1 GOVERNMENT OF ANDHRA PRADESH COMMISSIONER, RURAL DEVELOPMENT, HYDERABAD Circular No. 1086/RD-SHG(SC)/08 Dated CIRCULAR Sub:-Financial Inclusion AP Smart Card Enrolment process and awareness Regarding Enrolment of beneficiaries is a Key activity in the smart card project. Enrolment is a process whereby the photographs and fingerprints of the beneficiary is captured. The application forms (KYC forms) required for opening of bank accounts are also filled up during the enrolment. I. Awareness generation: Before enrolment, generation of awareness is important. Without awareness creation, good turnout of beneficiaries for enrolment can not be expected. Important steps to be followed for creation of awareness at various levels are as follows: i. District level: a) DRDA should conduct orientation to the staff including APOs and Area Coordinators and also to the leaders of ZS and MS. b) DRDA should conduct orientation to Bankers, c) DWMA should conduct orientation to the MPDOs. d) DWMA should conduct orientation to APDs, APOs and Technical Assistants. e) DWMA/DRDA to conduct orientation to MPs, MLAs, MLCs, ZPTCs and MPPs. ii. Mandal Level: a) Area Coordinators should give orientation to VO leaders. b) MPDO should conduct orientation to MPTCs, and Sarpanches. c) MPDO should conduct training to GP Secretaries. d) APD should conduct orientation to Field Assistants. iii. Village level: a) MPDO and APO, EGS should conduct awareness campaign at village for public. b) Publicity campaigns through Posters, pamphlets and local cable TVs etc., should be done by the MPDO/APO. Material to be issued during orientation programme is given in Annexure.
2 II. Enrolment process: To ensure that enrolment is done in a smooth and effective manner, the following steps have to be taken: 1) Data: a) Mandal Computer Centre should give soft copy of all NREGS Job Card holders data to the concerned Bank/BC and to the concerned Field Assistant in order to monitor the enrolment status. b) DRDA should give soft copy of the Social Security Pensions (SSP) data to the concerned Bank/BC as well as to the concerned VO in order to monitor the enrolment status. 2) Enrolment: i) The Technical Provider/Business Correspondent should prepare enrolment schedule for concerned villages in the mandal in consultation with the DRDA/DWMA. The schedule should clearly shou dates of conducting enrolment camp in each village duly taking into account No. of beneficiaries to be enrolled. ii) TOM TOM should be done in village for 3 days before starting the enrolment. iii) Enrolment camp should be arranged at a convenient place like Gram Panchayat building/school building (during holidays). iv) It should be ensured that Sarpanch, local public representatives, Panchayat Secretary, VO leader, Field Assistant etc., are present in the camp to identify beneficiaries and coordinate the activity. v) Business Correspondent (BC) shall position following equipment in working condition. Web Cam vi) For each beneficiary, KYC form of the Banks shall be filled and sign/tumb Impression shall be taken by BC/CSP. BC shall arrange to take 6-10 finger prints and photograph of the beneficiaries. vii) At the end of the camp, when beneficiaries no longer turnup, camp shall be closed. Progress of enrolment shall be prepared in the Proforma and sent to Project Director, DWMA/DRDA and Director (SHGs). Viii) BC shall complete following activities before closing enrolment camp. a) Bank account form shall be filled to open the account. b) KYC forms shall o be collected. c) Finger prints shall be captured. d) Photos of the beneficiary shall be taken.
