3 National Legislation The Italian law and joint programmes(509/99 and 270/2004): Italian Universities may award degrees jointly with other Italian or foreign universities, on the basis of specific agreements The universities acts foresee the rules on the procedures for the awarding of joint degrees. Art. 6, c. 11 L. 240/10: Full time Academic staff and researchers can undertake teaching and research positions at foreign universities, upon the signature of bilateral agreements. DM 30 January 2014 (10 May 2014), art. 3 c. 1: Academic staff of foreign universities can be included on the basis of agreements with Italian universities in order to set up Joint degrees Joint Degrees at Sapienza
4 Sapienza s internal regulations Sapienza s Statute: Art 1. c. 3: Sapienza promotes academic internationalisation..including the promotion of joint degrees. Academic Regulation: (now under revision) Proposed article on joint and international programmes 1. Having Regards to art. 3, co. 10 del D.M. 270/2004, Sapienza can award academic jointly with foreign universities on the upon the signature of agreements : Joint degrees, awarding joint, double or multiple degrees; International curricula within own programmes, awarding double or multiple degrees.
5 Sapienza s experience with international degrees Government support Internationalisation programmes from 1998 to 2007 (10M euros) > calls for application 2008 onwards Cooperlink programme, less funding available From 2008: Internationalisation > allocation of funds from the Minister of Education to universities as incentives to reach internationalisation targets 2014 > Funds transferred to Universities with letter of 16 April (Risorse premiali): indicators of internationalisation for the allocation of funds (Erasmus, Erasmus Mundus, foreign students) Pro3 > application subimitted in March 2014 funding is mostly embedded in the overall public transfer to universities, no longer upon individual initiative Joint Degrees and promotion towards European students
6 Sapienza s experience with international degrees Early experiences (individual academic staff ): Management difficulties Confused internal regulation Lack of administrative experience and small number of beneficiaries + no dedicated staff Little sustainability: only a few joint degrees continued to the end of the decade:
7 Sapienza s experience with international degrees From 2008 Entry into force of reform of degrees (L.270) Increased funding to departments & PhDs for internationalisation Revived interest in joint degrees > increased pressure on International Office/ Grant Office to set up joint programmes Administrative staff was more experienced, although always small number Opportunity to draw from previous successful examples > transfer of knowledge to newcomers Request from all academic staff after we explained all practicalities: Do you have a format for agreements? 8 Sapienza s experience with international degrees Guidelines for the internationalisation of degrees (2010) Jointly developed by the International Office and Academic Services Aim: to support the internationalisation of courses by: Adjusting internal regulations Coordinating financial support Approving guidelines & templates agreements negotiations Internal administrative staff training > planned ***Mistrust> best research groups still claim they do not need agreements to have their students accepted by the best international research groups

12 Internal guidelines and template for agreements A timetable for the establishment of new degrees Yearly timetable for new courses: Departmental approval Evaluation Board Academic Senate Internal DB (february MIUR deadlines > SUA etc Internal timetable with partner universities: agreement signed by April Approx duration of negotiation> Very different outcomes, not less than 6 months if partners are very dedicated
13 Sapienza s experience with international degrees Further Needs Administrative support to the negotiating of the agreement proved to be only part of the needs: Support with national requirements for accreditation (i.e number of academic staff requested to set up a course in case of Joint deegree) Internal Planning of academic offer (i.e. database with national requirements) Involvement of all actors in the field: registry office, administrative staff, welcoming of international students
14 Support to student participation Student participation: Small numbers > Erasmus was the main source of funding > small participation No administrative staff could be dedicated to dissemination of opportunities at central level Dissemination effort at faculty/programme level only From 2011 > Sapienza s own scholarships for students who already benefitted of Erasmus scholarships (24 scholarships awarded to BA/MA students in 2012) Still many challenges what can be done to improve participation of European students?
15 The EM-ACE project: improving promotion of Erasmus Mundus towards European students GOALS AND OBJECTIVES Make the most of existing expertise to enhance the visibility, awareness and attractiveness of the EM programme across Europe, with the final goal to raise both the quantity and quality of applications received from European candidates SPECIFIC OBJECTIVES Information Training Promotion An Erasmus Mundus Action 3 project applicable to joint programmes in general TARGET GROUPS Students HEI staff Other promoters
16 Why promote Erasmus Mundus towards European students? Erasmus Mundus and joint programmes in general - lack visibility in Europe Scholarship quotas for European students not always filled. Preliminary needs assessment (EC, EACEA, EMA 2011) A shared approach to improve EM marketing in Europe
17 Addressing the challenges The ground for our marketing strategy: Bring different stakeholders expertise together Develop a comprehensive EM marketing strategy based on: desk research, student & staff survey, stakeholder consultations Involve students and staff in strategy development, and combine their (different) feedback based on survey results.

19 Key reccomendations Identity the target group (length of study; language; national/international students) Target mostly students in their 2 nd and 3 rd year Enhance the prestige and comparative advantage of EM/joint programmes through events and marketing Enhance the narratives about career advancement Use professors as ambassadors Develop marketing strategies and train marketing staff Alumni: Target Erasmus students for EM continuation. Intensify the use of the uni. websites & social networking.. & most of all: make information clear to applicants! Joint Degrees at Sapienza
