4 Introduction Around the world GS1 standards are being implemented to improve patient care, reduce healthcare expenses and essentially enhance supply chain processes within the healthcare industry. Technology solution providers play a key role in enabling efficiency in the supply chain. Solution providers consist of organizations that provide hardware, software and consulting services, or a combination of these services to automate business processes. In healthcare, these services can include the following: automating procurement and finance via Electronic Data Interchange (EDI), inventory management, surgery scheduling programs and patient records management. All healthcare stakeholders are affected by the global shift to supply chain standardization, including Providers; Manufacturers; Distributors; Group Purchasing Organizations (GPOs); Shared Service Organizations (SSOs); Network Gateways and Technology Solution Providers. In order to fully implement global standards to enable electronic transactions between supply chain partners as well as the unique identification of products and locations to enable traceability through the healthcare supply chain all stakeholder systems must be able to send, receive and report standardized information, and integrate this data for various levels of use, including purchasing to clinical referencing. As a result, in 2010, the GS1 Canada Carenet Healthcare Sector Board issued a Position Statement for Healthcare Solution Providers (see Appendix C), on the use and integration of standards in the healthcare supply chain, and identified why collaboration is essential for the Canadian healthcare sector to fully realize the benefits of e- commerce, and to enable system-wide supply chain visibility and traceability. The Board strongly encourages technology solution providers, distributors and manufacturers to collaborate with its trading partner community to ensure alignment in standards implementation. In alignment with this, and as part of the Canadian Healthcare Supply Chain Standards Project, GS1 Canada conducted this industry scan of technology solution providers for the purpose of identifying: Readiness to implement global GS1 Standards within the solution provider community Obstacles faced by solution providers that delay or prevent adoption of global GS1 Standards Different strategies that are being used by leading solution providers to overcome the obstacles These objectives support the Board s decision to implement a common business language across the Canadian healthcare sector for product and location identification, and to enable automated processes. In addition, the Institute for Safe Medication Practices (ISMP) and the Canadian Patient Safety Institute (CPSI) recognize that the involvement of solution providers is crucial to the successful implementation of global GS1 Standards that support patient safety initiatives. As a result, a Joint Technical Statement was issued by ISMP and CPSI which included recommendations for the solution provider community, as noted below: Healthcare solution providers (including software developers) should develop functional software programs that can read, identify, and otherwise use manufacturers bar codes to reduce patient harm, standardize documentation, and improve system efficiencies. Healthcare solution providers should develop software development plans to adhere to the Minimum Software Safety Functionality. The Institute for Safe Medication Practices (ISMP) and the Canadian Patient Safety Institute (CPSI) have also indicated that the adoption of a single Canadian standard for Automated Identification of medications will provide integrated healthcare solution providers with the necessary expectations about future practices, thereby allowing them to develop software which incorporates automated methods for identifying products and checking the safety of dosages. Such innovations will, in turn, support healthcare practitioners (the end-users) by ensuring medications are identified accurately, and practitioners have reliable access to standardized data from a common product database, thus providing the Canadian public with a safer and more efficient healthcare system. 5 Executive Summary The Canadian healthcare community is comprised of many stakeholders (healthcare providers, manufacturers, distributors and group purchasing organizations) who have product information needs in the supply chain. Solution providers (hardware and software companies, IT consultants, gateways, and systems integrators) help to enable stakeholders to implement the GS1 standards and connect them to GS1 Canada product and location registries - a key component to enable automation, traceability and interoperability within a standards-based healthcare environment. In an effort to understand the state of readiness of solution providers, GS1 Canada conducted a series of independent webinars and surveys with 11 leading solution providers to better understand the solution providers ability to capture, store, manage and report GS1 standards within their respective technology solutions. The amalgamated results of this survey are represented within this document. Figure A provides you with information of the overall industry support of global GS1 standards. Key findings from the solution providers surveyed are summarized below: 64 per cent of the solution providers support GS1 global standards More than 72 per cent of the solution provider systems surveyed can store a Global Trade Item Number (GTIN) in bar code More than 54 per cent of the solution provider systems can display the GTIN to end-users and have the ability to store a GTIN as the item master file s primary identifier for the products More than 72 per cent of the solution provider systems support GLN and can display the GLN to the end-user on the reports More than 63 per cent can display the GLN to the end-user on the screen More than 63 per cent can generate EDI transactions o 100 per cent of the these solution providers can generate EDI purchase orders and purchase order acknowledgment More than 90 per cent of them can generate EDI Invoice and EDI Advance Ship Notices Solution Provider Engagement with GS1 Standards Page 5 of 22

