Organizational Chart Figure 9 Department Services This department is responsible for human resource programs for the District. They plan, develop and manage programs such as recruitment and selection, job classification, compensation management, benefits administration along with managing district-wide safety programs, policies, procedures and training. This department reports both to the ACHD Director and Chief of Staff. 62

2 Performance Measurement These are the current goals of the Human Resources Department. Develop effective and innovative methods of addressing the needs of the District. o 2015 Status - The District has continued to build on the Safety and Wellness Programs for the District. The Safety Coordinator and Training Specialist have worked to include the majority of safety training during the new employee onboarding process. This has ensured that our newest team members have the industry standards training before they begin working on the crew. This has also helped to promote our culture of safety and its importance. Helping our employees make healthy choices remains a focus of our Wellness Program. The District is continuing their partnership with Idaho Athletic Club but actively seeking other ways to involve new partners to enhance the program. The District completed an employee survey to gain feedback from employees on their desires for the wellness program and is developing a plan to implement some of the input received. The District introduced tobacco and non-tobacco rates for medical coverage along with providing education and cessation classes. This program was successful in educating our employees and resulted in a 6% decrease in tobacco use. o 2016 Objective Continue to refine the focus on a safety oriented culture at the District which will include more proactive safety training and the continued focus on safety in all we do. We are continuing to find new opportunities to partner with health, fitness and nutrition providers in the community to provide our employees with new ways to actively pursue healthy lifestyles. Tobacco cessation will continue to be a focus during 2016 and providing resources for employees and their dependents that will support their healthy choices relating to tobacco use. We will also continue to educate our employees on their health insurance benefits and how healthy choices can impact their health as well as helping to reduce health care costs. We are looking to add to our existing partnerships in wellness with the goal of reaching even more of our employees with our wellness initiative. Develop and implement employee training programs related to leadership, customer service and utilizing / implementing District policies. o 2015 Status The HR team is continued to work to more fully implement the HR module of Viewpoint and this work will continue into The training specialist has developed partnerships with training vendors in the community allowing the District to deliver on-sight training to our employees at a significant savings to the District. Additionally, this year the District saw a record number of our operational employees recognized a Road Scholar Graduates. These programs have allowed the District s training program to reach a larger number of District employees that in the past. o 2016 Objective The HR team will continue to develop and refine the technical tools necessary to fully implement not only our training programs but also to 63

3 provide a higher level of customer service to our employees. We are looking to more fully implement the HR module of Viewpoint during Additionally, we will continue to more formally implement the District Leadership training program. Provide expedient, accurate and efficient information and services. o 2015 Status Communication has been improved through the use of the District s intranet, focus monitors and various employee communications through posters, s and informational meetings. Additionally, the Safety Coordinator and Training Specialist have begun attending many of the crew meetings and job sites for our operational employees. These efforts have assisted in ensuring that our operational employees have regular contact and interactions for informational purposes. o 2016 Objective - Continue to improve on communication to all District employees by utilizing the District s intranet, additional installations of focus monitors and additional informational meetings. Communication is an area that must always remain in the forefront as of focus and continually seeking out the most efficient method of getting information to our staff. 64
