4 UNC Partnership for National Security Degree and Academic Support Programs UNC Systemwide Evaluation and Recommendation for Veterans Education and Services (UNC SERVES) In April 2011 the UNC SERVES workgroup issued a report to the President evaluating the state of active duty military and veteran affairs at UNC institutions and providing recommendations for institutional, system-wide, and state/federal statutory policy changes, regulations and/or guidelines to improve access, retention and graduation of active duty military and veterans at UNC institutions. 8 UNC Partnership for National Security NC General Assembly Update Senate Bill 613 An Act to Create the NC Military Affairs Commission Effective August 1, 2013 Abolished North Carolina Advisory Commission on Military Affairs Established North Carolina Military Affairs Commission Governor s Military Advisor serves as administrative head of Commission and is responsible for operations and normal business activities of Commission. The Commission shall provide advice, counsel, and recommendations to the Governor, the General Assembly, the Secretary of Commerce, and other State agencies on initiatives, programs, and legislation that will continue and increase the role that North Carolina's military installations, the National Guard, and Reserves play in America's defense strategy and the economic health and vitality of the State. 9 UNC Partnership for National Security NC General Assembly Update Residency for Tuition Purposes Senate Bill 357 In-State Tuition for Veterans Would waive the 12 month requirement for veterans qualifying for admission to a state institution of higher education whose last duty station or home of record was North Carolina Tabled until 2014 session UNC Board of Governors The Special Committee on Military Affairs recommended and the full Board has approved a state legislative policy priority to enable certain service members, veterans and/or their families to qualify for early residency for tuition purposes The Board is seeking the following state legislative policy item: The Board of Governors seeks delegated authority from the North Carolina General Assembly to establish tuition rates for military-affiliated students Support the Warfighter. 10 UNC Partnership for National Security Federal Legislative Update The GI Bill and Residency for Tuition Purposes H.R. 357 GI Bill Tuition Fairness Act of 2013 Would allow a veteran to enroll in a public college or university at the in-state tuition rate, regardless of his/her state of residence Has no limitations on service requirements January 23, 2013 Introduced by Rep. Miller (R-FL) with 50 cosponsors (27 D, 23 R) June 3, 2013 Approved by House Veterans Affairs Committee S. 944 Veterans Educational Transition Act of 2013 Would allow a veteran to enroll in a public college or university at the in-state tuition rate, regardless of his/her state of residence, within two years of release or separation from active duty, if she/he served at least 180 days of active duty. Has limitations on service requirements including allowing states flexibility in compliance. May 15, 2013 Introduced by Sen. Sanders (I-VT) with Sen. Burr (R-NC) as a cosponsor July 24, 2013 Approved by the Senate Veterans Affairs Committee Support the Warfighter. Contribute to the Mission. Grow North Carolina's Economy.

11 UNC Partnership for National Security Federal Legislative Update Status in other states States have unconditional waivers 7 states have conditional waivers based on school system policies Mississippi has a special case where veterans have to meet specific criteria to be given the in-state residency waiver 9 states (including North Carolina) are currently looking at legislation to grant instate tuition Unconditional Waiver: Residency waiver applies to all state public schools (2-year and 4-year); waives residency requirements for eligible veterans within 12 months of separation from military. Conditional Waiver: The state does not have a law granting the waiver, but the state s school system or individual schools in the state have an established policy granting the waiver for veterans. 12 UNC Partnership for National Security U.S. Special Operations Update U.S. Special Operations Command (SOCOM) directive issued January 2013 states that by Fiscal Year 2015, components working with the support of HQ USSOCOM will : 1. Create programs that provide enlisted personnel the opportunity to earn an Associate s degree 2. Create programs that provide SOF the opportunity to earn a Bachelor s degree through affiliated civilian institutions and/or the Joint Special Operations University 3. Create programs that provide SOF the opportunity to earn a Master s degree through traditional Service programs, civilian institutions, and JSOU sponsored programs 4. Develop doctorate degree granting programs that provide the SOF Enterprise with a stable of educators and a pool of strategic thinkers Goals: Operators earn BS/BA by rank of E-9 (Sgt Major/Chief Master Sgt/Master Chief Petty Officer) and MS/MA by rank of O-5 (Lt Col/Commander). Confer a minimum of 10 doctorate degrees a year. Support the Warfighter. Contribute to the Mission. Grow North Carolina's Economy.

Completion time is dependent on military occupational specialty (MOS), but it is intended to coincide with completion of the Senior Leaders Course (SLC). 31 Who We Serve The base is home to more than 160,000 Marines and Sailors and their dependents from around the world. On a monthly basis, the UNC System office assists over 200 prospective students. This population prefers Distance Education: Hybrid/Online Video-teleconferencing (VTC) Major program interests include: Criminal Justice/Criminology Business Administration Education Engineering Healthcare professions

32 Major Challenges Although there are more than 300 undergraduate and graduate online programs throughout the 16 universities, this population is looking for more. The majority of these students have not completed an associates degree or college credit coursework equivalent to general education requirements. Because our online undergraduate programs are bachelor-completion programs, we are losing more than 90% of the students that we advise to other institutions. There are several programs that this population would like to see offered via Distance Education: M.S.W. Social Work B.A. History Physician Assistant (PA) programs Undergraduate programs in Engineering

33 Program Opportunities The MCB Camp Lejeune Education Services Officer (ESO) is looking to expand higher education opportunities. Fully online baccalaureate degrees that include both degree and general education courses and requirements Physician Assistant programs via online and/or VTC Master of Healthcare Administration via VTC Doctoral Program in Leadership and/or Educational Leadership via VTC The UNC System has developed unique relationships to establish new programs and student internship opportunities, and to promote current Distance Education programs throughout the 16 universities.
