Project No July 2014 Ref: , , MP VER 3 Kings Christian College Geotechnical Investigation - Kings Christian College - Stage 1, Pimpama Jacobs Well Road, Pimpama 1.0 INTROUCTION A ewatering Management Plan (MP) is required for the Kings Christian College - Stage 1 development at Pimpama Jacobs Well Road, Pimpama to satisfy the requirements of the Gold Coast City Council and to ensure the development is undertaken in an environmentally responsible manner. Soil Surveys Engineering have undertaken geotechnical and acid sulfate investigations and have developed an acid sulfate management plan (which included dewatering management recommendations) previously for the development (refer Soil Surveys Engineering Geotechnical report , , BR VER 0 and Acid Sulfate Report , , AR VER 1). Additionally, Soil Surveys Engineering are currently engaged by the contractors on site to monitor and supervise the acid sulfate soils management. This report is supplementary to the previous works undertaken and includes the results of the earlier investigations and the results of the monitoring undertaken on site to date. It is understood that the proposed development comprises the construction of a new school development. This report addresses the works associated with Stage 1 of the development, together with the proposed future stages of the development. The works are expected to include new classrooms and associated educational facilities, an internal road network, parking areas and playing fields and external services. Earthworks are expected to comprise a filling operation to depths of up to 2.0m across the lower lying areas of the site, to increase the ground surface levels above the flood levels for the area, together with cuts of up to 2m from the higher area of the site. Trenching for services will also be required. The MP relates specifically to the excavations across the site below the existing ground surface. Minor dewatering/water treatment may be required within internal drains and during trenching works. Permanent dewatering of the site is not required. The fieldwork undertaken across the site comprised the drilling of 14 boreholes, to depths of between 1.4m and 4.5m. The boreholes and site plan are appended to this report uring the field investigation groundwater was not observed in any of the boreholes. However, some seepage was noted at one of the boreholes within a clayey sand layer. SOIL SURVEYS ENGINEERING PTY LIMITE
Project No July 2014 Ref: , , MP VER 3 Kings Christian College Geotechnical Investigation - Kings Christian College - Stage 1, Pimpama Jacobs Well Road, Pimpama 2.0 EWATERING METHOS The development is not expected to require any significant dewatering works. All bulk earthworks on site are expected to be able to be undertaken without dewatering. Within some drains that cross the site, initial removal of the standing water will be required to enable the placement of new pipe crossings. However, this work is not expected to require permanent dewatering. The pumped out water will be treated on site in accordance with the release criteria. Trenching works outside of the drain areas is not expected to encounter groundwater, therefore not requiring any permanent dewatering. Alternatively, if significant/permanent dewatering is required, water collected from the proposed dewatering system shall be directed towards a holding tank or suitably lined pit prior to release into the environment. The holding tank/pit will then be used to monitor/test waters followed be remediation of any waters which are below acceptable discharge quality guidelines. Based on the field testing carried out it is anticipated that treatment of discharged water will be required to increase ph and dissolved oxygen levels prior to discharge. Water quality criteria must be maintained to those presented as baseline conditions or better, prior to any discharge. 3.0 EWATERING EFFECTS Based on the works being undertaken it is not expected that there will be any significant dewatering works, only one-off initial pump and possible minor irregular pumping during construction. Accordingly there will be minimal effects on groundwater on site. If significant/permanent dewater is required it would comprise controlled pumping from the drainage system. The pumping systems required to maintain the dewatering across the site will be dependent upon the groundwater inflows from behind the retention systems and would vary during the construction period. If the groundwater levels beyond the localised drains are being drawn down, recharge of the watertable shall be undertaken. Recharge could be achieved by the returning of water pumped from the excavation to ground adjacent the drains. A graded trench could be excavated parallel to the drain and backfilled with gravel material. The water could be pumped into the trench and allowed to re-enter the ground, recharging the groundwater levels. Recharge water shall be monitored, and treated if necessary, to ensure the water quality meets, as a minimum, the established baseline conditions, with the exception of turbidity. If the recharging operation proves inefficient, the dewatering rates shall be slowed to such rates that the effects on the groundwater levels are negated. This may lead to impacts on the construction scheduling. SOIL SURVEYS ENGINEERING PTY LIMITE
Project No July 2014 Ref: , , MP VER 3 Kings Christian College Geotechnical Investigation - Kings Christian College - Stage 1, Pimpama Jacobs Well Road, Pimpama 4.0 GROUNWATER MONITORING 4.1 Background Monitoring Prior to works commencing, groundwater monitoring shall be undertaken. Background monitoring of the groundwater shall be undertaken weekly for a minimum of 4 weeks prior to the commencement of dewatering on site. The results of the background monitoring will be used to determine the groundwater quality trigger values that will indicate the need for corrective action to be undertaken during the dewatering operation. The water will be monitored for groundwater levels, ph, O, turbidity, conductivity, Fe and Al. As a general guideline a deviation of 20% from the established basement criteria would be considered a trigger for corrective action, however, this should be reassessed depending on the results and consistency of the background monitoring. 