Our mission is to reduce young offenders reoffending to ensure their proper rehabilitation and to protect the public. Juvenile Probation Officers provide counseling services to young offenders and their families, prepare social reports (pre trial, pending trial and post trial) with recommendations for the
2 The connection between the activities and adult education Juvenile Court and supervise young offenders under juvenile court orders (reformatory measures). According to the Greek juvenile justice system, delinquent minors are subject to reformatory or therapeutic measures or to criminal correction (article 122 of the Greek Penal Code). Adolescents above the age of 15 who commit criminal acts are subject either to reformatory or therapeutic measures or to criminal correction (article 126 of the Greek Penal Code) given the fact that, according to the Greek legal system, the age of criminal responsibility is 15 years old. More analytically, the intervention of Juvenile Probation Officers takes place before and during the court trial when they write and submit a scrutinised social report on the personal conditions of the offender and on the circumstances of the criminal act. This report is called a Pre-Sentence Report and concludes with a recommendation to the Juvenile Court on the offender s penal treatment (reformatory measures, incarceration etc.). Juvenile Probation Officers also supervise offenders after the court trial and once a reformatory measure has been applied and a juvenile offender is placed on probation. This intervention consists of providing extensive counselling services to the offender and his/her family and supervising one or more reformatory measures applied by the court (eg. attending victim-offender mediation sessions, participating in a special therapeutic programme, seeking and maintaining appropriate vocational training and employment, offering community service etc) in order to reduce re offending and to restore the harm done to the community. Victim-offender mediation (VOM) in cases of juvenile criminality was first introduced in the Greek Juvenile Justice with Act 3189/2003 as a restorative justice practice. It is stipulated in the Greek Juvenile Justice as i) one of the reformatory measures imposed on young offenders in cases of juvenile criminality (article 122 of the Greek Penal Code). Juvenile Probation Officers are called to apply VOM before and after the court trial. Usual criminal behaviours which could be dealt with by restorative justice processes are cases of bullying at school, cases of peer groups violence and aggression, cases of racist and hate crimes against minorities, asylum seekers, immigrants and victims of human trafficking. and ii) a diversion from prosecution and an option according to article 45A of the Greek Code of Penal Procedure. In this case the Public Prosecutor may refrain from criminal prosecution and decide to apply mediation as one of the non custodial measures. Restorative justice has indisputable benefits for the juvenile justice system. Mediation is an effective diversion from court, provides speedy justice, tackles the usual court decision delays
3 and eases pressure on the youth justice system. Unfortunately, ten years after its introduction by law, victim offender mediation remains an unexplored area in Greece. Until today Juvenile Probation Officers have not received any relevant training in mediation as there is no training body, association or other entity familiar with the special issues related to young offenders and victims needs. As a consequence, restorative justice is hardly implemented by Greek Juvenile Courts despite the benefits of restorative practices for all the parties involved and for the community (Shapland J. et al., 2008) on a European level. We wish to improve our service quality to young offenders aged through specific training, knowledge and exchange of experiences in this particular field. We are the only practitioners in the Greek public sector entrusted with mediation duties by law and we believe that restorative justice should be placed at the heart of the youth justice system. Through long term restorative justice strategies victims are better heard, young offenders assume responsibility for the action committed and learn about its consequences, local communities become involved in reparation and public confidence is increased. By restorative justice practices we mean mediation practices as a reformatory measure applied to offenders who at the time of the court trial are between years of age. Recently in Greece, there has been a worrying raise of
4 racism and xenophobia. This is reflected amongst the youth and rapid action should be taken to address discriminatory and aggressive behaviours against minorities (immigrants, asylum seekers, refugees) and to develop the ideas of tolerance, respect, personal responsibility, diversity and democratic values. The programme would ideally aim at: 1. Developing techniques and interventions for assisting the perpetrator in accepting responsibility and in giving their informed consent for participating before engaging to any restorative justice processes 2. Developing core skills and knowledge for practitioners in order to deliver safe and positive restorative processes 3. Establishing the ethics, values and principles for effective restorative justice practices and participatory justice 4. Bringing the involved parts together into communication and finding ways forward 5. Acquiring knowledge on alternative restorative responses to a conflict (face-to-face VOM-meetings, restorative conferencing, family group conferencing etc) 6. Developing experience in involving local community and civil society organisations in solving local disputes and conflicts 7. Strengthening the position of the victim and enabling them to play an important part in repairing the harm done and to actively participate in the restorative process 8. Developing and strengthening local community capacity and networks 9. Developing a manual for practitioners and a toolkit for continuous use in restorative justice approaches and practices 10. Being presented with victim-offender mediation practices and research evidence in the countries of origin of partners involved in the programme (best practices) 11. Acquiring the necessary knowledge and expertise in order to be able to train future juvenile probation officers and to train community volunteers (e.g. working in local NGOs) in order to engage them in the restorative process Target-groups: Juvenile Probation Officers serving in Juvenile Courts of the Greek Ministry of Justice Activities: 1. Introducing all organisations/agencies involved in the programme and their related activities 2. Study visits in related agencies/partners participating in the learning programme in the home country of each partner involved in the project 3. Exchanging experiences and analysing the benefits

Participating in workshops of mock victimoffender mediation practices in the home countries of all partners 5. Exchanging visits for case supervision, reflective learning through feedback and constructive criticism from more experienced practitioners from the countries of partner organisations 6. Participating in training activities and training group sessions organised by other partners with expertise in the field 7. Attending awareness and training activities/meetings with victim organisations in the home countries of the partners 8. Attending training sessions run by restorative practitioners in the home countries of the partners involved 9. Receiving feedback on the practices applied through the programme through seminars on victim offender mediation 10. Becoming familiar with mediation community boards through the exchange of information and experience in several study visits to the home countries of the partners involved 11. Creating a permanent exchange platform between the partners online 1. Demonstrating an understanding of the principles of restorative justice 2. Demonstrating an understanding of the aims of restorative practice in different criminal contexts and situations and potential outcomes 3. Developing the core skills and knowledge in order to deliver restorative justice practices 4.
