1 INCE Foundation, Inc. Supporting education in noise control engineering INCE Foundation Summary Report [10.2] For INCE/USA Board Meeting of 2015 February 7 Submitted by Eric W. Wood 2015 January The INCE Foundation provides the financial support for INCE/USA awards, typically in the range of $10,000 to $20,000 annually. In 2014 the INCE Foundation funded INCE/USA cash awards totaling $20,935, and Beranek medals to 18 students from nine schools. The 2014 INCE Distinguished Noise Control Engineer Award was provided to Jim Thompson and Stuart Bolton. Each year approximately 100 generous people make tax-deductible donations to the Foundation typically ranging from $10 to $1000 and more. All donations are appreciated and acknowledged. The Foundation directors and officers receive no compensation, thus all contributions go directly towards supporting our mission. Thank you for helping the Foundation support education in our important profession of noise control engineering. A list of honors and awards presented by INCE/USA, many with support from the INCE Foundation, is available on the INCE website at the following link: The editorial in the December 2014 issue of Sound & Vibration also provides information about the INCE Foundation. The 2014 Newsletter of the INCE Foundation is included at the end of this report. 1. New Initiatives 3M Thermal Acoustic Systems provided $2000 to the INCE Foundation this year to fund both the Classic Papers in Noise Control Engineering presentation awards and the E-A-R Thermal Acoustic Systems Student Travel Awards. Thank you to our VP Steve Sorenson for making this happen. The INCE Foundation has received generous donations of $11,000 from the Michiko So Finegold Memorial Trust supporting travel by 14 graduate students to our Noise-Con 2013 and 2014 national conferences. We expect to continue receiving annual endowment funding for support of this award. The INCE Foundation has received generous donations of $12,500 from the Hallberg Foundation. It was used this year to support travel by 12 students to our Noise-Con 2014 national conference in Fort Lauderdale and will be used next year to support student travel to InterNoise I understand that this might become an endowment with similar annual funding in future years. The first Laymon N. Miller Award for Excellence in Acoustical Consulting will be provided by NCAC during 2015 to an individual who has practiced acoustical consulting in an exemplary manner over a sustained period of time to improve acoustical environments in and around buildings, transportation systems, work places, recreational and other occupied spaces such that the quality of life for citizens and communities is significantly enhanced. Technology for a Quieter America (TQA) Fund and Follow-up Programs The INCE Foundation received significant contributions from the Noise Control Foundation to establish the TQA Fund for the purpose of supporting follow-up programs on the findings and recommendations of the Technology for a Quieter America report published by and available from The National Academy Press. Organizations carrying out the TQA follow-up program include the Noise Control Foundation, the INCE Foundation, the National Academy of Engineering, and INCE/USA. The Follow-up workshop report entitled Noisy Motorcycles - An Environmental Quality-of-Life Issue and the workshop report entitled Cost-Benefit Analysis Noise Barriers and Quieter Pavements are both available for download without cost as public information documents at the INCE/USA website. The most recent Follow-up workshop entitled Reducing Employee Noise Exposure in Manufacturing - Best Practices, Innovative Techniques, and the Workplace of the Future was organized by the U.S. National Institute for Occupational Safety and Health, the TQA Follow-up team, and the INCE Foundation and was hosted by the National Academy of Engineering at the Keck Center, in Washington, DC, on 19 and 20 February The report for this workshop will be completed shortly for posting on the INCE/USA website. A proposal will be submitted to the National Academy of Engineering for the next workshop to be held during October 2015.

The fifth awardee is Philip Feurtado of Penn State Univ. for "A Design Parameter for Acoustic Black Holes." In order from L to R are shown Yangfan Liu, Peng Wang, Bao Tong, Olivier Robin and Philip Feurtado. The bottom photo showing 14 students contains the 12 who won the Hallberg Foundation award plus the 2 who won the E-A-R Thermal Acoustic Systems award.

