1 Florida Emergency Preparedness Association Certification Program List of Approved Training Revised: April 20, 2015 The FEPA Certification Commission recognizes the following training courses as requiring no further documentation other than a readable copy of the training certificate. Although some courses may be longer than twenty-five (25) hours, a maximum of twenty-five (25) hours is awarded in any one course. Training courses not appearing on this list will be considered when appropriate documentation is provided. The FEPA Certification Commission will recognize the lesser of hours published on the course completion certificate or those on the approved list. In no case will hours exceed those published on the current FEPA Certification Program List of Approved Training. The reviewing Certification Commissioners will look for the certificate face value in terms of awarded hours identified on the course completion certificate. If training hours are not listed on the course completion certificate reviewers will look for the number of training days listed on the certificate to make a determination, no more than seven (7) hours will be given for each day. If the course that you are submitting with your application is not included on this listing, YOU MUST SUBMIT a Training Submission Form along with proof of attendance in the class and supporting documentation. NOTE: The column Hours may show two values (e.g. 20 / 16 hours), which represent two different course delivery methods. The notation directs the reviewing Certification Commissioners to look for the certificate face value in terms of awarded hours. In no case will hours exceed those published on the current FEPA Certification Program List of Approved Training. This list was developed because many of the older FEMA/EMI course completion certificates and the certificates issued by various emergency management agencies did not list course contact hours. This document then assists the Certification Commissioners during the application review. The FEPA Certification Commission provides this document as a guide for certification candidates as they prepare their certification application. 2 National Preparedness Goal The President issued Presidential Policy Directive-8 (PPD-8). PPD-8 is aimed at strengthening the security and resilience of the United States through systematic preparation for the threats that pose the greatest risk to the security of the Nation, including acts of terrorism, cyberattacks, pandemics, and catastrophic natural disasters. PPD-8 directed the Secretary of Homeland Security to develop the National Preparedness Goal in coordination with the heads of other appropriate Federal departments and agencies and in consultation with state, local, tribal, and territorial governments, the private and non-private sectors, and the public. The National Preparedness Goal establishes a capabilities-based approach to Preparedness. Simply put, a capability provides the means to accomplish a mission. The Goal addresses Preparedness for all Homeland Security : Mitigation, Prevention, Protection, Response, and Recovery. Prevention (PV): Actions to avoid, prevent, or stop a threatened or actual act of terrorism. Prevention capabilities include, but are not limited to, information-sharing and warning; domestic counterterrorism; and preventing the acquisition or use of Weapons of Mass Destruction (WMD). Protection (P): Actions to secure the homeland against acts of terrorism and man-made or natural disasters. Protection capabilities include, but are not limited to, defense against WMD threats; defense of agriculture and food; critical infrastructure protection; protection of key leadership and events; border security; maritime security; transportation security; and cyber security. Mitigation (M): Actions to reduce loss of life and property by lessening the impact of disasters. Mitigation capabilities include, but are not limited to, community-wide risk-reduction projects; efforts to improve the resilience of critical infrastructure and key resource lifelines; risk reduction for specific vulnerabilities from natural hazards or acts of terrorism; and initiatives to reduce future risks after a disaster has occurred. Response (R): Actions to save lives, protect property, and the environment, and to meet basic human needs after an incident has occurred. Recovery (): Actions to assist communities affected by an incident to recover effectively. Recovery capabilities include, but are not limited to, rebuilding infrastructure systems; providing adequate interim and long-term housing for survivors; restoring health, social, and community services; promoting economic development; and restoring natural and cultural resources. 2
