1 Tuesday 10 June 2014: Main s Main - 9:35am Presentation Improving the landscape for Voluntary, Community and Social Enterprise sector in public services commissioning Michael O Toole, Crown Representative for Voluntary, Community and Social Enterprise Sector Michael has been the Crown Representative for the Voluntary, Community and Social Enterprise sector (VCSE) since June In this role he works to open up more business to VCSE organisations by influencing efficient public sector commissioning and procurement. The role builds strategic engagement between government and the VCSE sector, providing a strong VCSE voice at the highest levels. He also leads work to understand and develop VCSE skills and capacity to win and deliver public service contracts. Main 10:10am Our Citywide Community Research Results: What's happening in the VCSE sector and local Presentation communities in Peterborough? Including the official launch of the Peterborough Community Wellbeing Partnership Leonie McCarthy, PCVS Leonie set up and managed Peterborough's award winning asylum and migration project, New Link, the UK's first integration project for Migrant Workers and local communities. In 2009 she took on the role of Social Inclusion Manager at Peterborough City Council. Prior to managing New Link, Leonie set up and managed the first British Red Cross Refugee and Asylum Seeker service in the UK. Leonie was the Peterborough Evening Telegraph's Women in Leadership winner in 2008 and was awarded an MBE in the 2009 New Year's Honours List Leonie has recently been appointed as Chief Executive of Peterborough Council for Voluntary Service. Main 10:50am Presentation Forward in Partnership: the formal signing of COMPACT an agreement between the Voluntary Sector and Peterborough City Council on working together to deliver services Adrian Chapman, Peterborough City Council Adrian s career has involved working in the public, not-for-profit and private sectors, including developing and leading an organisation that created opportunities for people to take up employment and training, and then taking up post as Director of a neighbourhood renewal programme that empowered people to take on community leadership roles across South Yorkshire. Employed by Peterborough City Council in 2006 as Neighbourhood Director for a Government-funded neighbourhood management programme, Adrian was subsequently appointed to the role of Community Living and Neighbourhood Investment Manager responsible for regeneration, housing and cohesion across the City and for driving forward a neighbourhood management agenda. Adrian is now Head of Neighbourhoods a role focussed on improving outcomes for, and tackling inequalities within, Peterborough and for delivering community safety, housing, community development, public health, 0-19, short breaks and cohesion and social inclusion services. Main s 15:15 & 15:35pm Presentations Update from Charity Commission Topical Tax Issues Mark Jackson, Rawlinsons Mark became partner in Rawlinsons in He works for a wide range of corporate clients and specialises in the not-for-profit sector, including charities and schools. Mark is also a member of the Charity & Voluntary Sector Special Interest Group and holds the ICAEW diploma in Charity Accounting. His work includes audit and accounts, general corporate taxation, due diligence and cash flow forecasts. He is also a Trustee of a local charity.

2 Tuesday 10 June 2014: Breakout s Breakout 1 11:30am Social Impact Measurement: Carol Deslandes, Inspire2Enterprise Carol Deslandes is Head of Services at Inspire2Enterprise. As a Social Return on Investment Practitioner and third sector business adviser, Carol is well placed to advise organisations on how to measure and demonstrate their social value. Inspire2Enterprise offers free information and advice to anyone looking to start, grow or improve their social enterprise. This includes voluntary & community groups and charities wishing to develop income generation activities, such as trading or contract delivery. Increasingly social enterprises, charities and voluntary & community groups are being asked to measure and demonstrate their social impact. This can assist in attracting funding, winning contracts and reporting success to stakeholders. Measuring social impact does not need to be complicated or expensive and can assist organisations to improve the quality of the service they offer. This workshop aims to create a better understanding of what social impact means; the importance of measuring and demonstrating social impact; the different tools and methods that are available; techniques for measuring your own organisation s social impact and how to demonstrate your organisation s social impact reporting. Free adviser support is offered to those who attend the workshop, in order to assist you in measuring and demonstrating your social impact. This workshop is designed for anyone working in charities, voluntary & community groups and social enterprises who is interested in measuring the social value their organisation delivers. Tackling Poverty in Peterborough: Adrian Chapman, Peterborough City Council Employed by Peterborough City Council from 2006, Adrian is now Head of Neighbourhoods a role focussed on improving outcomes for, and tackling inequalities within, Peterborough and for delivering community safety, housing, community development, public health, 0-19, short breaks and cohesion and social inclusion services. Adrian will provide an update on issues within Peterborough regarding poverty and the work taking place to tackle these issues. This will include an update on the impact of welfare reforms and the work of Peterborough Community Assistance Scheme, which is seeking to maximise benefits for those who are genuinely in need and to find alternatives to benefits for those who aren t. All representatives from charities involved in supporting people in poverty and anyone who wants to hear more about what is happening in our city. VAT: Within the scope, outside the scope, can t cope! Colin Crowley, Rawlinsons Colin became a partner in Rawlinsons in He specialises in tax consultancy and works with High Net Worth individuals and their families to achieve tax and financial efficiency in their affairs. In addition to personal and corporate tax advice, he is also experienced in providing litigation support services. Colin specialises in VAT and property related matters, is a member of the Institute Tax Faculty and is registered with the FCA as an approved person. VAT was introduced as A simple tax, which is certainly not the case, particularly when it applies to charities. During this session, Colin Crowley will outline the basis of VAT; which sources of income may be subject to VAT; how to allocate VAT on expenditure against those sources of income and some of the particular reliefs available to charities. Members of the finance team within a charity, treasurers or other trustees with a particular responsibility for finance.

