestock farmers, and of providing ID, but also farms, fattening farms, collecting centers, markets, slaughterhouses, rendering plants... (about 660 staff concerned). 4- Design and implementation of testings for identification eartags accreditation. It implies: Achievement of on-field testings for new identification tags, eartags, electronic devices, rings : construction of experience records, testing implementation, link with laboratory tests, formulation of accreditation reports Compliance controls on accredited eartags Writing of specifications for new devices test procedures

5 5- Leading electronic identification implementation in various animal productions: Technical assistance to the National identification database by working in close relationship with the central departement of information systems within the French ministry for agriculture to check the suggested specifications Coordinate the evolution of local hardware by managing a working group of all the identification information system suppliers Working on the improvement of data quality through diverse checkings of existing data and the supplier of specific data suppliers (such as slaughter houses, markets ) Achievement of monitoring tools on the animal identification national database 6- Coaching of the quality management system (SMQ) of animal identification (ISO 9001 norms). It implies: The French Livestock Institute is in charge of the implementation of a quality management system for animal identification, in the framework of the interprofession of ruminants France Livestock Genetics. It aims at improving sanitary crisis management and to preserve both animals and consumers's health. The reform of small ruminants identification and traceability was initiated in 2005 at the European level ((CE) n 21/2004 board regulation). It was implemented in France in 4 steps for a 6 years period : - implementation of individual identification in implementation of batch traceability in implementation of individual electronic identification in implementation of a compulsory individual monitoring of small ruminants movings from 2011 to The project driven by the Institut de l Elevage, associating several partners, aimed both at preparing the generalization of the electronic identification in France, studying its feasibility and implementing it all over France, by providing a technical coordination and support for the design and implementation of electronic identification for sheep in France In a first step, a study was made in 6 pilot zones in all France involving 330 farmers, ear-tags in 2008 for young sheep and female. In a second step, electronic identification was implemented in France in all around 60,000 livestock farmers, 1,265,000 goats and 5,639,000 sheep. Regarding animal identification and information systems, The French Livestock Institute contributes, shares its experience and does technical monitoring within three plateforms: ISO (International Standard Organisation), in charge of the design of norms for electronic identification (ISO TC23\SC19\WG3): The French Livestock Institute has elaborated more than 5 technical protocols about conformance tests to the relevant ISO standards and performance tests on fields. It has also actively shared its experience of pilot projects on the implementation and uses of animal electronic identification in all species, and had fruitful discussions with manufacturers of electronic devices and communication of information to the users. ICAR (International Committee for Animal Recording) sub-committee for animal identification for the design of standards for animal plastic identification. UN/CEFACT (United Nations Center for Trade Facilitation and Electronic Business), International trade and businee group : for example, direct contribution to norm elaboration on electronic bovine animal registration exchange recorded in the business requirements specifications in May Meetings every 6 months. Participating in these international plateforms enables the French Livestock Institute to have a broad vision of the different identification systems set up in different countries and to have technical sharings of the different contexts. In 1999, this information system was renewed, in order to improve the homogeneity of data processing and validation procedures, thus of their reliability, to ease access to data and data sharing between stakeholders, to optimize costs. A collective work, orchestrated by the French Livestock Institute : The French Livestock Institute was in charge of the delegate and operational contracting, under the supervision of the French Ministry of Agriculture (genetic improvement department of food, sanitary security and veterinarian services) and of the Federation of livestock farmers organizations (CNE). The technical project management was shared between ARSOE (Regional associations supplying IT services to farmers) and INRA (French National Institute for Agronomic Research) and its CTIG (Genetics Information Center). During 10 years, this project has federated around 300 livestock organizations of the cattle supply chain: EDE (French Livestock establishments belonging to the Chambers of Agriculture), Dairy recording federations, meat recording federations, artificial insemination centers, semen production centers, Breeding organizations. The system is based on the following principles: - a unique template for data shared between IT services and the genetic information centre in charge of the genetic values calculations - a unique set of rules for the validation and management of the data collected and registered by all the stakeholders on field, thanks to new software functions developed at national level and transposable into each regional IT services information system's environment. For the first time, we had to group to an never know level all the livestock organizations concerned so that they involve into a new common architecture for their regional databases. Thus, they had to accept more dependency between them and with the national level (INRA's CTIG) fully integrated in the project management of a unique database spread on 11 different IT centers. A shared contracting between the French Ministry of agriculture and national livestock federations, for a total investment of 10 million Euros, excepting the support of INRA (in charge of the central system) and of all field stakeholders that have assumed all the system deployment and adaptation costs for each data processing software to provide IT services to farmers.

