1 Rehabilitation & Ability Development Program Logical Framework 2007 VERIFIABLE INDICATORS SOURCES OF VERIFICATION RISKS & ASSUMPTIONS OVERALL GOAL Improved quality of life of the persons with disabilities & their families in the Palestinian Community through rehabilitation and development of their abilities for better integration. OBJECTIVE Increased number of beneficiaries (people with disabilities, injured, old people and people with developmental problems) from the improved PRCS Rehabilitation services. EXPECTED RESULTS 1. People in the West Bank and Gaza Strip have benefited from Early Intervention through screening and diagnostic activities. - 35,000 persons in the West Bank and Gaza Strip benefited from the PRCS rehabilitation services persons in the WB & GS were screened and diagnosed families in the WB & GS were educated on disability preventive measures. - Commitment & collaboration of relevant authorities & local communities. - PRCS annual reports - Community support to PRCS rehabilitation programs. - Records of rehabilitation centres - Screening & diagnosis formats - Reports of PRCS rehabilitation dept. - obstacles relevant to the current situation 2. PRCS rehabilitation centers were upgraded to provide the people with disabilities with improved rehabilitation services children with mental disabilities and hearing impairments benefited from the upgraded special education programs children with mental disabilities benefited from the occupational therapy program poor families benefited from financial aids people benefited from 3 upgraded toy libraries in the WB people benefited from 4 newly established toy libraries in the WB people from local communities benefited from toy libraries borrow-system children with disabilities -Reports of rehab centres. -Photos & invoices of purchased equipment - Reports of rehab dept. - Photos - Lists of Educational toys - Invoices - Reports of toy libraries - Work contracts with new employees. - Lists of new students - Reports on trainings - Accessibility to rehabilitation centres. Rehabilitation & Ability Development Program for
2 in the WB & GS were enrolled in 9 new special education classes. -34 rehabilitation workers benefited from 3 technical training courses in Rehabilitation.. 3. People with disabilities who cannot reach the rehabilitation services in the WB cities benefited from the Emergency Rehabilitation Outreach Programs people with disabilities benefited from the therapeutic services provided in the WB people with disabilities in the WB were provided with assistive devices students in the regular schools were involved in the awareness raising. - Outreach records - Cooperation letters from stakeholders ( local community institutions) - Receipt forms - Rehabilitation department reports -Photos - Cooperation of local community institutions. 4. Children with severe & profound mental retardation in the WB & GS benefited from the Community Based Special Education Program (Home Enrichment Program) children with severe mental retardation benefited from the activities of the CBSE program children participated in the integrated summer camps children in the special education centres benefited from the sport and art program rehabilitation workers benefited from 1 training course families were trained on the implementation of the program activities school children benefited from the awareness raising campaigns volunteers followed training courses in CBSE. - Diagnosis formats - reports on program activities - Special report on training activities. - Photos -invoices - Special report on training of volunteers. 5. The community needs for the university students were - List of students Cooperation of other Rehabilitation & Ability Development Program for
