Minutes of May 28, 2013: Motion to Approve the Minutes: Legislator Lockwood Minutes of June 4, 2013: Motion to Approve the Minutes: Legislator Holst Second: Legislator Lockwood 2. Cell Phones Rick Hogan, Director of Central Services explained that the Technology Committee has to approve all electronics. Diane Breen from the Oswego County Probation Department explained with that the new electronic monitoring devices should be monitored 24 hours a day seven days a week. These cell phones would allow the department to do that. The legislators discussed the possibility of having these devices monitored through E911. Ms. Breen explained that not all the alerts that come through are emergencies and E911 does not have the software capable of managing the devices. Purchasing received and opened publicly four bids on May 29, The lowest responsible, responsive bid meeting specifications came from J&J Equipment, Brewerton, NY. Motion to accept: Legislator Martino Second: Legislator Potter Bid Cubic Yard Loader Oswego County solicited Bid #16-13 by direct mail to 12 vendors, legal advertising and the Purchasing website. Purchasing received and opened publicly three bids on June 4, The lowest responsible, responsive bid meeting specifications came from Tracey Road Equipment, East Syracuse, NY. Motion to accept: Legislator Lockwood Second: Legislator Martino Bid Rock Salt Oswego County solicited Bid #13-13 by direct mail to seven vendors, legal advertising and the Purchasing Website. Purchasing received and opened publicly four bids on June 17, The lowest responsible bid meeting specifications came from Cargill, North Olmstead, Ohio. Motion to accept: Legislator Potter Discussion: Highway Superintendent Kurt Ospelt explained that American Rock is the current supplier. He added that this new company will truck the salt to the county. Bid Pipe Oswego County solicited Bid #14-13 by direct mail to 16 vendors, legal advertising and the Purchasing website. Purchasing received and opened publicly four bids on May 29, The lowest responsible, responsive bids meeting specifications are split between two vendors, Contech Construction and Chemung Supply. 3 Motion to accept: Legislator Martino Vote: Unanimous 4. Highway A. Request for Equipment from Town of Sandy Creek Highway Department Motion to accept: Legislator Holst Second: Legislator Potter Discussion: Legislator Martino asked who runs the truck. Highway Superintendent Kurt Ospelt said the town does. Vote: Unanimous B. Resolution Authorizing Budget Modification Superintendent Ospelt requested to transfer $2, from account (Insurance Recovery Fund) into account (Highway Supplies, Maintenance of Roads and Bridges) and to transfer $8, from account (Insurance Recovery Fund) into account (Highway Supplies and Expenses, Road Machinery). Motion to accept: Legislator Potter Second: Legislator Martino C. Street swap request in Town of Altmar Superintendent Ospelt explained that the Town of Altmar is requesting that the county swap Cemetery Street for a portion of Mexico Street. He explained that he is reviewing this with the County Attorney and will have an entire report next month. County Attorney Richard Mitchell explained that there are several areas that will need to be evaluated prior to making a decision. Legislator L. LeClair asked what was the purpose of the swap. County Administrator Church explained that it will eliminate traffic confusion and enhance traffic flow. 5. NYS Department of Labor License Agreement Discussion Fulton Office Building County Attorney Richard Mitchell distributed a handout with the revised floor plan for the first and second floors of the area that the Department of Labor utilizes. They are currently occupying 915 square feet of space and are paying $8, per year; this is based on 630 square feet of space. It is recommended that their lease increase by 2% this year and 2% for Motion to accept: Legislator Potter 6. Solid Waste Director of Solid Waste, Frank Visser distributed a flyer regarding recycling. The cost for this project is part of the $5, a year they receive from the state for advertising. 7.
