1 PROFESSIONAL-TECHNICAL EDUCATION CERTIFICATION REQUIREMENTS AND PROCESS INTRODUCTION Professional-technical education certification is a legal requirement and a condition of employment for professional-technical faculty members at Bates Technical College. The college s certification standards are based on chapter of the Washington Administrative Code (WAC). In extraordinary cases, the requirements in the certification process may be waived or amended by the President/Designee. The Human Resources Department determines initial eligibility for certification prior to an employee s hire date. The certification process includes assessing the attainment of the standards contained in the professional-technical skill standards and the development of a professional development plan. The college has developed the following forms to assist you in the certification process. The forms are also available to you electronically on the college Forms Directory. Professional-Technical Certification Checklist Self-Assessment Professional Development Plan Professional Development Plan Revision Faculty Activity Completion/Clock Hour Credit Documentation WHO IS REQUIRED TO HOLD A PROFESSIONAL-TECHNICAL EDUCATION CERTIFICATE? All full-time faculty and all part-time faculty working two-thirds of a full-time load for more than three quarters (20 hours per week) are required to hold a professional-technical education certificate with the exception of academic faculty members who hold a current teaching certificate issued by the Office of Superintendent of Public Instruction (OSPI) and the certificate is on file with Human Resources. Academic faculty hired prior to July 1, 2004, who do not hold a current OSPI teaching certificate are exempt from the requirements of initial certification but are required to hold a Standard Professional- Technical Education Certificate. Academic faculty hired on or after July 1, 2004, who do not hold a current OSPI teaching certificate are required to follow the requirements for initial certification. Rev. 5/2010 1
2 WHAT TYPES OF PROFESSIONAL-TECHNICAL EDUCATION CERTIFICATES ARE THERE? There are two types of professional-technical education certificates: HUMAN RESOURCES Initial Certificate Upon hire, full-time and part-time professional-technical faculty (as defined above) will be issued an Initial Certificate by Human Resources. Initial certification lasts for three years and is not renewable. Standard Certificate A Standard Certificate will be issued by Human Resources upon completion of the requirements for initial certification. Academic faculty hired prior to July 1, 2004, who do not hold a current OSPI teaching certificate are exempt from the initial certification requirements. A Standard Certificate must be renewed on a five-year cycle. WHAT ARE THE REQUIREMENTS OF INITIAL CERTIFICATION? During the Initial Certificate period, which is the first three years of employment, the following requirements must be completed to attain a Standard Certificate. 1. Attend a New Employee Orientation. All new faculty are required to attend an orientation within 45 workdays of employment. 2. Career training faculty required to hold a current first aid certification as outlined under WAC must obtain the current first-aid certificate, including CPR and blood-borne pathogens, within the first 45 workdays of employment. Physicians, registered nurses, licensed practical nurses, and others whose first-aid knowledge and skills are equal to or exceed the first-aid certification requirement, may submit a copy of their credential to meet this requirement. This credential must include training in first-aid, CPR and blood borne pathogens. 3. Career training and academic faculty complete a Self-Assessment Form that assesses attainment of the standards contained in the professional-technical skill standards. Within the first 45 workdays of employment, develop a Professional Development Plan based on the selfassessment that identifies priorities for professional growth, in consultation with the immediate supervisor. The priorities should address, at a minimum, the faculty s ability to provide student instruction, supervise learning environments and implement curriculum, outcomes and assessments which includes at least five professional-development activities totaling a minimum of 100 hours over a three-year period. The immediate supervisor and the Vice President of Instruction/Designee must approve and sign the plan. Rev. 5/2010 2