10 The project was completed in strict compliance with the provisional budget and schedule, which is remarquable for a project of this importance grouping so many stakeholders. It was developed into several steps: : Dairy recording data : Meat recording data : Parentage recording and certification, artificial inseminations recording and 2006: Breeding applications Now that the French ruminants genetics sector has just reformed its applied research organization, it has an efficient collective and comprehensive tool, that, despite its size and complexity, has the capacity to be maintained and to evolve and at an affordable cost. The French bovine genetics Information system is the second database in the world. It registers around 110 million controlled animals, 800,000 farms, around 77 million inseminations and 460 million dairy performances results. This system serves primarily bulls and females recording purposes, but is also used on a daily basis by more than 4,000 technicians of livestock bodies and several hundred thousand livestock farmers have direct access to the system consult and update their data, through web based virtual portals. Thanks to the new Livestock steering Act, the interprofessional body France Génétique Elevage is now responsible for the system management and maintenance. The French Livestock Institute ensure its administration and functional and adaptative maintenance on a collective project management basis. Description of the services provided: The French Livestock Institute has designed and coordinated the whole project, by accomplishing the following tasks: - animation of the project Board of directors (steering committee assuming responsibility of this collective construction), - structuration of the project into different steps, different work packages and leadership on the working groups, - writing general functional analysis and functionnal specifications of each component - writing specifications for software programming to be achieved by the ARSOE (regional associations for IT services to farmers and their organisations) - studying tender applications to provide guidance to the board of directors on the suppliers selection - monitoring the implementation and receipt acknowledging of each function or application - contracting with external specialised consultants during the initial phase of the project - contracting with ARSOE de Bretagne, in charge of different software versions transposition into different information systems. Objectives: The French Livestock Institute was in charge of the coordination and project management of a study aiming at assessing the impact of the Bluetongue epizootic in cattle and sheep livestock farms in France in terms of:. production losses (decrease of dairy production, slowing of growth...). animal mortality, especially in sheep, cull rate variations. reproduction (aborting, decrease of fertility...). higher veterinary costs linked. modifications of herd management (fattening postponement, reproduction management...) The economic impact was deduced from the technical impact. Method:. Collecting local evaluations, harmonisation, synthesis. Inventory of the available information in neighbor countries affected by the Bluetongue (Belgique, Pays Bas...).. Complementory analysis of the national and local technical databases (performance control data, animal national identification database AI&T, permanent identification databases, economic data...).. These last years, it has participated in the development of genomics in the cattle and sheep sectors and its contribution to performance recording methods and to breeding programmes. On this subject, the French Livestock Institute achieves studies and experiments in collaboration with the National Institute for agronomic research, so as to: Identify and integrate the contribution of genomics to the efficiency of breeding programmes (markers assisted selection, search of interest genes, phénotyping development on new characters,

14 Adapt in farm or in station performances recording methods to livestock farmers' expectations, while using the possibilities brought by new devices and diverse automations (electronic devices for dairy production, RFID communications, PAD, ), and by optimizing data available through all stakeholders in the value chain (herd management data, commercial data...), or by adapting measurements to herd size modifications. Design, assess and deploy new methods allowing the quantitative and classic genetics to take into account new abilities in breeding criteria. 3 Breeding evaluations The work done by the French Livestock Institute associated the National institute for agronomic research through technologies units. It consists in: Contributing to genetic evaluations of bulls in farm or in station, for routine evaluations and for testing or for testing phases for new developments. Considering the importance of the involvment and ownership by all the sector stakeholders (livestock farmers, livestock organisations representatives, technical services of New-Caledonia and its provinces, OCEF...), this project will have to take into account the needs of several frameworks such as sanitary programmes (for example for prophylaxis), genetic programmes (performances control, book keeping, artificial insemination...), zootechnic and economic monitoring, farm networks programme, as well as the livestock farmers expectations in terms of herd management. To achieve these aims, a strong concertation will be necessary alongside the projet between the client (Government of New Caledonia, assisted by the DAVAR), the contractor (Chamber of Agriculture) and other stakeholders of the livestock sector in New-Caledonia. In particular, a connexion will be set up with the existing informaiton systems (information system of the Cattle organisation, of the sanitary and statistic services of DAVAR... To handle this identification framework, the Chamber of Agriculture has already chosen an existing information tool broadly used in mainland France, called ORANI and developed by ARSOE de Ceyzeriat (CMRE), which is an SSII company specialised in agriculture softwares. Objectives : The Government of New-Caledonia has called for the technical assistance of the French Livestock Institute, due to its strong experience of: - technical assistance to clients in the design of animal information systems and frameworks, procedures and specifications, - technical assistance to contractors - coordination with all the stakeholders in France and in several countries.
