Reporting Schedule for October 2015 Collection Report Date Certification Deadline Final Certification Deadline SIMS October 1, 2015 October 29, 2015 November 5, 2015 SCS October 1, 2015 December 3, EPIMS October 1, 2015 December 3, The full Data Collection reporting schedule for the school year will be posted here: Data Collection Reporting Schedule 4
General Announcements for October Remember to refer to the updated data handbooks and error lists to help with your reporting. They will be posted soon remember to save or print them Remember to do a clean up of Directory Administration for your district. Also remember to add SIMS Contact and/or EPIMS Contact functions to your security portal access if you want to be included in the relevant communication from ESE. 5
SIMS Changes: Summary 1 new element: DOE030 Non-Instructional Title I Targeted Assistance Services Updated coding instructions for elements: DOE012 Enrollment Status DOE019 Low Income Status DOE021 ELL Students in First Year in U.S. School DOE036 Special Education - Primary Disability DOE040 Special Education Evaluation Results 6
DOE030: Non-Instructional Title I This element will be used to identify students who are receiving noninstructional Title I targeted assistance services. Acceptable Values 00 = Not Receiving Non-Instructional Title I Targeted Assistance Services 01 = Guidance/Advocacy 02 = Guidance/Advocacy & Health/Dental/Eye Care 03 = Guidance/Advocacy & Health/Dental/Eye Care & Other Non- Instructional 04 = Guidance/Advocacy & Other Non-Instructional 05 = Health/Dental/Eye Care 06 = Health/Dental/Eye Care & Other Non-Instructional 07 = Other Non-Instructional 7
DOE030: Non-Instructional Title I This element is new to SIMS this year, but the collection and reporting of this information is not new. This only applies to districts who have Title I targeted assistance services. Districts that are non Title I or are school-wide Title I can report this element as 00 (Not Receiving Non- Instructional Title I Targeted Assistance Services) for all students 8
DOE012 Reminders Educating district should report student in SIMS If student is outplaced, the home district should report the student in SIMS. Home district = where the student resides on report date Special education students who are nonattenders should be reported with a DOE012 value reflecting the correct transfer or dropout category. They should not be reported as enrolled if they are not attending. 9
DOE012: Expelled Students Student Discipline Regulations require that school districts offer education services to suspended and expelled students Expelled students who are receiving education services from the district should be coded as enrolled (01) in DOE012 Expelled students who refuse or do not reply to the offer of education services should be coded as expelled (05) in DOE012 10
DOE019: Low Income Status Starting this school year, districts are not required to report this low income data in SIMS. Districts can choose to report all students as 00. This does not mean that districts should stop collecting free and reduced lunch forms those are still needed in order to administer the lunch program and apply for reimbursement. 11
DOE019: Low Income Status The new metric used by ESE for data and reporting is called economically disadvantaged. It is based on a student's participation in one or more of the following state-administered programs: SNAP (Supplemental Nutrition Assistance Program) TAFDC (Transitional Assistance for Families with Dependent Children) DCF foster care program MassHealth (Medicaid) ESE will obtain this information directly from Health and Human Services For more information on redefining low income 12
DOE021: First Year ELL Applies to grades K-12 (PK and SP should be coded 00 does not apply) There will not be a bubble on the PARCC or MCAS test booklets to identify a student as first year ELL The DOE021 element in SIMS will be the sole source of the data. Very important to report accurately! 13
DOE036: Nature of Primary Disability Developmental Delay is a valid reporting option for 3-9 year olds only There are two reporting options for students who turn 10 and still have developmental delay as the primary disability on their IEP: Report a different disability category in DOE036 based on the staff s best knowledge of the student Report the student as no longer special ed for the current SIMS reporting period (DOE034=01), and report the new disability in the next SIMS reporting cycle after the student has been re-evaluated. 14
DOE040: Special Education Evaluation Results Students who are eligible for special education services but opt out/reject services should be coded 09 in DOE040 Code 09 in DOE040 used to be only applicable if services were declined after initial evaluation. Code 09 may now be used for any instance when a student who is eligible rejects special education services during the reporting period in question, whether or not an evaluation preceded the rejection. 15
EPIMS Changes: Summary 1 new element: SR38 Beginner Educator Identifier Updated coding instructions for elements: SR09 Employment Status SR34 Impact on Student Learning & Achievement SR29 SR35 Educator Evaluation elements WA17 Term Status at Time of Collection 16
SR38: Beginner Educator Identifier This element will be used to identify if the staff member is in their first year of experience in their primary job classification. 00 = No 01 = Yes Acceptable Values 17
SR09: Employment Status Acceptable Values 01 = Working, district employee 02 = On Paid Leave 03 = On Unpaid Leave 04 = Exited 05 = Working, non-district employee **new value** The new value 05 allows districts to report staff members as non-district employees. Examples: contracted employees or town employees that work in the district. 18
SR29-SR35: Educator Evaluation In October EPIMS, we are accepting evaluation data for administrators whose evaluations were not complete for the EOY EPIMS deadline. This year, all districts including collaboratives are required to report educator evaluation data via EOY EPIMS, with the exception of commonwealth charter schools who do not have an evaluation system that conforms with state regulations. Individual evaluations that do not meet the regulations will not be accepted in EPIMS reporting. If the evaluation data does not meet regulations, the staff member should be coded as 00 not evaluated 19
SR34: Impact on Student Growth & Achievement Acceptable Values 00 = Did Not Collect Data 01 = Low Impact Rating 02 = Moderate Impact Rating 03 = High Impact Rating 04 = Year 1 of Data Collection - no rating determined **new** 05 = Year 2 of Data Collection - no rating determined **new** 99 = Not Applicable Roughly 50 districts are expected to report Student Impact Ratings for some educators this coming year 04 is for districts who were granted a 1 year extension on reporting this rating 05 is for districts who are using 3 year data trends to determine this rating 20
WA17: Term Status at Time of Collection Acceptable Values 01 = Active Term 02 = Inactive Term 03 = Active Term, Inactive Assignment **new** The new value 03 allows districts to report a WA record for a staff member who held the assignment at one point during the active term, but is not active in the assignment on report date. Example: primary teacher goes on leave and long term sub takes over. Both can have a WA record in the active term the primary teacher coded as WA17=03 and long term sub coded as WA17=01. 21
SIF Only SIF certified SIS vendors can be hired For districts live in SIF, SIMS and SCS should be submitted via SIF. EPIMS will still be legacy for everyone for this reporting period If your district is SIF 2.7, you will have the option to submit SSDR reporting via SIF instead of file upload. 22
Questions? My contact information: Melissa Marino (781) **I will be on leave during the October collection. Your support specialist will be your primary point of contact on all things data collection** Check the online list of Data Collection support specialist assignments to find the support specialist for your district 23
