5 Welcoming Remarks Tuesday, November 4, :45 am Pete Cook President, The Petroleum Connection Pete founded the Petroleum Connection to provide an entity to oversee the various oil & gas related conferences being put on by Studium Conferences. As President, Pete works with Jeff Presberg to identify and research potential conference topics, contact speakers and sponsors, and coordinate some of the best niche conferences in the oil & gas industry. Prior to dedicating himself full-time to Studium and the Petroleum Connection, Pete spent over twenty years in various roles at Commercial Assessments, US Inspect, and their predecessor companies. As the top salesman, Pete lead Commercial Assessments growth from start-up to a multi-million dollar organization in just a few years, identifying and growing new service lines. Pete was the recipient of the Director of the Year award in 2010 and Prior to helping found Commercial Assessments, Pete headed up U.S. Inspect s national expansion program as the Director of Acquisitions. 6 Mexican Energy Infrastructure Overview Tuesday, November 4, :00 am Hernan Gonzalez Counsel, White & Case Hernán González s practice includes project finance, public procurement, regulatory and antitrust matters, as well as the implementation and development of infrastructure projects, including public/private partnerships, in areas such as electricity, gas, petrochemicals, water, public infrastructure, and general corporate advisory. Mr. González joined White & Case in Before that time, from 2000 to 2005, he worked at another leading international firm which specializes in energy and infrastructure projects, where he participated in several transactions, both public and private, including projects launched by state-owned Federal Electricity Commission (CFE) and Pemex relating to power and oil and gas matters. In particular, Mr. Gonzalez participated in Specifically, power generation projects under different modalities, including independent power production, self-use and cogeneration. With respect to Pemex, Mr. González participated in many projects launched by Pemex exploration under the Public Financed Works program E&P, drilling and multiple service contracts.

8 CRE Update Tuesday, November 4, :00 am Susana Cazorla Chief of Staff for the Chairman Regulatory Commission of Energy (CRE) Susana Ivana Cazorla Espinosa is, since May 2011, the Chief of Staff to the Office of Chairman of Mexico s Energy Regulatory Commission. From February 2008 to April 2011, she was the Liaison, Statistics and Special Affairs Director of the Department of LPG at the Ministry of Energy. Susana holds a BA in Economics from the Instituto Tecnológico Autónomo de México (ITAM) and a Master s Degree in Economy, majoring in Public Policy Finances, from the London School of Economics & Political Science (LSE). She also studied a Financial Programing course at the International Monetary Fund. Before beginning her professional career in the energy sector, she was under director of Economic Studies at CONSAR and previously worked at the Department of External Affairs in Mexico s Central Bank. In 2005, she taught a course on Political Economy and Financial Programming at the Economics Department of the Universidad Panamericana in Mexico City. In 2007, Ms. Cazorla wrote a research paper The Effects of the Pension Reform on Mexico s Labor Market and presented her findings at the LACEA-LAMES conference at the University of Los Andes in Bogota, Colombia that same year. She has also coauthored articles on energy regulation. In 2001, Susana was awarded with the Chevening Scholarship Grant to pursue her master s degree at LSE.

11 Pipeline Update Tuesday, November 4, :00 pm Michael Webb Director, Regulatory Economics Group Dr. Webb has over fifteen years of oil industry experience. He has extensive experience in all aspects of oil pipeline rate regulation at the Federal and State levels. Dr. Webb has participated in numerous projects involving the calculation of cost-based rates, filed testimony at the FERC and the California Public Utilities Commission, and presented oral testimony at the FERC on numerous occasions. He has also prepared several applications for authority to charge market-based rates on interstate oil pipelines. Additionally, Dr. Webb has prepared whitepapers and met with FTC Staff to gain approval for mergers on behalf of several oil companies. Dr. Webb is an adjunct professor of economics at George Mason University, and has taught courses in law and economics, economics of regulation and economics of energy. His academic interests include law and economics, micro econometrics, and using evolutionary game theory to model strategic interactions among parties.

15 Discussion Over Drinks Tuesday, November 4, :30-5:30 pm Duncan Wood Director, The Mexico Institute at the Wilson Center Duncan Wood is the director of the Mexico Institute at the Wilson Center. Prior to this, Wood was a professor and the director of the International Relations Program at the Instituto Tecnologico Autonomo de Mexico (ITAM) in Mexico City for 17 years. He is a member of the Mexican National Research System (level 2), a member of the editorial board of Foreign Affairs Latinoamerica, and has been an editorial advisor to both Reforma and El Universal newspapers. In 2007, he was a non-resident Fulbright Fellow and, between 2007 and 2009, he was technical secretary of the Red Mexicana de Energia, a group of experts in the area of energy policy in Mexico. He has been a Senior Associate with the Simon Chair and the Americas Program at the Center for Strategic and International Studies (CSIS) in Washington, D.C. His research focuses on Mexican energy policy, including renewable energy, and North American relations. He studied in the UK and Canada, receiving his PhD in political studies from Queen s University, Canada, and is a recipient of the Canadian Governor General s Visit Award for contributions to the Mexico- Canada relationship. John Padilla Managing Director, IPD Latin America John has directed and managed IPD s Mexico activities since In addition to the company s EnergyNet service, John has led numerous consulting efforts and studies on subjects including regional natural gas supply-demand dynamics, PEMEX financial analysis, projection modeling of Mexico s hydrocarbon sector, Mexico s PIDIREGAS program and natural gas storage. In addition to these efforts, John regularly leads strategic workshops, provides executive briefings and speaks at industry conferences. He is based in New York.
