INFORMATION & PROPOSALS Board Announcements Twenty-one TZHS students were selected to perform at the All State Music Festival on November 21 & 22 in Wallkill TZ Athletic Hall of Fame six new members and one team was inducted into the Hall of Fame on November 16 November Rotary Student of the Month Congratulations to Anthony Ricci Take a Veteran to School Day SOMS students in Ms. Sorensen s class participated in Take a Veteran to School Day, a program developed by the History Channel to link school age children with Veterans Superintendent Search Update: The brochure is out; the application is available online with a deadline of January 9; timeline discussed and set. The candidate s forum will be held in March. Superintendent s Report CLE 21st Century Learning Karen Ramirez, Principal, Sheila Beglin, Assistant Principal, and staff members from Cottage Lane, presented to the Board 21st Century Learning at Cottage Lane. The INFORMATION & PROPOSALS Board Announcements Superintendent s Report CLE 21st Century Learning 1

2 presentation included the Theory of Action and the 21st Century skills of collaboration, communication, creativity, and critical thinking. Board members thanked everyone for a terrific presentation which provided evidence of the cohesive leadership at Cottage Lane and exemplifying what is being done for 21st Century Skills VI. PUBLIC COMMENTARY Members of various Veterans groups attended the meeting urging the Board to pass the Veterans Tax Exemption resolution VII. BOARD DISCUSSION/ACTION ITEMS BOARD DISCUSSION Veterans Tax Exemption PUBLIC COMMENTARY BOARD DISCUSSION/ ACTION ITEMS Veterans Tax Exemption Board President Annmarie Uhl reviewed the timeline related to the Veterans Tax Exemption. In further discussion, a board member indicated they were ready to accept the resolution. The board also discussed new changes to the law that took effect on November 7th that would permit the board to repeal the exemption should it be needed. 3 RESOLVED: that Schedule 14/15, HP-7, Committee on Preschool Special Education, be approved as attached (see blue schedule). RESOLVED: that the Board of Education accept the minutes of November 6, Acceptance of Bids and Award of Contracts for Minor Capital Projects Mechanical and Plumbing, and Locker Replacement WHEREAS, the South Orangetown Central School District (the District ) Board of Education (the Board ) has previously approved certain minor capital projects (collectively, the District-Wide Minor Capital Projects ) at Tappan Zee High School ( TZHS ) and the South Orangetown Middle School ( SOMS ), which minor capital projects include: (i) AHU refurbishment and plumbing infrastructure upgrades at SOMS ( Mechanical and Plumbing Project ), and (ii) corridor locker replacement at TZHS and athletic locker replacement at SOMS ( Locker Replacement Project ); and Schedule 14/15, HP-7, Committee on Preschool Special Education Acceptance of Minutes of November 6, 2014 Acceptance of Bids & Award of Conracts for Minor Capital Projects Mechanical & Plumbing, & Locker Replacement WHEREAS, after bidding the work of the District-Wide Minor Capital Projects pursuant to Section 103 of the General Municipal Law, and after the receipt and opening of three (3) bids for each project on October 16, 2014, and upon the review and advice of the District s Architect, LAN Associates, Engineering, Planning, Architecture, Surveying, LLP ( LAN ), the Board wishes to accept the recommendations by LAN and award the contracts for the referenced projects to the lowest responsive and responsible bidders; NOW, THEREFORE, BE IT RESOLVED, that the Board accepts the recommendations by LAN, accepts the bids and awards the contracts as follows: i. with respect to the Mechanical and Plumbing Project, the Board accepts LAN s recommendation, dated November 5, 2014, to award to Hauser Bros. Inc., as the lowest responsive and responsible bidder, a contract in the amount of $ 144,738.00; and ii. with respect to the Locker Replacement Project, the Board accepts LAN s recommendation, dated November 5, 2014, to award to Hertz Furniture Systems Corp., as the lowest responsive and responsible bidder, a contract in the amount of $ 255,734.48; NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Board authorizes the Board President, after legal counsel s preparation of contract documents consistent with this resolution, to execute contracts with said contractors, to provide services and materials for the District in connection with the above authorization. Disposal of Equipment WHEREAS in accordance with District Policy #6900, the appended list of assets has been identified as being surplus and beyond repair; Disposal of Equipment 3

