1 Plymouth City Council Equality and Diversity Targets Departmental Progress Report For CEG - August 2009 Children and Young People Service 1 All Departmental Management Teams agreed to contribute to the following council wide and department specific targets for 2008/09. We have a total of 12 corporate targets achieved; 3 are still on target; 7 have some slippage with 1 slipped. With regard to their specific targets Children and Young Peoples Service have 2 achieved; I with some slippage and 3 that have slipped. Combined with their contribution to the corporate targets this means that Children and Young Peoples Service have 14 achieved; 3 on target; 4 with some slippage and 8 slipped. Problem solving is in hand in relation to the targets that are not on track and we are in the process of resetting our targets for 2009/10 accordingly. Corporate Wide Targets Contribute to achieving Level 3 ESLG by March 09 with specific actions in August and November Progress as per 2009 outturn Corporate Target Achieved ahead of schedule: Level 3 achieved November Children s Services Achieved ahead of schedule: Level 3 of ESLG achieved in November Improve their base line EIA s completed in within the 2008/11 programme. Ensure places on equality and diversity training is taken up to 90% of the booked rate. Achieved and exceeded: Annual target was 103 and we achieved 110 (107%). Slipped: Feedback on this learning and development opportunity remains exceptionally positive. Of 602 booked places for Equality and Diversity Training 397 (66%) attended. Regular reports on slippage and problem solving have been taken to and by CEG and disseminated within departments. General issues about staff take up training opportunities across PCC are being addressed through Learning and Development and DMT s. Achieved: Improved from 31% to 100% of target: 8 EIA's undertaken in 2008/9-100% of target. 1 scheduled EIA not completed and one new one added. Slipped: In 2008/9 places on equality and diversity training were taken up to 75% of bookable rate.
2 2 Improve the corporate baseline of 87% objectives achieved or on line in the disability equality. Improve the corporate baseline of 81% objectives achieved or on line in the gender equality. Meet the corporate baseline of 100% objectives achieved or on line in the equality scheme. Use Diverse Plymouth initiative to consult with diverse communities and set a number of times to do this in 2008/0 9 and met the targets year on year. Use the corporate incidents reporting system and increase users satisfaction. By 2008/09 lead on the PLACE survey to set corporate baseline and targets. Achieved: This year we have achieved or have on target 47 of our 56 actions (84%): 4 remain on target (7%) and 5 show some slippage (9%). Problem solving in relation to the last 5 is in hand. Achieved: This year we have achieved 13 (93%) actions and 1 remain on target (7%) making a 100% outturn. Some Slippage: This year we have achieved or have on target 62 of our 67 actions for the year (92%): 21 are achieved (31%), 41 remain on target (61%) and 5 show some slippage (7%). Problem solving is in hand. Some Slippage: Diverse Plymouth initiative available and diverse communities have signed up. Use of the initiative is variable across departments. Link to CIP 2 work as a way to take work forward. Achieved: 25 corporate 'ist' incidents reported (plus140 racist incidents in schools -these do not have follow up or satisfaction ratings).14 (56%) of the corporate reports were followed up for satisfaction 13 (93%) show satisfaction with the way their report was handled. Audit Commission: released July 09 Achieved: Improved: 100% of actions completed or on target. Achieved: Improved: 100% of actions in Gender Equality Scheme completed or on target. Some Slippage: 97.8% of actions in Equality Scheme completed or on target. 2 targets achieved (16.7%) and 10 on target (83.3%). Achieved: Current data shows that the number of declarations has reduced to 3160 (23%) where disability is 'not declared' by staff. Work to improve this by further reductions is in hand. Achieved: Monitoring introduced. Baselines to be set in 2010/11. Ensure we have 50% of women as our top earners. Some Slippage: Data from HR for 08/9 shows that 42.6% of the top 5% of earners are women. Ensure we have 5% of our top earners from ethnic minorities. Ensure we have 4% of our employees self identifying as having a disability. Ensure we have 5.5% of our employees self identifying as being from an ethnic minority community. Reduce the number of employees retiring early as a % of workforce over 50 years of age (excluding ill health retirements) from 6% to 5.25%. Some Slippage: Data from HR for 08/9 shows that 3.29% of the top 5% of earners are from ethnic minority groups. Achieved: Data from HR for 2008/9 shows that 66.7% of top earners are women. Slipped: Data from HR for 2008/9 shows that 0% of top earners are from ethnic minority groups. Achieved: Current data shows less than 1% of all complaints are about Children's Services (0.34%) with no complainants completing equality and diversity monitoring data. Attain 50% children achieve at least 78 points across the Early Years Foundation Stage with at least 6 in each of the scales in Personal, Social and Emotional Development, and Communication, Language and Literacy. Narrow the gap between the lowest achieving 20% in the Early Years Foundation Stage Profile and the rest to 30.8%.Improve staying on rates for learners with learning difficulties and disabilities (14-1survey). Commence monitoring to ensure diverse communities are not over-represented in complaints about adult or children s social care (Better care higher standards) setting baselines in 2008/09 and targets for 2010/11. Ensure diverse communities are not over-represented in appeals against pupil exclusions, statements of special educational needs or school admissions by comparison with the relevant pool within the wider community setting baselines in 2008/09 and targets for 2010/11. Reduce % of children who have experienced bullying in Slipped: 008/9 shows 73% of children achieving at least a level 4 at KS2 in both English and Maths. Slipped: 2008/9 data shows 45% of children are achieving 78 points across the Early Years Foundation Stage. Slipped: The gap between the lowest achieving 20% and the rest is 34.10% for 2008/9. Achieved: Work around setting baselines underway including: establishment of database to record information and letters being sent out in August to all those who have made complaints since April 2008 to gather baseline data. Some Slippage: Equality and Diversity pupil monitoring data is collected and maintained by schools, we are in the process of cross referencing this process with the authorities data against these specific areas in order to set baselines and agree any relevant targets. Achieved: NI 169 shows that 55.3% of children have experienced bullying in the past