3 Tuesday 10 June 2014: Breakout s Breakout 2 12:15pm Writing a Quality Application: Jamie Conway, The Big Lottery Jamie Conway is The Big Lottery Fund s (BIG) Early Contact Officer covering Cambridgeshire, Norfolk, Peterborough and Suffolk. Jamie provides information on BIG programmes to eligible organisations looking for funding, as well as advice and guidance on the principles of what makes a good application. He joined the BIG East of England regional team in BIG is the largest distributor of Lottery money to good causes, delivering 40% of all funds raised for good causes from National Lottery ticket sales. Since June 2004, BIG has awarded over 4.4bn to projects supporting health, education, environment and charitable purposes. Most of our funding is awarded to voluntary and community sector organisations. A brief overview of our two open programmes : Awards for All and Reaching Communities The principles of Big Lottery Funding mission statement and 4 strategic objectives How to evidence the need for your project How to frame project Aims and Outcomes that address identified Need Voluntary and Community organisations, charities and social enterprises eligible to apply to the Big Lottery Fund. Also, parish & town councils, local authorities and NHS / health bodies that are looking for funding for projects that are a non-statutory requirement. Dementia Friendly Communities: Rob Henchy, Dementia Action Alliance Rob Henchy is a commissioning manager for Peterborough City Council Adult Social Care Commissioning. He is responsible for the design and commissioning of social care and support services for residents of Peterborough over the age of 18. Rob is actively involved in the Dementia Action Alliance which aims to help develop Peterborough into a Dementia Friendly City. Introduction to being dementia friendly and the dementia friends social movement Introduction to Peterborough dementia action alliance All those interested in dementia and particularly organisations which have contact with people with memory problems/ dementia. Pensions Auto-Enrolment: Tracey Richardson, Rawlinsons Tracey became a partner in Rawlinsons in January She manages the firm s audit team and has a broad range of experience in audit and accounts for companies, charities, and academies. Tracey also specialises in work for the legal profession, has been involved in a number of due diligence assignments and coordinates the firm s ixbrl service. Tracey is also a Governor at an Academy School. The automatic enrolment of employees into pension schemes is now becoming a reality for many organisations. If you have more than 50 employees, you may need to be ready this year, for smaller organisations it will be in the next two years. Tracey Richardson will guide you through some of the things you need to think about in the period leading up to your staging date, including: Is my existing pension scheme fit for purpose? If not, how do I find one that is? When is my deadline? What employees do I need to include and how much do I have to contribute? Which earnings do I need to apply the contributions to? What if none of my employees want to be in the scheme? Can my payroll system cope? Senior managers dealing with finance, payroll and HR responsibilities and trustees with oversight of finance and HR.

New trustees, old trustees who need a refresher and those with responsibility for finding and inducting new trustees. Intellectual Property: Eric Siecker, Caterpillar UK Eric is the regional Head of Intellectual Property for the Caterpillar group of companies and manages a team with responsibility for all intellectual property matters in Europe, Africa, Middle East and the CIS. Caterpillar is the world s leading manufacturer of construction and mining equipment, diesel and natural gas engines, industrial gas turbines and diesel-electric locomotives. Peterborough based Perkins Engines is a wholly-owned subsidiary of Caterpillar. Eric is also a Trustee of PCVS. Most, if not all, charities will generate, handle or be exposed to intellectual property (IP) on a regular basis. Whether you are trying to register the name of you charity, want to use information or images from the internet, would like to share or receive confidential information with 3rd parties or are generating new designs or ideas, a basic knowledge of intellectual property principles will help you in safeguarding your valuable IP and could prevent you from falling foul of the law. This session is aimed at providing a practical understanding of IP and providing tools and processes for some of the most frequently encountered IP matters. Trustees and managers

Leading a strong organisational culture: Fiona Kerr, Head for Success Fiona Kerr is a director of Head for Success. She has been assisting a wide range of charity and social enterprise executives and trustees for three years since establishing Head for Success. Services include supporting change and growth management; leadership mentoring and coaching; and everything related to income generation including service and system designs, tenders, marketing and communications and evidencing Social Impact. Fiona draws on 25 years experience in the non-profit sector, with Chief Executive roles at POhWER and the Mental Health Helplines Partnership. Voluntary roles include being Chair of Hyde Group East Residents Assurance Committee, a trustee of After Umbrage and a member of Peterborough ProHelp. Boards, executives and managers need to lead their organisations positively through change and challenging times, ensuring their organisation culture is clear, strong and successful. Nick Jones, Market International & Nick Kennedy, Henderson Insurance Nick Kennedy (pictured) is the Branch Manager of HIBL, an independent insurance brokerage with offices throughout the UK. They arrange all classes of Commercial Insurance and work with a number of charities both locally and nationally. Nick Jones is a Senior Development Underwriter for Markel (UK) Ltd, a niche insurer whose specialisms include the provision of insurance to Charities of all shapes and sizes. The will focus on some of the common insurance considerations facing UK Charities regardless of their size and what actions organisations can take to mitigate against some of these risks. The session will be provided to cater from the ground up so as to also be of benefit for those with little or no knowledge of the common exposures.
