Tollett, Superintendent Subject: Rules Governing the Salary Schedules The Caldwell Parish School Board, at its regular meeting on January 10, 2013, approved changes to the salary schedule to comply with Act 1 of the Louisiana 2012 Legislative Session. These schedules, along with the rules governing them, are shown below and/or attached to this memo. 1. Placement The salary of all new employees and changes to an employee s salary are to be approved by the Superintendent and submitted to the Payroll Clerk by circling the appropriate page, schedule, salary and step from the Salary Schedule. 2. Advancement Salary advances will be automatic on July 1 if an individual is rated in the performance evaluation program as Effective-emerging, Effective-proficient, or Highly Effective, and If they served at least one-half of a normal employment year. No employee who is rated ineffective shall receive a higher salary than the salary received in the year of the evaluation. 3. Implementation Implementation of this salary schedule will occur in fiscal year with the understanding that the amount of the annual base salary paid to an employee in any school year shall not be reduced below the amount of such base salary paid during the previous school year, nor shall the amount of the annual base salary paid to such school personnel be reduced at any time during an academic year. The limitation on the reduction shall not be applicable to:
2 a. The correction of any accounting errors or to a reduction necessitated by the elimination of a state program or state funding. b. The reduction of any local salary supplement funded, in whole or in part, from a revenue source requiring voter approval when such voter approval has not been obtained. c. When a person is promoted to a position of higher salary is demoted in accordance with applicable law and local board policy to a lower position. In such a case, the employee shall return to the salary previously received in the lower position from which he was promoted. 4. Steps Steps will not equal years of experience because of the conditions related to Advancement as shown in number 2 above and Implementation as shown in number 3 above. 5. Teacher Salary Supplements Supplements shall be paid to teachers who are also athletic coaches, band directors, cheerleader or dance-line sponsors and athletic directors in the amounts shown in existing Caldwell Parish schedules. Such supplements shall not be paid in any year in which the employee does not perform such additional duties, and such supplements shall not be considered part of the employee s annual base salary. 6. Experience and Demand- All certified employees are considered equally important. Therefore the experience and demand is rewarded to all certified personnel equally. 7. Performance Supplements Supplements in the amount shown in the attached schedules shall be paid to certified school personnel who qualify as determined by the performance evaluation program provided in LSA-R.S. 17:3881 through Such supplements shall not be paid in any year in which the employee s performance is rated ineffective and shall not be considered part of the employee s base salary. 8. Overtime Principals and Supervisors must get advance written approval from the Superintendent or his/her designee to pay workers overtime pay (i.e. time and one-half of their regular annual salary). 9. Pay Cycle Monthly payroll checks will be issued to each employee and placed within one of the three Pay Cycles shown below based upon the number of work days they would have worked if they started on the first day.

September 25 August Monthly Salary An employee s gross monthly salary before deductions is calculated by taking the annual salary less any supplements and dividing the result by 12. Checks will be distributed on the 25 th day of each month or the last working day of the month. 11. June Supplement The June supplemental amount depends on the amount of sales tax collected and is distributed as an equal percent for each employee. 12. Deviations The Superintendent is authorized and must approve any deviation from salary schedule(s) in writing when the best interest of the Board will be served. Date Mr. C.R. Caldwell Parish School Board Coaching Supplements *The Middle School Head Coach schedule applies to Football, Basketball, Baseball or Softball only. *The Middle School Coaching schedules combinations can only be 10 & 12 or 11 & 12.
6 Caldwell Parish School Board Rules Regarding Athletic and Other Supplements Regulations for Receiving Supplements 1. High School Head Football Coaches will be paid 10/9 of the teacher salary schedule plus the head football coaching supplement. No additional supplements shall be paid to High School Head Football Coaches even if they coach another sport. 2. All other head coaches and assistant coaches shall be paid for no more than two sports. 3. Coaching supplements for assistant coaches will only be allowed for football, basketball, baseball, softball or track. 4. Athletic supplements paid for other sports shall only include cross country, golf and tennis. 5. Off-season training shall be the responsibility of the head coach. 6. Supplements of $2,500 shall be paid to High School Athletic Director(s). Middle School Athletic Director(s) shall be paid $1,000 (if one is needed). Principals are not eligible to receive this supplement. 7. A coach, danceline sponsor, cheerleader sponsor, or band director on sabbatical leave shall not receive a supplement while on sabbatical leave, and the value of this supplement shall not be used to calculate the salary to be paid an employee on sabbatical leave. 8. The Superintendent may assign coaching supplements that differ from the salary schedule if a coach is also an assistant principal or an administrative assistant. National Board Supplements:
7 *The national Board supplement shall begin in the school year immediately following the school year in which the employee is awarded the certificate provided he/she submits appropriate documentation to the Human Resources.
