1 Part I Reading Comprehension International Herald Tribune (Dec ) Editorial page: A premature constitution Test 01 The leaders of the European Union are facing a fateful moment this weekend when they decide at their summit in Brussels whether to accept the draft of a constitutional treaty. Much of the draft is essentially a codification of the tangle of oft-revised treaties and rules that now govern the EU. The draft also attempts the Solomonic feat of creating power-sharing arrangement that would satisfy 15 current and 10 incoming members of hugely different size and wealth. Other key proposals include the new positions of an EU president and an EU foreign minister. These are all useful and necessary changes to avoid political paralysis in a greatly enlarged and diversified Union. The real problem with the constitutional project is not in the draft which, after all, can be fine tuned but in the fact that the exercise has failed to generate much interest in the broad European public. Even if the summit this weekend approves the draft, it might well founder in the national referendums that several states have decreed as a condition for ratification. There are several reasons for this. One is that the goings on in that faceless entity that Europeans refer to as Brussels are about as exciting as a day-old baguette, and the European Parliament does not have the legislative powers, or the knack to generate a buzz.* For all the control that Brussels has over the lives of all Europeans and it is expanding daily few Europeans really understand the balance of powers among the Council, the Commission, the ever-changing president, the Parliament and the innumerable agencies.