4 Newsletter of the 2014 INCE Foundation President s Message The INCE Foundation had another good year. We provided awards to 24 students, and we supported Technology for Quieter America Follow-up Programs. We have received generous donations of $5000 for 2014 awards and $7,500 for 2015 awards from the Hallberg Foundation arranged by our member Douglas F. Winker. These donations are to support student travel to our conferences. Twelve students received travel funding to attend NOISE-CON A similar number of students will receive funding to attend INTER-NOISE 2015 next year. Vice Presidents Jeff Fullerton of Acentech and Steve Sorenson of E-A-R do the planning for this award. Another new award was made possible by a permanent endowment from the Michiko So Finegold Memorial Trust in memory of our friend, colleague, and contributor to our profession. Six worthy graduate students at six schools each received financial support to facilitate their travel to our NOISE-CON 2014 national conference in Fort Lauderdale. The E-A-R Thermal Acoustic Systems Award was made possible by Aearo Technologies, LLC, a wholly owned subsidiary of 3M. This award supported travel to NOISE-CON 2014 for two students, one from Purdue and one from the University of Kentucky. The INCE/USA Old Meets New Presentation Award (Classic Papers in Noise Control Engineering) recognizes student presentations of seminal papers in the field of noise control engineering with generous support from E-A-R. This year the award went to a student at Purdue. These students received a nice certificate and a much appreciated check during the well-attended Awards Ceremony at the conference. We plan to make similar awards in future years. Approval has been received and progress is being made for our newest annual award starting in 2015 in honor of Laymon Miller for Excellence in Acoustical Consulting. The award policy statement provides that The Laymon N. Miller Award for Excellence in Acoustical Consulting is an annual award to be provided jointly by the National Council of Acoustical Consultants (NCAC) and the Institute of Noise Control Engineering of the United States of America (INCE/USA). This award is to be provided to an individual who has practiced acoustical consulting in an exemplary manner over a sustained period of time to improve acoustical environments in and around buildings, transportation systems, work places, recreational and other occupied spaces such that the quality of life for citizens and communities is significantly enhanced. Leo Beranek Medals along with autographed copies of the book Sound Ideas Acoustical Consulting at BBN and Acentech were received by eight undergraduate and eight graduate students deemed to be worthy by their professors at nine schools in North America to recognize excellence in the study of noise control. INCE/USA Student Paper Competition Awards were received by five students from four schools during NOISE-CON 2014 in Fort Lauderdale. The 2013 Martin Hirschorn IAC Prize Best Paper Award was received by the six coauthors of the paper Numerical optimization of the tonal noise of a backward centrifugal fan using a flow obstruction, published in the May-June 2013 issue of Noise Control Engineering Journal. These award winners have earned and deserve our recognition. They represent the future of our important noise control engineering profession. continued on next page

5 Our "Technology for a Quieter America Fund" (TQA Fund), established with donations from the Noise Control Foundation, provided support for two roundtables hosted by the National Academy of Engineering during The roundtable report Cost-Benefit Analysis: Noise Barriers and Quieter Pavements is available for free download as a public information document on the INCE/USA website. The roundtable report "Reducing Employee Noise Exposure in Manufacturing -- Best Practices, Innovative Techniques, and the Workplace of the Future" is now being prepared and we expect it will be available early next year for free download as a public information document on the INCE/USA website. Several INCE/USA honors and awards were presented during 2014 without funding from the INCE Foundation: INCE/USA Distinguished Noise Control Engineer Awards were received by Jim Thompson and Stuart Bolton for their outstanding service to the Institute and to the field of noise control engineering over a sustained period. * * * * * * Contributions from you and your colleagues allow the INCE Foundation to continue making awards that recognize worthy members or our noise control engineering profession. The report was prepared by a study committee chaired by George Maling, and was published in The booklet Noise and Vibration Control: Principles and Applications which was prepared by Stig Ingemansson, and has been made available through the generosity of Ingemansson Technology AB as a tribute to Stig who passed away a few years ago. 3. A CD-ROM which contains the technical papers in volumes 1-48 ( ) of Noise Control Engineering Journal. Volumes 1-41 have been scanned and converted to PDF files; volumes were prepared as PDF files. The CD is being made available by the Foundation as an educational tool, and I think that you will find many papers of interest in the collection. The awards were presented at NOISE-CON 14 in Fort Lauderdale. The winners and their institution were Olivier Robin, Université de Sherbrooke, Measuring sound absorption coefficient under a synthesized diffuse acoustic field; Bao Tong, Purdue University, Atmospheric Effects on Noise Propagation from an En-route Aircraft; Peng Wang, University of Kentucky, Impedance-to-Scattering Matrix Method for Silencer Analysis; and Yangfan Liu, Purdue University, High Frequency Sound Field Simulation by the Method of Local Basis Representation.