3 e) Data uploaded for personalization of the card. ix. Project Directors and BCs shall ensure that within days of closing enrolment, cards are handed over to beneficiaries and payment shall commence. Above guidelines for enrolment process and awareness shall be scrupulously followed. 6 GOVER ME T OF A DHRA PRADESH COMMISSIO ER, RURAL DEVELOPME T, HYDERABAD Circular No. 1086/RD-SHG(SC)/08 Dated CIRCULAR Sub:-Financial Inclusion AP Smart Card Facilitation for selection and training of CSPs Role of CSP - Regarding CSP disburses the NREGS wages and SSP pensions at the Village level. The Bank/Business Correspondent (BC) will select the CSP. CSP carries out all transactions for and on-behalf of the bank and therefore, CSP is the agent of the bank. The Banks have been requested to give priority to the VOs in selection of CSPs and DRDAs shall provide necessary facilitation for identification, training of CSPs etc. The selection procedure of CSP is as follows: 1. DRDA will hold awareness programme to the VOs on the smart card process including identification of CSPs. DRDA will facilitate VO meetings to discuss the guidelines and identification of CSPs 2. Elegibility criteria for selection of CSP shall be (i) passed SSC/inter (ii) shall be a permanent resident of the village (iii) must be a member of SHG. 3. VO will shortlist a panel of 2-3 eligible candidates based on the above criteria. 4. BC conducts a written test, and interviews and selects the candidates. It should be kept in mind that BC tests only those candidates sponsored by VO. As far as final selection is concerned, decision of BC shall be final. In case where VO fails to sponsor the panel, BC is at liberty to shortlist candidates on its own. 5. BC will give training to CSPs on PoS operation, cash transaction and data uploading. 6. BC will handover PoS to the CSPs and issue operator card to the CSPs for operating the transaction. BC also arranges for conveyance of cash at the door step of CSP.
7 7. Role of CSP: i) Shall operate the PoS. ii) Shall make payment of NREGS wages once in a week. iii) Shall disburse the pensions from 1 st of every month. iv) Shall upload data on daily basis. 8. Remuneration of CSP: The BC will pay VO certain commission for their work. M/s. Zero Mass has agreed to pay Rs.500/-per month or 0.5% of the amount transacted by the CSPs which ever is higher and M/s. FINO has agreed to pay Rs.300/- per month % of the amount transacted by the CSPs. Above guidelines for identification, training, delivery of services by CSPs and remuneration shall be scrupulously followed. Sd/-A. 9 GOVERNMENT OF ANDHRA PRADESH COMMISSIONER, RURAL DEVELOPMENT, HYDERABAD Circular No.1086/RD-SHG(SC)/08 Dated CIRCULAR Sub:-Financial Inclusion AP Smart Card Project Payment procedures - Regarding Payments to the NREGS and SSP beneficiaries is most crucial stage in the smart card project. Steps involved in all payment procedures are: I. Process of the payment: 1) DRDA should issue soft copy of the SSP beneficiaries to the bank along with the cheque by 25 th of every month. (District level) 2) MPDO should issue E-pay order along with the cheque to the bank s for NREGS beneficiaries.(mandal Level) 3) Bank will credit the amounts in the beneficiaries account and passes on the data to Business Correspondent (BC) 4) Business Correspondent (BC) will transfer data to the Customer Service Provider (CSP) device. 5) BC will deliver cash to the CSP along with acquittances. 6) CSP downloads beneficiary data. 7) Beneficiary will approach their CSP with smart card for payment. 8) CSP will establishes the identity of the beneficiary through finger print. 9) CSP disburse the cash to the beneficiary 10) CSP prints 2 copies of receipts. One receipt for beneficiaries and the other will be kept with the CSP. 11) In special cases where finger prints do not tally, card mutilated, mis-placed cards etc., manual payment will be made by the CSP, and debit the account. BC/CSP are responsible for manual payments. 12) CSP uploads transactions to back office either on line or off line.
10 II. General Instructions on ensuring smooth payment: a) All Project Directors are requested to ensure that E-pay orders are sent electronically to the concerned banks and Service Providers. Until the system stabilizes they should follow up with the bank branch to ensure that cheque is promptly credited into the right accounts and BC takes consequential action to update beneficiary accounts, withdraws cash and delivers at the door steps of CSP. c) As per the MoU with the banks within 4 working days of issue of pay order and cheque, cash has to be made available at CSP point for disbursement to the beneficiaries. d) Since all beneficiaries are not likely to turn up at the same time, it should be ensured that sufficient money is left in the custody of CSP at any point of time so as to honour payments to the beneficiaries. e) Project Director should involve concerned MPDOs, APDs and branch managers in weekly review meetings until the system is fully streamlined. f) It should be ensured that CSP who is appointed only shall deliver the services but not any one else. g) Similarly the premises of delivery shall be notified and shall not change except with prior permission. h) In order to ensure that smooth payment of benefits to beneficiaries at all times Project Directors should take steps 1. to educate beneficiaries to keep their cards safely so as to avoid damage. 2. Equipment positioned with CSP is functional. 3. Business Correspondent maintains required rolling cash to meet contingencies. Above instructions shall be scrupulously followed to ensure regular payments to all beneficiaries.
