3 Why a Network on the management of JP? Erasmus Mundus philosophy connected to joint programme development and administration based on the concepts of consortia and integration to be applied to the curricular aspects as well as to the administration and management issues of a JP. In order to respect or subscribe the EM philosophy, HEIs had to find solutions to administrative and management challenges (How to award a joint degree? How to enroll students in a consortium? How to harmonise tuition fees? How to implement a joint administration of students? How to respect internal or national QA rules and consortium or EU quality standards?) 3
4 Objectives The general objective is to improve the management capacity of Higher Education Institutions in the administration and management of Joint Programmes through The creation of a common discussion platform among institutions with a relevant experience in the development and management of Joint Programmes The analysis of the existing administrative procedures and practices in the management of JPs at Master and PhD level The development of guidelines, good practice examples and common cooperation tools 4

8 Challenges and obstacles External constraints: 1. National legislation on Joint Degrees (relevant for all JPs) 75% of EU Countries can award Joint Degrees Suspicious approach to Joint diploma, even when it is possible 2. Different socio-economic systems (tuition: relevant mostly for EM) These obstacles can be removed with raise awareness campaign and with the involvement of stakeholders. Some example: raise awareness campaign from Bologna experts, EM national structures, projects etc (Sweden example). 8
9 Internal constraints (institutional level) 3. Lack of institutional commitment/support Lack of institutional policy/strategy on Joint degrees Challenges and obstacles Lack of involvement of the institution in the development of a JP Lack of financial or HR support from the institution JPs are undertaken because funds are there (no sustainability plan) Administration is not always involved or prepared to new challenges These obstacles can be removed at institutional level, no legal barriers are in place. It is a matter of institutional policy, strategy and organisation. (Policies and strategies; funds; HR training; guidelines; ad hoc units) 9

Underestimation of important issues during the needs analysis Lack of information on the HE systems of the partners Lack of involvement of the administration Confusion on terminology (Joint degrees, Enrolment, DS) Underestimation of sustainability issues Change of targets (international students) Underestimation of the organisational issues (harmonisation of calendars, certification process, harmonisation of examination procedures and cultures) These obstacles can be removed if institutions are aware of the processes and can therefore undertake an appropriate negotiation of the procedures (internally and with partners) in due time. 10
