2 personal interests PLAYING DRUMS FOR BLUES/ROCK BANDS, MARTIAL ARTS, RUNNING, WEIGHTLIFTING PUBLIC Pinellas County Jail Expansion - Phase II, Pinellas County, Florida Principal in Charge/Project Manager - designed the foundation system for the Pinellas County Jail Expansion Phase II project. This project was a value engineering effort on behalf of Pinellas County. The originally designed foundation system utilized auger cast piles. The new foundation system was designed utilizing the following: augured displacement piles, cast-in-place concrete pile caps, reinforced concrete grade beams, concrete elevator pit walls, and pile supported mat foundations. Based on a geotechnical investigation and pile installation reports regarding site conditions, calculations for the foundation system were performed for the pile layout and spacing, grade beam design, and elevator pit design based on the column load tables and drawings provided. BillerReinhart prepared construction documents (drawings and specifications) for the foundation system, performed site visits, and reviewed shop drawings and structural submittals during the project s construction phase. Lithia Springs Elementary School, Valrico, Florida Principal in Charge/Project Manager - prepared design drawings, specifications and bid documents for the restoration and waterproofing of deteriorated precast concrete walkway slabs for this 2-story school building. BillerReinhart assisted the client and owner during the bidding phase of the project to select a contractor to perform the restoration work. HOTELS & HOSPITALITY Holiday Inn Peoria City Centre, Peoria, Illinois Principal in Charge/Project Manager prepared design drawings and specifications and bid documents for the exterior painting and waterproofing of the hotel structure. The existing hotel property consists of a 9 story guest tower, 6 story guest tower, indoor pool building, and restaurant building. BillerReinhart performed a condition survey to observe the building s exterior perimeter surfaces and prepared construction documents; bid documents and specifications based on the results of the survey. Mariner Beach Club, St. Petersburg, Florida specifications and bid documents for the exterior renovation and restoration of the two 2-story timeshare buildings. Oceanfront Hotel Dock/Seawall, Ft Lauderdale, Florida Principal in Charge/Project Manager - performed structural design and prepared construction documents (drawings and specifications) for the dock restoration program, including new dock design, existing concrete seawall restoration, and new sheet pile seawall design. The project involved coordination with civil and geotechnical engineering consultants. RESIDENTIAL Lakeview of Largo Condominiums, Largo, Florida specifications and bid documents for the restoration of deteriorated reinforced concrete balcony and walkway slabs, roof mansard structures, and structural steel stairs at the 7-building condominium complex. BillerReinhart assisted the client and owner during the bidding phase of the project to select a contractor to perform the restoration work. 5 Principal in Charge/Project Manager - performed structural analysis services of building 2 in the apartment complex to provide the appropriate recommendations for repairing the structure after it experienced settlement. BillerReinhart performed a site visit to observe discernible structural elements and reviewed available construction documents (drawings and/or specifications) for the subject structure, as well as, the results of geotechnical investigation reports regarding site conditions and foundations. BillerReinhart prepared a report to document findings and make appropriate recommendations for repairing the structure. Castillo Towers, Tampa, Florida Principal Structural Engineer - prepared design drawings, specifications and bid documents for the exterior painting and waterproofing project of the fifteenstory condominium building. Castillo Tower was experiencing on-going moisture intrusion within various structural elements. The project includes the repainting of exterior painted wall surfaces for each building area; sealant application for building joints of each building area; waterproofing of exterior planters, two exterior fountains and waterproofing of exterior walkway deck surfaces. BillerReinhart performed a visual condition survey to observe the building s exterior perimeter surfaces; exterior walls, walkway decks, planter walls, and fountains and prepared a condition survey report. Based on the results of the condition survey, construction documents (bid documents and specifications) were prepared. BillerReinhart also assisted the owner during the bidding and negotiations phase of the project and performed construction administration services; reviewed product submittals, performed site visits to observe project construction, issued reports to document observations made during site visits, and provided project correspondence as required. Lighthouse Towers, Clearwater, Florida Principal Structural Engineer - prepared design drawings, specifications and bid documents for the restoration of deteriorated concrete balconies, guardrail assemblies, concrete walkways, concrete plaza deck, parking deck and ramp, and rear wall of the parking garage at the 19-story condominium structure constructed in BillerReinhart performed a condition survey to identify existing conditions that require repair and/or preventative maintenance, and generate a report to document observations