Submit this completed application, including the Government Endorsement Form, to AFCI, along with a payment (wire transfer, credit card, or check) for $350 USD non-refundable Application Fee (includes 1 FCF Online Registration) and $750 USD for the frst year annual dues ($1,100 USD total). Dues will be pro-rated in the second year to bring annual billing date to the calendar year, January 1 December 31. Applications will not proceed until application fee and annual dues are paid in full. At the time of application, please include a photo (digital format required) of the flm commissioner. Te AFCI Membership Committee reviews application information. 3. Notice of new applications will be posted monthly to AFCI Full Members, allowing a 30-day comment period/review. 4. Following the 30-day membership review, if no concerns are raised, the Membership Committee may approve the membership application. 5. Applicant is notifed of application status, and has 18 months to satisfy Full Membership Requirements: Successful completion of Film Commission Fundamentals and Film Commission Professional (both courses are available online). Tis can be from a city government, a county government, a state/provincial government, a regional government, or a national government. Please have this section completed by that government authority for EACH jurisdiction the flm ofce/commission will represent. Example: If your ofce covers 2 counties submit 2 completed government endorsement forms (one for each county represented). Te following criteria must be satisfed by all applicants for Active Membership in AFCI: D. Te flm commission must provide core services, without fee, including (a) location scouting assistance, (b) liaison services with Industry facilities and services, (c) augmented research, and (d) liaison to and among the community, production companies and government. E. Te flm commission must avoid conficts of interest between the ofcial duties and services of the flm commission ofce and the private fnancial interests of the flm commissioner and flm commission employees. Te commissioner and the commission staf is prohibited from engaging in any commission actions for the purpose of personal gain or gain to any of their colleagues, family, employees, or associates. Similarly, the flm commission must not be controlled by a labor union, private for-proft business organization or proprietary commercial entity, in such that the autonomous performance of duties is afect by political or personal/corporate gains. F. Te flm commission must provide full flm liaison and location services, and location scouting upon request to the qualifed imported and indigenous production community. Location services shall include augmentation of location research. G. Te flm commission must provide service and support from the initial contact to the close of production, including on-call problem solving. In providing its services, the flm commission should work with and be supportive of the local production community, particularly in the areas of information and referral services. H. Te flm commission must be endorsed and supported as the flm commission for a defned geographic area, by the respective national, state, provincial or local government, and must verify and document such afliation at the time of application using forms prescribed by the Board of Directors. I. Te flm commission must act as liaison between the Industry and all levels and units of government. Tis includes, but is not limited to, facilitation of permitting. J. Te flm commission may utilize volunteers as long as all such volunteers are under the supervision and control of a Film Commissioner. K. Te AFCI Representative must satisfactorily complete an AFCI training program, as may from time to time be determined by the general membership, within eighteen (18) months of the approval of interim membership for new Member flm ofces, and within eighteen (18) months of the date of designation as AFCI Representative in the case of a change in the designated AFCI Representative within the ofce of a continuing Member. AFCI Representatives may satisfy this requirement by submitting proof of prior completion of the AFCI training program.
