3 Defence Materiel Organisation (DMO) As part of the Netherlands Ministry of Defence the Defence Materiel Organization (DMO) has the objective to provide modern, robust, safe and high-quality materiel to all operational users throughout The Netherlands armed forces. It cares for the materiel throughout its life cycle: from acquisition through upkeep to divestment. DMO draws up the materiel logistics policy needed to perform those tasks. The DMO listens to its customers wishes and delivers products and services in a timely fashion, on the basis of binding agreements and reasonable prices. Country desk officers The Director DMO is internationally also known as National Armaments Director (NAD). He is supported by a materiel policy branch which has the availability of a materiel policy recommendations & international coordination division. Within this division we find the country desk with the task to perform as point of contact for foreign governments, companies and embassies when doing business with the Netherlands Defence Materiel Organisation. This country desk prepares the in- and outgoing missions of the Director DMO and consists of several senior officers. Focal point is Commander A. Brokke who is also present at international trade shows where DMO is visiting and Dutch industry is participating. 4 Netherlands Ministry of Economic Affairs, Agriculture and Innovation The Objective of the Commissariat Military Production is: to promote competitive participation of the Netherlands industry and service sectors in the development, production and procurement of materiel and services on the (inter)national defence market. Activities: To develop and execute offset policy (offsets are required in case a foreign supplier obtains an order of the Netherlands MoD for the delivery of defence materiel in the amount of or exceeding 5 million; foreign supplier is obliged to offer offsets of 100 % of the contract value); To promote direct participation of industry in international materiel cooperation programmes as well as in offsets; To promote and support export initiatives of the Netherlands defence related industries and the Netherlands contributions at international defence shows and exhibitions (CMP coordinates between foreign governments, the Netherlands ministries a.o. MoD and the Netherlands defence related industries. 5 The members of the NIDV are clustered in different platforms NMC- Netherlands Naval Shipbuilding Cluster The goal of the Netherlands Naval Shipbuilding Cluster (NMC) is to strengthen the Netherlands naval shipbuilding as a self-serving defense industry. NMC works to convince the government that it plays a crucial role in this. This process finds expression in the collaboration with knowledge institutes that are involved in naval projects, and by attracting industry in the Netherlands to the sector. The last decades have seen the rise of high quality and innovative industrial activities based on meeting the needs of the Royal Navy. These activities include the design, the construction and the maintenance of naval vessels. The products are knowledge intensive and have a high degree of innovation. The process that leads to the realization of the products is efficient. The price quality ratio is unusually competitive internationally. In comparison to other European countries, our naval shipbuilding is highly efficient. It contributes directly and indirectly to our national economy, with export being a significant part. The NMC strives to strengthen the Netherlands naval shipbuilding as a self-serving defense industry. Within the European Union, the naval markets are expected to open up further, resulting in consolidation. The Dutch naval shipbuilding can only obtain a substantial part of this if the government recognizes its importance and creates the best conditions in which to move forward. For the NMC it is crucial that our government gets the process moving and monitors it. This is the backdrop within which the Netherlands Naval Shipbuilding Cluster (NMC) was established. 6 NIFARP - Netherlands Industrial Fighter Aircraft Replacement Platform The Netherlands Industrial Fighter Aircraft Replacement Platform (NIFARP) was established to gain an interest in the F-16 replacement project on behalf of the Dutch aircraft industry. NIFARP is particularly interested in the development, production and maintenance of aircraft and with this in mind, maintains contact with national and international parties. NIFARP represents the communal interests of its participants by acquiring a Dutch share in the development, production and maintenance of the Joint Strike Fighter (JSF). 7 HELI - Helicopter Companies Platform The Helicopter Companies Platform (HELI) focuses on maximising the benefits of linking NIDV companies and knowledge centres. These bodies are involved in the development, production, maintenance, improvement and modernisation of different types of helicopters. The Platform s remit is not limited to defence equipment, but also includes helicopters in the service of national security, such as those in the police or coast guard. HELI also devotes its attention to export development. Where possible, HELI involves its members in the total life cycle of helicopters, from development, construction, and maintenance to disposal. In concrete terms, this means involvement in a large number of projects in the Ministry of Defence, including upgrade programmes for existing equipment. Further, there is continuous discussion in the Ministry of Defence about the purchasing of new helicopters: discussions in which HELI is closely involved. Atkins Brandt Fijnmechanische Industrie B.V. 8 NIMA Advanced Materials The needs of the Ministries of Defence and Internal Affairs for new equipment that contributes to maximum security and maximum performance are high. The NIDV Advanced Materials Platform (NIMA) brings demand and supply to the table and tries to match these. NIMA s participating companies collaborate on all aspects of advanced materials, from innovation at national level to promoting export. The NIMA Platform s goal is to increase the circulation of knowledge among industry and government on particular topics such as the characteristics, design and advanced applications of new and existing equipment, ballistic protection, light and heavy constructions, production, certification and maintenance. Advanced equipment is one of the six technology areas in the Strategy of the Defence Industry (DIS). There is currently no knowledge network in Defence on this subject. 9 NPL - NIDV Land Projects Platform With the Land Projects Platform (NPL), the NIDV strives to gain the structural involvement of industry in the Netherlands in property development and maintenance of land systems at the Ministry of Defence. By creating this new platform, the NIDV meets the demand among its participants to maximise the involvement of industry in the Netherlands in land systems. The Land Projects Platform arose out of the Maintenance Platform. The widening of the scope started in early 2009, partly inspired by the project Replacement of Operational Wheeled Vehicles, a Defence-wide project. This project combined purchase, production and maintenance. In general, the expectation is that participation in production improves the chances of being involved in timely maintenance. For Dutch industry, attention is focused in particular on the following developments at Defence: Mega project Defence wide Replacement of Operational Wheeled Vehicles (building and maintenance); Serial production and maintenance of the Boxer; Greater involvement in the maintenance of the Fennek and the CV90; Various smaller material projects such as the construction and maintenance of the Bridge Laying Tank and VOSS, the Improved Operational Soldier System; Redeployment of material from Afghanistan and the very large scale of the maintenance work that will result from this. 10 C2TP - Command & Control Technology Platform Developments by Defence, civil government, and NATO in the area of Command, Control and ICT are followed in the C2TP. The C2TP also brings developing capacities and technologies within industry to the attention of government. The C2TP brings together three elements: the Ministry of Defence s requirements; security needs in the civil sector; and information sharing of its members C2 and ICT systems and projects.