6 Figure A Industry support of GS1 Standards Solution Provider Webinar In order to engage solution providers and support their plans to integrate global GS1 Standards, product and location attributes, and national registries into solution provider systems, GS1 Canada hosted several educational webinars on GS1 Standards with the healthcare solution provider community. These webinars were made available on a bimonthly basis during the first six months in 2012.The webinars explained the different types of GS1 Standards and provided technical information about each. i. Global location Numbers (GLN) ii. Global Trade Item number (GTIN) iii. Electronic Data Interchange (EDI) iv. ECCnet Registry, Canada s national product registry v. ECCnet Location vi. High level review of systems that could be impacted by GS1 Standards implementation vii. High level review of internal and external stakeholders that could be affected by GS1 standards implementation In addition, the webinars reviewed the importance of interoperability between various clinical systems and information systems. As GTIN, GLN, item attributes and other standard-related information may have to be passed from one system to another, solution providers have to consider this when designing, developing and implementing their solutions. Furthermore, the webinars provided information about which departments will be impacted the most and will need more attention during the implementation phase. Finally, the webinars identified the departments that will need to be engaged, and provided direction to help them identify areas that require primary attention. Examples of the updated Canadian Electronic Data Interchange (EDI) version 6020 mappings including transaction sets and segments, the implementation of GLN and GTIN within these EDI documents, and how these standards are used in the ECCnet Registry process flow between Canadian healthcare stakeholders were also provided. 7 Solution Provider Survey As the solution provider community moves forward with implementation of the GS1 global standards, in order to better monitor the solution provider community s progress, GS1 Canada launched a survey and requested each solution provider who attended the webinar to return the completed questionnaire to GS1 Canada. The organizations who participated in this survey are: Atlas Products International InterTrade Systems Inc. LANSA Inc. Lawson Software Logibec Groupe Informatique Ltd. McKesson MEDITECH Oracle Ormed SAP Labs, LLC Siemens HealthCare USA Telus Health and Financial Solutions The survey on the solution provider community progress was divided into three different segments I.e. the adoption of Global Location Numbers (GLNs), Global Trade Item Numbers (GTINs) and Electronic Data Interchange (EDI) X12 Standard version Solution Provider Engagement with GS1 Standards Page 7 of 22

8 Survey Results The overall survey results, in conjunction with the discussions from the webinars indicated that the solution provider and the gateway communities are supportive of the adoption and implementation of GS1 Standards. Some of the stakeholders have already implemented GS1 Standards in their system and are capable of receiving and processing Global Location Numbers (GLNs) and Global Trade Item Numbers (GTINs). Some are also capable of sending and receiving EDI (Electronic Data Interchange) version 6020, which is the most recent version of EDI that the Canadian healthcare community has adopted as the best way to transact electronically within the healthcare supply chain. A number of solution providers are in the process of implementing GS1 Standards, with the intention of having their solution ready by the end of Solution providers who were in the implementation phase during the time the survey was conducted, have completed their implementation and have gone live, with modifications on solutions being made at the hospitals sites. Global Trade Item Number (GTIN)/Global Location Number (GLN) Coverage The first part of the survey contained questions designed to capture basic demographics of the solution provider and the second part of the survey contained questions designed to obtain information about different capabilities to support GTINs (Table 1) and GLNs (Table 2) within the solution provider systems. Key areas of information sought through the survey were as follows: i. The main question in the GTIN and GLN sections is positioned to determine if the solution provider s system can process GTINs and/or GLNs. The processing is referring to multiple requirements such as: a. The system can store the GTIN and/or GLN b. It also refers to the functionality within an Enterprise Resource Planning (ERP) system. c. Does the system pass the GTIN and/or GLN from one module (I.e. order entry) to another module (e.g. Accounts Payable)? ii. Are GTIN and GLN visible to end-users? It is necessary that the end-user for each system has a way of accessing GTINs and/or GLNs. This can be achieved through various channels (e.g. different reports that print GTINs and/or GLNs or different end-user screens that display GTINs and/or GLNs to the end-user) iii. Does your system process the GTINs into different Enterprise Resource Planning (ERP) modules? For e.g. does the system pass the GTIN from Order Entry module to material management module? iv. The survey also requests information about the knowledge of the individual who is completing the survey about the GS1 Standards, this enables GS1 Canada to better understand the community need and plan future educational sessions and webinars accordingly The results from this segment of the survey are significant, as they identified the following: More than 72 per cent of solution provider systems who participated in the survey store a GTIN within a bar code More than 27 per cent of the solution provider s systems can display the GTIN to end-users and over 54 per cent have the ability to store a GTIN as the item master file s primary identifier for the products as indicated in Table 1. More than 72 per cent of the solution provider s systems support GLNs and can display the GLN to the enduser on the reports; and more than 63 per cent can display the GLN to the end-user on the screen as indicated in Table 2. 