2 Introduction An Innovation Configuration is created to allow the monitoring of district-wide implementation of professional development and resources that are linked to specific desired outcomes. Too often, educators begin implementing an initiative without thinking about how they will assess progress. As a result, they aren t likely to know whether they re making progress, and they may not even agree on what making progress means in the context of the plan. 1 The IC maps provide clear pictures of Standards for Professional Learning in practice and guide educators in increasing the quality and results of. Applying any major change in schools requires deep study and commitment to a shared vision of what that change will look like once implemented. Innovation Configuration (IC) maps identify and describe the major components of the standards in operation, helping those in various roles understand the actions they take as part of system-wide implementation. An Innovation Configuration defines quality outcomes and measures fidelity of implementation in reaching those outcomes. Innovation Configurations are created to support and monitor the institutionalization of an identified outcome. Innovation Configurations require that measures of the effectiveness of the plan are collected and used in a model of continuous improvement. An Innovation Configuration: Clarifies expectations about the role and responsibility of a specific position or job. Provides guidance for self-assessment. Helps those who use it to visualize what the desired outcome will look like when it is reached. Identifies concrete actions for individuals. Supports the development of short-term and long-term benchmarks. Provides a basis for and development. When the designers of programs create an Innovation Configuration, they write in the active voice to identify the expected actions of individuals in ways that can be observed. The IC provides a mental image of where the district is moving. It connects those involved in specified roles to take the steps necessary to bring the plan to fruition. Additional characteristics of an Innovation Configuration: The plan is chunked into sections by individual role and supervisor of that role. Each section and subsection is numbered sequentially. For each section, one or more desired outcomes are described. Starting from the ideal, a continuum of decreasingly desirable levels of outcomes is described. 1 Boudett, K., City, E., & Murname, R. 3 This scale displays ideal behaviors/actions on the left, through a continuum of decreasingly desirable behaviors/actions as one reads to the right. (Research by Hilda Taba supports presenting the exemplars first). Once the Innovation Configuration is established, any or development necessary to reach the various outcomes is defined and linked to the plan. A needs assessment of the target audience is used to determine what the needs are, and is also used to determine the effectiveness of the learning. For all activities, a Framework for Monitoring and Adjusting the Professional Development - Implementation and Framework for Monitoring and Adjusting the Professional Development - Effectiveness are created. Using the Frameworks at regular intervals, a measure of the degree to which is contributing to the outcomes of the plan can be determined and adjustments made. Monitoring the place on the scale during regular intervals in a school year will indicate how well the plan is on track to meet its desired outcomes. The Broward Professional Development System requires an Innovation Configuration for any professional development or credentialing/qualifications aligned to the District Priorities and the Strategic Plan. Each Innovation Configuration mandates the purpose of professional learning as increasing educator/employee effectiveness and results for students and/or job performance as it relates to the design of the plan. Professional learning focused on district priorities, strengthens individual performance, individual and department goals and the organization as a whole. Broward County Public Schools Page 3

TEACHER 1.1 DESIRED OUTCOME: The Teacher will use knowledge of subject matter, teaching and learning, and technology to design, develop, facilitate and evaluate authentic learning experiences and assessments to develop students 21 st century skills, knowledge, and attitudes in both face-to-face and virtual environments. Completes all four levels of the Instructional Technology Deployment Qualification to earn Diamond Status as a 21 st Century Instructional Innovator. Consistently incorporates innovative Instructional Technology strategies and continuously seeks to share and refine innovative technology practices with peers to foster inquiry-based teaching and learning. Consistently serves as an technology leader, supports technology at all levels, and maintains current and effective technology practices. Consistently promotes, supports and models global collaboration and learning for all stakeholders. Completes three levels of the Instructional Technology Deployment Qualification to earn Gold Status as a 21 st Century Instructional Facilitator. incorporates innovative technology strategies. Seeks to share and refine innovative technology practices with peers to foster inquiry-based teaching and learning. serves as an technology leader, supports technology at all levels, and maintains current and effective technology practices. promotes, supports and models global collaboration and learning for all stakeholders. Completes two levels of the Instructional Technology Deployment Qualification to earn Silver Status as a 21 st Century Instructional Practitioner. At times, promotes, supports or models global collaboration and learning for all stakeholders.