4 BE IT RESOLVED that the Board of Education of the South Orangetown Central School District approves the equipment to be disposed of in accordance with District Policy. BE IT FURTHER RESOLVED upon sale of the assets, they will be removed from the District s capital inventory and insurance. Staffing Establishment of Position WHEREAS based upon the need to increase Instructional Support in the area of Special Education, TZHS COVE Program, the following change in position/fte is being recommended by the Superintendent of Schools: Staffing Etablishment of Position THEREFORE, BE IT RESOLVED, that effective November 21, 2014 the following position is to be modified from the budget and funded through contingency: Tenure Area Establishment/(Abolishment) of Position FTE Teaching Assistant 1.0 New York State Assessment Processing and Scoring WHEREAS The Board of Education of the South Orangetown Central School District on December 6, 2013 publically advertised a Request for Proposal for NYS Assessment Processing and Data Reporting Services which were to be received by January 9, New York State Assessment Processing & Scoring AND WHEREAS, Educational Vistas, Inc. was accepted at the January 30, 2014 Board of Education meeting to provide these services. Pupil Transportation Routing and Scheduling Software System WHEREAS the South Orangetown Central School District currently uses Edulog EPTS software for pupil transportation routing and scheduling. For many years, however, we have been the only District within the County that uses this software, thereby, making coordination difficult with other Districts. In addition, the software is complex and cumbersome and there are often technical issues that need to be resolved by the company. As a result, as part of the District s long range plan to share services and find efficiencies, the District is migrating to a different software system for pupil transportation services; Pupil Transportation Routing & Scheduling Software System AND WHEREAS in accordance with Policy 6741, the South Orangetown Central School District on November 10, 2014, issued a Request for Quotation for a Pupil Transportation Routing and Scheduling Software System and Implementation Services; AND WHEREAS on November 10, 2014, the South Orangetown Central School District received quotations from three (3) reputable companies; AND WHEREAS based on an extensive review of each quotation, Transfinder was requested to present its proposal to the District s Transportation, Technology and Business Office Administrators to evaluate its functionality and ease of use. THEREFORE BE IT RESOLVED that based on overall price and efficiency of its system, the South Orangetown Central School District Board of Education authorizes the Deputy Superintendent to enter into a contract with Transfinder to provide a pupil transportation routing and scheduling software system and implementation services at an initial cost of $15, with an annual renewal fee of $3, In addition, Transfinder will provide professional services for conversion of Edulog Data for a fee of $12,900. Motion to accept Consent Agenda carried unanimously. B. Resolution Establishing Standard Work Day & Reporting for Appointed Officials Motion by Mr. DeVincenzo_ Seconded by Mrs. Pitruzzella BE IT RESOLVED, that the Board of Education of the South Orangetown Central School District hereby establishes the following as standard work days for appointed officials and will report the following days worked to the New York State and Local Employees Retirement System based upon the record of activities maintained and submitted by these officials to the District Clerk: 5 Resolution Establishing Standard Work Day & Reporting for Appointed Officials

New Business NSBA Conference March Board of Education/PTA Retreat Superintendent Search: the ad for a superintendent will be in NYSCOSS and NYSSBA publications as well as the New York Times, Education Week and posted on OLAS. Schools-to-Watch team will be at SOMS on December 9th and will interview board members. Joint Dinner of Westchester/Putman/Rockland school boards was held on November 13th. A board member suggested possibly doing a videoclip showcasing public education for submission to National School Boards for the Annual Convention in March VIII.