and recommendations necessary to prevent premature deterioration of the building components and to avoid potential safety concerns pertaining to guardrail instability and falling concrete. BillerReinhart recommended construction materials testing (CMT) to aid in identifying both the source of the observed deterioration and the current state of the existing concrete. BillerReinhart produced a Project Manual for contractor bidding, permitting, and construction and assisted the client during the project s bidding and construction administration phases; conducting site visits during the restoration work to observe construction progress and submitting reports documenting the work to the client and building code official having jurisdiction. The Glades at Seminole, Seminole, Florida Principal Structural Engineer - performed structural restoration analysis services to restore the existing condominium structure which consists of a 3 story building constructed of concrete masonry unit (CMU) and framed exterior walls, cast in place concrete floor slab on grade, and timber framed elevated floor and roof structures. The exterior wall surfaces are finished with painted stucco. The restoration included exterior building wall framing repairs, exterior stucco wall finish/decorative banding repair, CMU site wall repair/partial removal and replacement, exterior paint coating touchup, timber framed A/C support evaluation and repairs. BillerReinhart reviewed available construction documents and performed a condition survey and limited destructive testing to observe the above repairs with the services of a restoration contractor. A condition survey report was prepared based on data obtained during the survey and construction documents (drawings and specifications) were prepared during the project s design phase. BillerReinhart produced construction drawings and specifications for contractor bidding, permitting,

6 and construction, prepared and distributed an invitation-to-bid letter to qualified restoration/waterproofing contractors, and attended a pre-bid meeting. BillerReinhart will review product submittals, perform site visits to observe project construction and attend project related meetings, and issue field observation reports to document conditions observed during site visits. Horizon House, Tampa, Florida Project Manager - performed structural design and prepared construction documents (drawings and specifications) for the additions and renovations for a single story residence constructed circa The structure is constructed of cast-in-place concrete foundations and floor slab on grade and pre-cast prestressed concrete roof slabs supported by pre-cast pre-stressed concrete channel beams. The channel beams span between reinforced concrete masonry unit walls. An analysis was performed on existing structural components to estimate their capacities for adding a second story. Building additions included a second story, a carport and a storage structure. The renovation includes cutting a portion of a channel beam for a stairway access to the second floor area. HEALTHCARE Brandon Regional Hospital, Brandon, Florida Principal in Charge/Project Manager - performed Threshold Inspector duties as per Chapters 471 and 553 of the Florida Statutes for the pre-cast concrete parking garage structure and the structural steel heart center tower. BillerReinhart reviewed structural drawings, specifications, and submittals, performed site visits to observe project construction, and prepared reports documenting the work to the building code official having jurisdiction over the project. INDUSTRIAL & MANUFACTURING Coca-Cola Foods, Auburndale, Florida Project Manager/Structural Engineer provided structural design for Coca-Cola Foods citrus processing plant. Included design of structural steel equipment support, pipe rack structures, reinforced concrete foundation, slab, and sump structures. CITGO, Lake Charles, Louisiana Structural Engineer provided structural design for one of CITGO s oil refineries. Included design of structural steel equipment support, pipe rack structures, reinforced concrete foundation, and slab structures. Sun Oil Company (Sunoco) Waste Water Treatment Plant, Toledo, Ohio Structural Engineer provided structural design for one of Sunoco s waste water treatment plants. Included design of structural steel equipment support, pipe rack structures, reinforced concrete foundation, and slab structures. U.S. Agri-Chem (USAC), Fort Meade, Florida Project Manager/Structural Engineer provided structural design for this fertilizer/phosphate processing plant. Included design of structural steel equipment support, pipe rack structures, reinforced concrete foundation, slab, and sump structures. Breed Automotive Facility, Lakeland, Florida Structural Engineer provided design of a structural steel and reinforced concrete explosion resistant, pressure-relieving building. Other structural design components included structural steel equipment support structures, reinforced concrete foundations, slabs, trenches and sumps for contaminated water collection and storage. Shell Chemical, Lakeland, Florida Structural Engineer provided design of structural steel equipment support,

FORENSIC EVALUATIONS & EXPERT WITNESS CONSULTING Mr. Biller serves as a consultant for legal issues involving buildings and other structures, including structural failures, building settlement related damage, sinkhole losses, storm/wind damage, insect damage, fire damage, and vehicular impact.