10 Electronic Data Interchange (EDI) This section in the survey contains questions about the solution provider s ability to generate and process different EDI transaction sets (Table 3). Questions identified the following capabilities: i. Ability to generate EDI transaction sets ii. Identifies EDI transaction sets - send and/or receive) iii. A different version of EDI ANSI X12 Standards, including state of readiness of the most recent version (6020) iv. If a system does not have the capacity to generate any version of EDI transaction sets, and when the organization plans to proceed with system updates to enable this. Figure B EDI readiness The findings from this segment of the survey are very positive as they show that: More than 63 per cent of the solution providers that responded to the survey can generate EDI transactions 100 per cent of the solution provider s systems can generate EDI purchase orders, and purchase order acknowledgment In addition, more than 90 per cent of solution providers can generate EDI Invoices and EDI Advance Ship Notices (ASN). These four transactions are the building blocks of the supply chain process and this is a huge step forward for solution providers to achieve this capacity Solution Provider Engagement with GS1 Standards Page 10 of 22

11 Table 3 Aggregated responses to EDI questions Canadian Standardized Product Attributes The survey also included a list of the Global Trade Item Number (GTIN) attributes (Appendix A) in a table format. The solution provider indicated which attributes they currently hold. The purpose of having this table in the survey was to have a better understanding as to what type of product information is captured within solution providers systems. Figure C displays the amalgamated result for this portion of the survey. A positive finding from this portion of the survey is that more than 50 per cent of the solution providers can store GTINs in their systems. In addition more than 75 per cent of them can store Brand Name, Consumer Unit, Base Unit, and Latex Content in their systems. Note: More information is provided in Figure C. 12 Figure C GTIN Attributes North American Survey As GS1 Canada was approaching different solution providers to request the completion of the survey, some of the international solution providers indicated that they had participated in similar surveys issued by GS1 Member Organizations in other countries. To streamline the process of compiling the survey results, and reduce efforts, GS1 Canada worked with GS1 US on a collaborative initiative to create one North American survey. As a result of this partnership, the survey results that had already been conducted with the three international solution providers were also used to prepare combined survey results for Canada, and are referenced throughout this document. 20 APPENDIX C GS1 CANADA CARENET HEALTHCARE SECTOR BOARD POSITION STATEMENT Position Statement for Canadian Healthcare Solution Providers The Time for Change is Now! Overview As the Canadian Healthcare sector joins the global effort to standardize the healthcare supply chain, solution providers supporting the sector must prepare to integrate the GS1 System of global standards within their respective solutions and services. The GS1 Canada Carenet Healthcare Sector Board therefore recommends that healthcare solution providers join as members of GS1 Canada and become engaged in the Carenet committees dedicated to the process of building the healthcare supply chain standards of the future. In so doing, you will ensure that your organization is represented in discussions about the timeframes and structure for implementation of the standards across Canada s healthcare supply chain. Statement of Direction In order to ensure that Canada s healthcare supply chain partners are prepared to operate in an e-supply chain environment and integrate global standards into their business processes, there are a number of areas for supply chain standardization related to the ordering and handling of healthcare products that require consideration: The adoption of Global Trade Item Numbers (GTINs) The adoption of Global Location Numbers (GLNs) The adoption of Electronic Product Code (EPC) for RFID (Radio Frequency Identification) solutions The integration of database requirements for handling and reporting the global standards The implementation of the most current Healthcare Electronic Data Interchange (EDI) standards The integration of variable data contained in bar codes and RFID tags (E.g. lot number and expiry dates) The adoption of industry-approved product attribute fields Who Is Affected By These Future Supply Chain Standards? All healthcare stakeholders are affected by the global shift to supply chain standardization, including providers, manufacturers, distributors, Group Purchasing Organizations (GPOs), network gateways and software providers. In order to fully implement global standards to enable electronic transactions between supply chain partners as well as the unique identification of products and locations to enable traceability through the Healthcare supply chain all stakeholder systems must be able to send, receive and report the standardized information. What Should Solution Providers Be Investigating? Determine whether your systems accommodate the standards, and set an internal strategy to ensure your systems evolve with the development of industry adopted supply chain standards. 21 Store, send, receive and report the GTIN, which has a maximum size of 14 digits Store, send, receive and report the GLN Integrate the EPC Capture and communicate variable data contained in automatic identifiers, such as bar codes and RFID tags (e.g. expiry date, lot/batch numbers, serial numbers, etc.) Generate and receive the latest EDI transactions that are being designed for Canadian Healthcare, and provide the processing requirements for any of the new supply chain standards within these transactions Integrate industry adopted product attribute fields How Can Solution Providers Remain Informed of Changing Healthcare Standards?