Non-teaching faculty are not required to complete the skill standards self assessment and instead must show completion of professional development that is relevant to their position and responsibilities. The professional development must be approved by the immediate supervisor. Non-teaching faculty may include, but are not limited to, library faculty, OIS faculty, and assessment faculty. HOW DO YOU QUALIFY FOR STANDARD CERTIFICATION? 1. To qualify for the first Standard Certificate, a faculty member must have completed the requirements of the Initial Certificate prior to expiration of the certificate. 2. To qualify for renewal of the Standard Certificate, career training and academic faculty must have attained the skill standards from their last professional development plan prior to expiration of the current certificate. 3. Non-teaching faculty must have completed the courses written in their professional development plan prior to expiration of the current certificate. WHAT ARE THE REQUIREMENTS FOR STANDARD CERTIFICATION? Prior to issuance of a Standard Certificate (either first or a renewal), a faculty member must: 1. Have a current first aid certificate, including CPR and blood-borne pathogens, on file with Human Resources as outlined above in # 2 of Initial Certification Section. 2. Career training and academic faculty complete a Self-Assessment Form that assesses attainment of the standards contained in the professional-technical skill standards. 3. Develop a Professional Development Plan based on the faculty member self-assessment, in consultation with the immediate supervisor, which identifies priorities for professional growth. It must include at least five professional development activities linked to the professionaltechnical skill standards, totaling a minimum of 100 hours over a five-year period. 4. Non-teaching faculty must develop a Professional Development Plan that identifies priorities for professional growth, in consultation with the immediate supervisor. The plan must include at least five professional development activities totaling a minimum of 100 hours over a fiveyear period. 5. 4 WHAT IS THE PROCESS FOR DEVELOPING A PROFESSIONAL DEVELOPMENT PLAN? The Professional Development Plan identifies priorities for professional growth. The priorities should address, at a minimum, the faculty member's ability to provide student instruction; supervise learning environments; and implement curriculum, outcomes, and assessment. The plan covers the current certification period. For the initial certification period, the plan must be developed within the first 45 workdays of employment. For standard certification, the plan must be developed (a) prior to issuance of the first Standard Certificate or (b) prior to issuance of a renewal. 1. Career training and academic faculty begin by completing a Self-Assessment Form that assesses attainment of the standards contained in the professional-technical skill standards. Nonteaching faculty begin by defining areas for their professional growth. 2. Then, based on the self-assessment or defined areas of professional growth, develop a plan in consultation with the immediate supervisor using the Professional Development Plan form. The plan must include at least five professional development activities, totaling a minimum of 100 hours over a three-year period for initial certificates and a five-year period for standard certificates. Examples of professional-development activities include but are not limited to workshops, courses of instruction, conferences, industry experiences and projects. Faculty and the immediate supervisor must approve and sign the plan. 3. The immediate supervisor will forward the original plan to the Vice President of Instruction/Designee for approval, signature, and return to the immediate supervisor. 4. The immediate supervisor will maintain a copy, forward a copy to Human Resources for recording in the training records, and return the original to the faculty member. 5. The plan must be reviewed periodically by the Faculty member and the immediate supervisor to monitor progress of completion of activities. If there are no revisions, faculty and the immediate supervisor will initial the plan where indicated on the form. The immediate supervisor will maintain a copy, forward a copy to Human Resources for recording in the training records, and return the original to the faculty member. Rev. 5/2010 4
5 WHAT IS THE PROCESS FOR REVISING A PROFESSIONAL DEVELOPMENT PLAN? To request a revision of the Professional Development Plan: 1. Professional Development Plan Revision form must be completed and signed. 2. The form must be submitted to the immediate supervisor for approval and signature. HUMAN RESOURCES 3. Immediate supervisor will forward the original to the Vice President of Instruction/Designee for approval, signature, and return to the immediate supervisor. Immediate supervisor will maintain a copy, forward a copy to Human Resources for recording in the training file, and return the original to the faculty member. WHAT IS THE PROCESS FOR DOCUMENTING COMPLETION OF A PROFESSIONAL DEVELOPMENT ACTIVITY? Steps to complete each professional development activity contained in the plan: 1. Complete and sign a Faculty Activity Completion/Clock Hour Credit Documentation form, attach completion documentation, and submit it to the immediate supervisor for approval and signature. 2. Immediate supervisor will maintain a copy, forward a copy to Human Resources for recording in the training records, and return the original to the faculty member. WHAT IS THE ROLE OF THE COMMITTEE FOR CERTIFICATION STANDARDS? The Committee for Certification Standards (CCS) is responsible for establishing certification standards for all employees consistent with the provisions of the WAC The CCS has ultimate authority on matters pertaining to recertification and professional development plans for all employees.