4.2 Monitoring uring Construction The following monitoring frequency is recommended during any earthworks operations, if any water discharge is required during the development: aily - ph, issolved Oxygen (O), Temperature, Turbidity and Conductivity. Weekly - As above plus Fe and Al. Further to the above, monitoring of the ph levels should also be carried out immediately after a major rainfall event. If the results of monitoring prove consistent, the frequency of monitoring could be reduced. Water quality background monitoring commenced on site on 2 April, Global and internal entry and exit points have been monitored. The monitoring results are tabulated in the appendices and include a location plan. Analysis of the background monitoring results indicates that the water quality values vary with climatic conditions. This is observed at the major entry point A and exit point B however with the values correlating closely to each other. ue to the sensitive nature of the site we would recommend that the release criteria at exit point on a given day match the values recorded at entry point A for that particular day as the release criteria for the site. It was noted that a neighbouring site (outside the development to the west of the site), adjacent to minor entry point B, stockpiling of soil commenced during the monitoring period. Runoff was observed coming from this site. uring the early monitoring stages this runoff appeared to be affecting the values of water entering the site. We understand that council has now visited the site and implemented measures to control this issue. Internal bunding of a drain will be required during construction. Water from this drain will be pumped out and treated such that the water quality standards are met before any discharge. All treatment will be undertaken on site prior to discharge. It is a requirement that any leachate generated from acid sulfate soils complies with the appropriate water quality standards also before it is discharged. SOIL SURVEYS ENGINEERING PTY LIMITE
Project No July 2014 Ref: , , MP VER 3 Kings Christian College Geotechnical Investigation - Kings Christian College - Stage 1, Pimpama Jacobs Well Road, Pimpama 5.0 ISCHARGE MONITORING A discharge monitoring program will be implemented to provide feedback on the effectiveness of the dewatering management strategy and provide early warning should environmental degradation begin. Monitoring will be carried out immediately prior to release into the environment. The following monitoring frequency is recommended during any earthworks operations: aily - ph, issolved Oxygen (O), Turbidity and Conductivity Weekly - As above plus Fe and Al Further to the above, monitoring of the ph levels shall also be carried out immediately after a major rainfall event. If the results of monitoring prove consistent, the frequency of monitoring could be reduced. Prior to release the water discharge shall meet the guidelines outlined below which form part of the ANZECC Australian Water Quality Guidelines for Fresh and Marine Waters (2000) and Queensland Water Quality Guidelines TABLE 1 WATER QUALITY CRITERIA Indicator Criteria ph As per upstream values Turbidity As per upstream values Al (total) 10 g/l for ph < g/l for ph >6.5 Fe (dissolved) 300 g/l for ph <6.5 Suspended Solids <30mg/L Notes: Al = Aluminium; Fe = Iron. issolved oxygen levels shall be monitored before discharge and should not be less than 6.0mg/L. It is a requirement that any proposed discharge water complies with the water quality criteria listed above. Appropriate neutralising agents, e.g. aglime, slaked lime, or magnesium/calcium hydroxide can be used to treat the ph of the water to an acceptable level if required prior to discharge. If the turbidity values at the release point are in excess of the release criteria, turbidity can be reduced by the use of settling tanks or the addition of slaking agents. issolved oxygen can be increased by aeration of the discharge water. Appropriate neutralising agents, e.g. hydrated lime, sodium bicarbonate or quick lime can be used to treat the ph of the water to an acceptable level, if required, prior to discharge. Hydrated lime (ph12) is the most common agent used to neutralise low ph water as it is quite soluble. However, a strict ph monitoring program must be carried out to ensure an acceptable ph range is maintained. Aglime can also be used although it is far less effective and hence more expensive for this purpose than alternatives such as hydrated lime or quick lime. Turbidity and Suspended Solids can be reduced by the use of settling tanks or the addition of slaking agents and issolved Oxygen can be increased by aeration of the discharge water. 7 Project No July 2014 Ref: , , MP VER 3 Kings Christian College Geotechnical Investigation - Kings Christian College - Stage 1, Pimpama Jacobs Well Road, Pimpama 5.1 Contingency uring construction, the contractor will have stored on site at all times, at least 500kg of aglime to ensure that potentially hazardous situations can be controlled should the need arise. In addition, for sudden drops in water ph across the site, it is vital that the contractor has hydrated lime, sodium bicarbonate or quicklime available for adding to any low ph waters. Hydrated lime (ph12) is the most common agent used to neutralise low ph water as it is quite soluble. However, a strict ph monitoring program must be carried out to ensure an acceptable ph range is maintained. Aglime can also be used although is far less effective and hence more expensive for this purpose than alternatives such as quicklime. Rectification Measures The discharge shall still comply with the requirements of the Queensland Water Quality Guidelines 2006 and the ANZECC Water Quality Guidelines for Fresh and Marine Waters (2000). If the monitoring results indicate the groundwater levels beyond the retention system is being drawn down, recharge of the watertable shall be undertaken. Treatment Requirements If the ph of the water is below the release criteria, the ph will be raised by treatment with hydrated lime or caustic soda or similar. If the O is below the release criteria aeration of the water at discharge can be undertaken, or an in-line aeration system will be installed. The turbidity and suspended solids can be controlled through the use of settling tanks, the addition of slaking agents, flocking agents, geofabric filters and socks and, if required silt curtains at the discharge point. Provided the ph is controlled, it is likely the Fe and Al concentrations will be within the required release criteria, however, some treated of dissolved iron may be required. Odour may be released during the dewatering operation. To control potential odours a closed dewatering system, or by discharging into a activated carbon filter equipped surge tank, could be adopted. Noise omissions resulting from the dewatering systems shall comply with the relevant provisions of the Environmental Protection (Noise) Policy 1997, Environmental Protection Act 1994 and Environmental Protection Regulation 1998 Part 2A Environmental Nuisance. The machinery shall be equipped with high efficiency mufflers and noise attenuated enclosures installed around the pumps. SOIL SURVEYS ENGINEERING PTY LIMITE
Project No July 2014 Ref: , , MP VER 3 Kings Christian College Geotechnical Investigation - Kings Christian College - Stage 1, Pimpama Jacobs Well Road, Pimpama 6.0 REPORTING A monthly dewatering report shall be prepared. The report shall include the following, as a minimum: etails of areas of dewatering etails of the retention method Water quality results Treatment required Status of the existing groundwater and Any unforeseen issues.
