2 Visioning Process Purpose Statement To engage key affected agencies, community groups, and other stakeholders in an effort to develop short and long term viable governance options for the South Orange County study areas. 2
3 Visioning Process - Timeline September 2013: October 2013: July 2014 August 2015: September 2015: OC LAFCO adopts Visioning Process. OC LAFCO works with County and Rancho Mission Viejo to develop fiscal model. OC LAFCO begins facilitated discussions with RSM and RMV stakeholders. OC LAFCO engages cities, public agencies and communities in South Orange County. December 2015: OC LAFCO prepares report on future of South Orange County governance. 3

Generation of stakeholder input and dialogue about the potential governance scenarios. Identification of possible timing and next steps for viable governance scenarios in the RMV Study Area. 7
